RE : DECISION OF USE BY SPECIAL REVIEW FOR A MEAT PROCESSING PLANT
WELD COUNTY PLANNING COMMISSION - JOHN WILLARD
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 7th day of July, 1982 , at the hour of 2 : 00 o'clock
p.m. in the Chambers of the Board for the purpose of hearing the
application of the Weld County Planning Commission - John Willard,
915 10th Street, Greeley, Colorado 80631, requesting a Use by
Special Review for a meat processing plant, on the following
described real estate, to-wit:
Part of the Northeast 1/4 Northeast 1/4 of Section 34 ,
Township 1 North, Range 66 West of the 6th P. M. ,
Weld County, Colorado
WHEREAS, Section 24 . 4 . 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS , on the date above mentioned a public hearing was
held regarding a Change of Zone on the above described parcel of
land, and
WHEREAS, the Board denied said Change of Zone , therefore,
making this request for a Use by Special Review moot.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the application for a
Use by Special Review for a meat processing plant on the above
described tract of land was deemed moot.
The above and foregoing resolution was , on motion duly made
and seconded, adopted by the following vote on the 7th day of
July, A. D. , 1982 .

The following business was transacted:
I hereby certify that pursuant to a notice dated May 24, 1982, duly
published June 24, 1982 in the LaSalle Leader, a public hearing was held on the
request of the Weld County Planning Commission - John Willard - for a Use by
Special Review. Just moments earlier the Board considered a request on this
property for a Change of Zone from I-3 ( Industrial) to A (Agriculture) . The
Change of Zone was denied, therefore, this application becomes moot. Commissioner
Steinmark made a motion that this request for a Use by Special Review is
moot because the Change of Zone was denied. Commissioner N. Carlson seconded
the motion and it carried unanimously.

for passage by the Weld County Planning Commission:
Be it Resolved by the Weld County Pl-anning Commission that the
application for site approval of Meat Processing Plant covering
the following described property in Weld County, Colorado, to-wit:
Part of the NE1 NE1, Section 34, T1N, R66W of the 6th P.M. , Weld County,
Colorado
be recommended ( itNatil(90 (unfavorably) to the Board of County
Commissioners for the following seasons:
The requested Use by Special Review is in _compliance with the Weld -County Zoning
Ordinance, Section 24.3.1 as follows:
- The proposal is consistent with the Weld County Comprehensive _Plan
which promotes agriculture and agribusiness uses throughout the County
and suggests that agri-businesses can occur in rural areas.
- The proposal is consistent with the Agricultural Zone District which
is intended to provide a location for agricultural and _related activities
as well as for Uses for Special Review.
- Agri-business uses will be compatible with existing and future uses
far this area which are presently agricultural in nature and will
continue to be such according to the Comprehensive Plan.

- No overlay districts affect the site.
The Use by Special Review site is presently developed and as such
affects land not in production.
- The neighborhood and County's health, safety and welfare is protected
by the -attached standards for development, as well as compliance with
the Comprehensive Plan.
The Weld County Planning Commission recommendation is conditional upon the
following:
1. The attached development standards being adopted for the request; and
2. The standards being made a part of the County Commissioner's Resolution
for approval.
DEVELOPMENT STANDARDS
USR-506:82:21
1. The uses permitted shall be a meat packing and slaughter plant operation.
2. Additional buildings necessary to facilitate the meat packing and slaughter
plant operation can be permitted on the site in conformance with the Agricultural
District Bulk Requirements and these Development Standards.
3. Access to the Use by Special Review area shall be as shown hereon. All
accesses shall have the approval of the Weld County Engineering Department.
All accesses shall be constructed in accordance with the recommendations
and/or requirements of the Weld County Engineering Department.
4. The Use by Special Review shall be limited to the plans shown hereon and
governed by the Development Standards stated above and all applicable Weld
County Regulations. Any material deviations from the plans and/or Develop-
ment Standards as shown or stated above shall require the approval of an
amendment to the Use by Special Review by the Planning Commission and the
Board of County Commissioners before such changes from the plans and/or
Development Standards shall be permitted. Any other changes from the plans
and/or Development Standards shall be filed in the office of the Department
of Planning Services.
5. The property owner and/or operator of this operation shall be responsible
for complying with all of the above stated Development Standards. Noncompliance
with any of the above stated Development Standards shall be reason for
revocation of the Use by Special Review Permit by the Board of County
Commissioners.
