Re: Arterial Management Agreement
Dear Commissioners:
Thank you for the information that you provided us regarding a potential
Intergovernmental Agreement to expand Weld County Road 13 through the Town of
Firestone. The Town appreciates the tremendously positive relationship that we have
had working with Weld County on a variety of land use, growth and open space
issues. We hope to continue that cooperative working relationship with the County in
perpetuity.
Regarding this proposal for the expansion of Road 13, however, we must inform you
that after thorough discussion the Town Board cannot support the County's proposal.
While the Town Comprehensive Plan shows Road 13 as an arterial roadway, it does
not identify it as the type of facility that you are contemplating. The Town Board
believes that by creating such a major thoroughfare it would bisect the Town both
physically and socially. Additionally it would have significant negative impacts on the
Firestone Trail and local access. It could also negatively impact our local planned
commercial areas, which the Town is relying on for sales tax revenue to fund
necessary municipal services.
As you may recall, the Town recently, with the cooperation from Frederick, Dacono
and the County, removed approximately 300 acres from its Urban Growth Boundary
on the west side of 1-25. The Town did this in a conscious manner to keep the Town
from being divided as well as reducing the demands on the Police force to provide
service across such a major physical barrier.

We would be happy to work with the County in creating a major north-south
thoroughfare along the eastern edge of the Towns Urban Growth Boundary.
Again thank you for keeping us involved with your long range planning. Hopefully we
will be able to work together to find a positive alternative to your proposal. Please
