EMAIL: PHONE:WEBSITE:www.co.weld.co.us FAX: 5 COLORADO WELD COUNTY COUNCIL REPORT TO THE PEOPLE April 16, 2002 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people matters relating to the Council's review of Weld County government. This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 2002. January 15, 2002 -Weld County Centennial Center • The Weld County Council elected Councilwoman Joyce Smock 2002 Council President and Councilman Mitchell Martin 2002 Council Vice President. • Mr. Pat Persichino, Weld County Personnel Director, presented a review program covering the following aspects of Weld County's personnel system: recruiting process, applicant screening, and interviewing; salary schedule and salary policy considerations including surveys used; employee benefits and the pay system. In response to Council members' questions, Mr. Persichino spoke about the employees' grievance process, reasons for dismissals, difficult-to-fill jobs, internal staff development, evaluation of employees, and training of supervisors. • Resolution 135 was adopted setting the Council's 2002 meeting day the 3r° Tuesday of each month. February 19, 2002 -Weld County Centennial Center • Mr. Walt Speckman, Executive Director of the Weld County Division of Human Services, presented an overview of the major components of Human Services including: a family education network (Head Start, Migrant Head Start, and other programs for children and parents); services for Weld County's senior population; job services and training programs; and Temporary Assistance to Needy Families (TANF.) Sandy Bright, area child care provider, gave her perspective on the difficulties of providing child care for TANF clients because of the reduced payments available for their children's care. • The Council adopted a salary-setting time-line for June through October 2002. The time-line will aid the Council in its 2002 responsibility to set the salaries of Weld County's elected officials. • Vice President Mitchell Martin reported that he and President Joyce Smock had met with Weld County Coroner Scott Anthony, and that they saw no need for the Council to intervene in the Coroner's office personnel matters at this time. March 19, 2002 - Southwest Weld County Administration Building • Lynn Kramer, Office Manager of the Weld County Recording Department gave an overview of the functions and responsibilities of the Recording Department stating the major responsibility was to put legal documents on public record and to help the public retrieve recorded documents. She explained the process to record a document, and stated recorded documents are not returned to Weld County Council Report to the People April 16,2002 Page 2 of 2 customers for three weeks because of the tremendous volume of documents. However, title companies, for a fee, can verify the recording of a document in two to three days via compact disc. • Sharon Hopper, Shirley Silvers, and Don Koldeway presented their concerns about Western Mobile LeFarge filing for Special Use Permit 1360 for their facility at Highway 119 and Weld County Road 7 which was approved by the Weld County Planning Commission. During the first quarter of 2002, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in the Weld County Centennial Center, Greeley, Colorado or at the Southwest Weld County Administration Building, Longmont, Colorado.
