BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
SEPTEMBER 23, 2002

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, September 23, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tern
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of September 18,2002,as printed. Commissioner Geile seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, stated there are no warrants to
present.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated these revisions will
provide an increase to the co-payment reimbursement for $60.00 per person for foster parents for
physicals and Tuberculosis testing, with a maximum reimbursement level of $7,000.00. Commissioner
Masden moved to approve said revisions. Commissioner Geile seconded the motion, which carried
unanimously.
CONSIDER AGREEMENT TO PURCHASE FOSTER FAMILY HOME SERVICES AND AUTHORIZE
CHAIR TO SIGN -DUNGARVIN COLORADO, INC.: Ms. Griego stated the term of this agreement is from
July 1, 2002, through June 30, 2003. She stated the Department of Social Services will reimburse
Dungarvin Colorado, Inc., at a rate of $545.00 per month for room and board. She stated the rate
excludes the Children's Habilitation Residential Program (CHRP). Commissioner Long moved to approve
said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried
unanimously.

CONSIDER SIX AGREEMENTS TO PURCHASE RESIDENTIAL TREATMENT CENTER SERVICES
WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the Department
of Social Services will reimburse the various vendors for room and board,with the rates excluding Medicaid
treatment costs. Commissioner Masden moved to approve said agreements and authorize the Chair to
sign. The motion, which was seconded by Commissioner Long, carried unanimously.
CONSIDER FOUR AGREEMENTS TO PURCHASE RESIDENTIAL CHILD CARE FACILITIES (RCCF)
SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the
term of these agreements is from July 1, 2002, through June 30, 2003. She stated the Department of
Social Services will reimburse the various vendors for room, board,and treatment. Commissioner Masden
moved to approve said agreements and authorize the Chair to sign. Seconded by Commissioner Geile,
the motion carried unanimously.
CONSIDER TWO AGREEMENTS TO PURCHASE CHILD PLACEMENT AGENCY SERVICES WITH
VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the term of these
agreements is from July 1, 2002, through June 30, 2002. She stated the Department of Social Services
will reimburse the vendors according to the State approved Needs Based Care Assessment levels and rate
table. She stated the rates include charges for room, board, and treatment. Commissioner Long moved
to approve said agreements and authorize the Chair to sign. The motion was seconded by Commissioner
Masden, and it carried unanimously.
CONSIDER 2002 CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO
SIGN-NORTH COLORADO OCCUPATIONAL MEDICINE: Ms. Griego stated the term of this agreement
is from January 1, 2002, through December 31, 2003. She explained North Colorado Occupational
Medicine will provide foster parents with physicals and Tuberculosis testing at a cost of$55.00 per person.
For these services,the Department of Social Services agrees to reimburse the vendor a total not to exceed
$7,000 for a co-payment reimbursement. She further stated the Department of Social Services will refer
foster parents who are certified as Weld County foster care homes. Commissioner Long moved to
approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner
Masden, and it carried unanimously.
CONSIDER 2003 CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO
SIGN - NORTH COLORADO OCCUPATIONAL MEDICINE: Ms. Griego stated the conditions of this
agreement are similar to the previous item of business; however, the term will be from January 1, 2003,
through December 31, 2003, and the cost per person will be increased to$60.00. Commissioner Masden
moved to approve said agreement. Commissioner Long seconded the motion,which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
