WCR 13 is already identified as a "Class A Arterial" in our Comprehensive Plan, and as a "Major Arterial" in the IGA-governed Baseline Standards. Adjacent development is required to reserve a 120' right-of-way for future roadway construction. We are aware that WCR 13/Colorado Blvd. will be the location of an interchange at E-470 that will generate increased traffic in that corridor. However, we are concerned about some aspects of the County proposal. A design speed of 60-65 mph denotes a major highway that is not intended to provide service within a city, but to a region. A "highway" will not serve existing or future businesses, and may reduce access and visibility. Noise impacts will require increased setbacks. A "highway" will limit the proposed land uses for adjacent property, and access management by a regional committee indicates a level of outside control over Dacono's land use that is extremely uncomfortable for us. While we recognize the importance of regional planning of important transportation corridors such as WCR 13, we are unwilling to surrender control of this important road to other entities. We are just beginning the process of adopting a Transportation Master Plan, and one of the components will be an evaluation of the appropriateness of the existing roadway classifications, including WCR 13. We will be happy to discuss that plan with you, and the other communities in this region in the future. However, we are not presently willing to participate in the "Arterial Management Agreement" that Weld County has proposed. 2002-2028 We look forward to working with you on this and other regional issues in the future.
