RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 11.000, COMPUTER
AND EQUIPMENT POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Social Services has presented revisions to the
Operations Manual, Section 11.000, Computer and Equipment Policies and Procedures, to the
Board of County Commissioners of Weld County, for consideration and approval, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the revisions to the Operations
Manual, Section 11.000, Computer and Equipment Policies and Procedures for the Department
of Social Services be, and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of April, A.D., 2002.

Operations Manual
Enclosed for Board approval is a revision to Section 11.000, Computer and Equipment
Policies and Procedures, Weld County Department of Social Services Operations
Manual.
The major revision is to add a section in reference to a Policy on Use of Palm Pilot/Cell
Phones 11.100 through 11.100.5. The section outlines employee responsibilities in use
of thee equipment, safety policies, internet access policies, procedures regarding the loss
of equipment, limitations regarding person use, and policies regarding confidential
information.

11.100 Policy on Use of Palm Pilot/Cell Phones

The Department's Palm Pilot/Cell Phones are for the use of caseworkers, case aides,
supervisors, attorneys, and other designated employees. The underlying reasons for this
purchase are to:
A. Access to a phone to make and take calls associated with their work.
B. Allow a worker to call for emergency assistance if it becomes necessary. The
employee is not to use the cell phone as a substitute for taking law enforcement
with them to prevent an emergency.
C. Allow a standardized way to keep a schedule.
D. Keep notes taken in the field.
E. Check e-mail from the field, when service becomes available.
11.100.1 Required Use
The use of the Palm Pilot/ Cell Phone is not optional. Employees who are
issued a Palm Pilot/Cell Phone are expected to be available to take calls on
that phone or to return messages left on voice mail during work hours.
Given the nature of a caseworkers job and how much time they are not in
the office, the Palm Pilot/Cell Phone is meant to ease their work load by
allowing them to use it as they would their office phone without having to
be in the office.
11.100.2 Safety Issues
A. Department Employees are sometimes required to go into situations
which become dangerous or which could be prevented from
becoming dangerous if law enforcement was present. Employees
are expected to use their good discretion about taking law
enforcement with them when the situation requires it but if a
situation becomes dangerous after an employee is on the scene, the
Palm Pilot/Cell phone is expected to be used to call for assistance.
B. Employees are NOT to use the palm pilot/cell phone while
operating a motor vehicle.
11.100.2 Internet Access
A. Once Internet Access becomes available on or about October 2002,
employees will check their E-mail while in the field.

B. Internet access and E-mail use will be governed by the same
policies as Internet access and E-mail on the County's computers
which are in the office.
11.100.3 Loss of Equipment
A An employee will sign for and be issued a Palm Pilot/Cell phone.
B. Any time a Palm Pilot/Cell Phone is lost or damaged, the situation
will be judged on a case-by-case basis with regard to whether the
employee will be issued another Palm Pilot/Cell Phone and/or will
be required to reimburse the County for the lost or damaged
equipment.
11.100.4 Personal Use
Palm Pilot/Cell phones are to be used for county business. However, if an
employee goes over the time limits for work related calls, the employee
may have to justify the time spent, but would not be expected to reimburse
the county. Limited use of the cell phone for personal calls is permitted,
but discouraged, and the employee may be subject to charges if those calls
extend the contract limit per month. Employees are expected to keep up
with their use and the plan requirements so that the county gets the most
efficient use of the time purchased.
11.100.5 Confidential Information
The Employee is responsible for confidential information stored or input into the Palm
Pilot/Cell Phone and will make every effort to protect this information through the use of
passwords or other required measures. The Employee will adhere to the confidential
policies of Section 3-12-10, Article XII, Weld County Employee Personnel Policy
Handbook, Ordinance 118-Q, as amended, and other applicable State rules and
regulations.

By signing below I acknowledge receipt of a Palm Pilot/Cell Phone, which is to
be used for job-related purposes only while employed with the Weld County Department
of Social Services. I understand that limited use of the cell phone for personal calls is
allowed, but discouraged, and I may be subject to charges if those calls extend the
contract limit per month. I also understand, if at any time, my Palm Pilot/Cell Phone is
lost, stolen, or damaged, I may be required, as determined by the Director, to reimburse
the Weld County Department of Social Services for its cost. I also agree to return the
phone, in good working condition,upon termination of my employment from Weld
County. Reference: Section 11.100, as amended, Weld County Department of Social
Services Operations Manual.
I understand that I am responsible for confidential information stored or input into
the Palm Pilot/Cell Phone and will make every effort to protect this information through
the use of passwords or other required measures. Reference: Section 3-12-10, Article
XII, Weld County Employee Personnel Policy Handbook, Ordinance 118-Q, as amended,
and other applicable State rules and regulations.
