This concerns a development plan and permit for Western Mobile. The plan calls for mineral resource development facility including an aspault and concrete batch plant in the A-Zone district. As a concernd adjacent property owner I would strongly object to this operation, as there would be too much traffic and devaluate our property. There has been numerous accidents on that intersection of Highway 119 and County Road 7. This project would create even more traffic down road 7. There certainly is a more approciate site away from such a conjested area for this facility. Please consider our Concerns. The intersections of WCR 7 and Hwy 119 and WCR 7 and Hwy 52 are not traffic signal light controlled and do not have adequate turn and acceleration lanes which will further be a public endangerment with additional truck traffic from this site. /'k. There are inadequate shoulders on WCR 7 and it is our experience that even with a road maintenance agreement with the Weld Department of Public Works, road surfaces will deteriorate with the increased traffic on the included in the agreement. The present location of the plant north of Hwy 119 on WCR 7 is much more preferable since it is lightly traveled, dead-ending I. about a mile north. Further,unnecessarily increasing truck traffic to the proposed plant will result from the fact that sand and gravel to be batched will be imported to the plant from remote locations, since this site has already been mined out. A plant located on an active mining site does not create this additional traffic. 1 Although the elevation of the site has been raised, there is no assurance that it is above the base flood elevation of the flood plain since: s. 1. There has never been a study determining that elevation at the site, only an estimate. 2. So many changes to the flood plain have been permitted since the estimate was made, any elevations,had they been determined,would have significantly changed. LaFarge having already mined this specific site,thus there is"no importance to mineral resources"for this application.Western Mobile plans to import materials by heavy trucks bringing in imported materials to be used in this batch plant operation.This would substantially increase already heavy traffic on WCR 7 resulting in already hazardous driving conditions.There at numerous gravel sites hauling material up and down WCR 7 now!Whet_twill this be too much?The impact of trucks importing materials to this site will greatly impact road conditions even more than the existing conditions do raw. I have not seen or read a Long Term Maintenance and Improvements Agreement with Weld County.Nor have I seen CDOTs approval for an entrance on WCR 7 corning off HWY 119.Taking all traffic situations into consideration for coming and goings at that intersection,safety has to be a high priority. The proposal will not be compatible with existing surrounding land uses.Surrounding land uses indude agriculture and residential uses to the north, south,east,and west.Existing and future land uses indude residential development through the County's MUD area.Application noted a 24-hour/7 day for concrete and asphalt batching,truck hauling to and from the site,and maintenance and work.The Planning staff should take into consideration the concerns of residential p°pet ty owners in the area and concur that increased traffic coupled with import of materials and batch plant operations would be/are incompatible uses to those already existing in the area.This would have a great impact to my family's quality of living now,as well as a dramatic decrees in property values. Having an asphalt plant already by Western Mobile on WCR2ONVCR5,where is the need for another 2 miles to the north?Since the materials will have to be hauled in,existing sites be used vice creating another site. LaFarge already has a operational sand and gravel mining pit on WCR 20'/z Combining or expanding previously existing sites should be preferred. The Colorado State Parks and/or the City of Longmont Parks are purchasing open space along St. Vrain River corridor for a trail. I read nothing in this application from the State Parks or City of Longmont Parks on this matter. How does a Concrete and Asphalt Batch fit in their new Comp Plan? In closing, considering that there are existing sites better suited for this operation, you would think there are too many negatives for this application to be approved. We have been in contact with Larry Haas (Traffic Engineer) from the Colorado Department of Transportation with our concerns with the high volume of truck traffic at this intersection and the higher than normal accident rate. Our attempts so far to get a traffic signal at this intersection have been futile. We' re thinking the LaFarge property might work well as a visitor center site and fishing area... I think it is very important you know the indication from the LaFarge folks is they will not sell us the site without approval from the County to move the proposed plant to the southwest corner of 119 and Rd. 7 on property in their ownership. There are presently Three (3) active asphalt plants and nine(9) active gravel pits already in the Rinn Valley area, within a radius of 3 miles. For over 13 years now, the Stromquist asphalt plant,(run by Western Mobile)approx. one mile from our home has affected us. Because we sit in a valley, the fumes especially in the early morning hours, cause headaches and burning in our lungs.( Enclosed are photos taken just two months ago showing the pollution from this plant). With the already existing Longmont Aggregate Plant on 201/2 and Hall Irwin near Del Camino, we will be totally surrounded with the pollution of these facilities. We would like it to be known that we are adamantly opposed to this. In the past seven years that we have lived on WCR 7, we have seen a lot of negative pressure placed on the area. Although change is inevitable and part of the progressive growth of a community, we feel that it is essential to minimize any detrimental effect to the environment and the economic prosperity of its residents. In the seven years that we have lived in our home, we have watched the American Bald Eagle population slowly diminish to nearly zero. When Western Mobile first approached us about their intentions to mine the adjacent properties, we expressed our concerns about the well being of the birds.They assured us that environmental impact studies had been done and that their proposed operations would have no effect.This has not been the case. Each year since Western Mobile's mining operations began, we have observed fewer and fewer eagles returning to the area each winter. Before Western Mobile's presence, we tracked close to 40 birds. This year we have sighted 4 individuals. In our initial discussion with Western Mobile before mining started they stated that once they had removed the gravel from the property it would be reverted into wetlands.To allow the area that they originally promised as an additional habitat for the birds to become an asphalt plant would essentially destroy any hope that the bald eagles will ever return to their original numbers. Safety is an additional consideration. The corner of Highway 119 and WCR 7 is extremely busy. It has become even more so in the past several years due to the growth of the Longmont area and the increased gravel truck traffic on WCR 7 attributed to several new pits accessed by this road. We have witnessed several severe accidents at the intersection as well as having been involved in some near misses ourselves. WCR 7 is a two-lane rural road that is already handling more traffic than it was designed for.The present speed limit is 45 mph for much of the road and we have yet to see a single 18 wheel or commercial vehicle abide by it! We have a swing set for our 6-year-old daughter that sits roughly 50 feet from the road.The noise from the present truck traffic has become intolerable not to mention our concerns for our daughter's safety. Finally,the economic value of our property as well as those of our neighbors would be negatively impacted. We have already seen the decline of appraised values for properties near the other Western Mobile operations such as the one on WCR 20 1/2. We do not wish to sacrifice equity that we have worked hard to build in order for Western Mobile to pocket more profits. Western Mobile already maintains several mining operations just a short distance from the proposed site. Why should we be forced to tolerate another site that will negatively impact the environment, create traffic hazards and safety concerns, and decrease our property values? Please give serious consideration to the well being of the residents of the area (man and animal) and do not grant a permit to Western Mobile.Thank you for your time. �-. Do to all the mining in this area,The traffic is very high in this area and, also the noise and speeds of all the trucks going by useing there jake brakes to slow down is very noisey this is happening as early as 5:00 in the morning). Our quality of life is in jeapordy, I am asking for your help maintain our quality of life. If a plant is allowed to go in I ask for your help in looking at all the possibilitys of ways to control the problems of speed, the traffic , and the noise of the jake brakes. Western Mobile (Lafarge) is currently operating a gravel pit within a 5-mile distance from the proposed facility on WCR 20% (The Cottonwood Pit). According to the applicant, Western Mobile proposes plans to locate at the site: • Sand and gravel stockpiles • Maintenance garage facility • Fuel storage tanks • Administrative offices • Truck/employee parking for 25 employees Due to the fact that the site is already mined, all sand and gravel would need to be trucked to the site, with cement trucked in from Cemex's Lyons plant. The applicant states the hours of operation to be 24 hours a day, 7 days a week. To grant the applicant such a request would be absolutely inexcusable considering those residents already living near the site. Those ridiculous hours are definitely NOT conducive to a residential quality of life, which happen to include 2 new subdivisions with houses in the $500-$1M range (off Hwy. 119 at WCR 3%, as well as Lafaver's Lighthouse Cove development on WCR 7), and those in the area for over 50 years! Traffic statistics shed light on accidents and fatalities becoming commonplace along Hwy. 119 between County Line Road and WCR 7. Additional truck traffic will only increase these fatalities, especially with the notion of operating at all hours of the day and night! This project will multiply what is already a heavily-trafficked area, cause worse air (asphalt fumes) and noise pollution, as well as loss of property values, and a decreased quality of life for those of us living in the area! The site is located within a flood plain. And, although the applicant states the 16.4 acre parcel being only 22% of the total Heaton property, and equaling 4% of the area originally permitted under USR 1199, I disagree that this plant should be "characterized" as "low intensity". In what terms? And for how long will it exist? Remember, one very important "use" that surrounds the proposed site that the applicant failed to mention is that to the South/Southwest and Northwest areas contain homesteads and residences in which people have resided for many years. I respectfully urge the Planning Commission to reject this application and send Western Mobile back to the drawing board on many of these issues.
