Long, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke - EXCUSED Commissioner Robert D. Masden Also present: Acting Clerk to the Board, Esther Gesick County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden • The following business was transacted: I hereby certify that pursuant to a notice dated October 25, 2002, and duly published October 30, 2002, in the Tri-Town Farmer and Miner, a public hearing was conducted to consider a Community Development Block Grant application for the Weld Larimer Revolving Loan Fund for small business assistance to companies located in non-entitlement areas of Weld and Larimer Counties. Mr. Warden stated this allows for public input regarding any concerns, proposed modifications, and a follow-up review. Mr. Warden stated they have submitted an application, in the amount of $802,500, for the Weld County Revolving Loan Fund. He stated the funds will be used for small business assistance to companies in the non-entitlement areas of Weld and Larimer Counties. He further stated this program has been in place for a number of years, and as the loans are repaid, the funds are recycled without a lot of conditions that are common with standard loans. He stated there does have to be a benefit of 51 percent for low to moderate income persons, specifically those employed by the businesses receiving the loans. Mr.Warden stated no written comment has been received. In response to R. Chris Eikenberg, county resident, Mr. Warden stated these funds are used to provide gap funding primarily for start-up or small business expansions Weld and Larimer Counties. He stated these loans are granted as last resort funding, there are restrictions on how the repaid loan money is redistributed, and there is a committee,separate from the Board of Commissioners, consisting of various independent individuals which provides adequate checks and balances. Commissioner Masden moved to approve said application. Commissioner Geile seconded the motion,which carried unanimously. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic development (generally job creation/retention) and public facilities improvements. In regards to all CDBG programs, it is estimated that $11,067,000 (less 3% plus $100,000 for state administrative costs and technical assistance)will be available statewide for distribution to units of general local government in the state as non- entitlement areas. For economic development projects, it is estimated that $3,544,996 will be available statewide for distribution to units of general local government in the state as non- entitlement areas. The application being considered would request $802,500 for the Weld Larimer Revolving Loan Fund for small business assistance to companies located in non-entitlement areas of Weld and Larimer Counties. It is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A public hearing will be held at 9:00 a.m. on Wednesday, November 13, 2002, in the first floor hearing room, at 915 10th Street, Greeley, Colorado, to obtain citizen views and to respond to proposals and questions related to: • The proposed CDBG application for the above-referenced project. • Community development and housing needs, including the needs of low and moderate income persons, as well as other needs in the community that might be addressed through the CDBG program. • The performance of the County of Weld in carrying out its community development responsibilities. Written comments are also welcome and must be received by 9:00 a.m. on November 13, 2002, at 915 10th Street, Greeley, Colorado 80631. Oral and written comments will be considered in deciding whether to submit an application for the proposed project.
