The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, May 29, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of May 22, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $87,382.66. Commissioner Geile moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS
AND AUTHORIZE CHAIR TO SIGN - NORTH RANGE BEHAVIORAL HEALTH: Ms. Griego stated this
and the following nine items were reviewed by the Board in a work session on May 20, 2002. She stated
each is for programs which will be funded through the Core Services Budget,with terms beginning June 1,
2002, through May 31, 2003. She stated the two Notification of Financial Assistance Awards with North
Range Behavioral Health, are being recommended for approval by the Families, Youth, and Children
Commission. She stated the two programs, rates, and number of families served are described in her
memorandum of recommendation, dated May 22, 2002. Commissioner Geile moved to approve said
awards and authorize the Chair to sign. Seconded by Commissioner Long, the motion carried
unanimously.

CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS
AND AUTHORIZE CHAIR TO SIGN -WELD COUNTY DEPARTMENT OF SOCIAL SERVICES: Based
on the previous discussion and the memorandum of recommendation,dated May 22,2002, describing the
two programs, rates, and number of families served, Commissioner Long moved to approve said awards
and authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS AND AUTHORIZE
CHAIR TO SIGN -WELD COUNTY YOUTH ALTERNATIVES, DBA PARTNERS: Based on the previous
discussion and the memorandum of recommendation,dated May 22,2002, describing the program, rates,
and number of families served, Commissioner Masden moved to approve said award and authorize the
Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFE SKILLS AND AUTHORIZE
CHAIR TO SIGN -WELD COUNTY DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Based
on the previous discussion and the memorandum of recommendation,dated May 22, 2002,describing the
program, rates, and number of families served, Commissioner Long moved to approve said award and
authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously.
CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS
AND AUTHORIZE CHAIR TO SIGN - YOUTH EMANCIPATION AND SERVICES, INC.: Based on the
previous discussion and the memorandum of recommendation, dated May 22, 2002, describing the two
programs, rates, and number of families served, Commissioner Masden moved to approve said awards
and authorize the Chair to sign. Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR SEX ABUSE TREATMENT
AND AUTHORIZE CHAIR TO SIGN - ADOLESCENT AND INDIVIDUAL THERAPY: Based on the
previous discussion and the memorandum of recommendation, dated May 22, 2002, describing the
program, rates, and number of families served, Commissioner Long moved to approve said award and
authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR LIFESKILLS AND AUTHORIZE
CHAIR TO SIGN - PRESIDIO, INC.: Based on the previous discussion and the memorandum of
recommendation, dated May 22, 2002, describing the program, rates, and number of families served,
Commissioner Geile moved to approve said award and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.
CONSIDER FOUR NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS FOR VARIOUS PROGRAMS
AND AUTHORIZE CHAIR TO SIGN - INNERCHOICE COUNSELING CENTER: Based on the previous
discussion and the memorandum of recommendation, dated May 22,2002, describing the four programs,
rates,and number of families served, Commissioner Masden moved to approve said awards and authorize
the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR VARIOUS PROGRAMS
AND AUTHORIZE CHAIR TO SIGN-STILLWATER SERVICES, LLC: Based on the previous discussion
and the memorandum of recommendation, dated May 22, 2002, describing the two programs, rates, and
number of families served, Commissioner Geile moved to approve said awards and authorize the Chair
to sign. Seconded by Commissioner Long, the motion carried unanimously.

PROGRAMS AND AUTHORIZE CHAIR TO SIGN - UNDERWOOD, LLC, DBA UNDERWOOD FAMILY
SERVICES: Based on the previous discussion and the memorandum of recommendation, dated May 22,
2002,describing the three programs, rates,and number of families served, Commissioner Masden moved
to approve said awards and authorize the Chair to sign. Seconded by Commissioner Long, the motion
carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
NORTH RANGE BEHAVIORAL HEALTH: Ms. Griego stated this agreement was reviewed by the Board
on May 20, 2002, in a Work Session. She explained under this agreement the Department of Social
Services will reimburse North Range Behavioral Health a total of$80,544 at an hourly rate of$83.20 for
psychological evaluation and caseworker consultation services. She stated North Range Behavioral Health
agrees to accomplish five to six assessments per month with emergency consultations being provided
within 24 hours. Ms. Griego stated also North Range Behavioral Health agrees with the transfer of
$17,000 to the Foster Parent Consultation Program. Commissioner Long moved to approve said
agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Geile,
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
