Prior to recording the Site Plan Review plat, the applicant shall address the following to the Department of Planning Services' satisfaction: A. The plat shall be amended to delineate the following: 1) This site will be required to meet all requirements of the American Disability Act (ADA). ADA parking spaces are twenty (20) feet by eight (8) feet with five (5) foot aisles. A minimum of one space must be van accessible with an eight(8)foot aisle.An accessible path shall be required from the building to the public right-of-way. Further, a portion of the structure will also be required to meet accessibility requirements. The applicant indicated that the entrance to the facility will be off Camelot Circle and will be paved to County Standards. The driveway in and around the units will be paved to County Standards as well. (Department of Planning Services, Public Works) SPR-352 W irke/Indoor Storage - 2 5) The applicant shall delineate the location of all curb stops in the office parking areas per Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) 6) Loading,service or storage areas must be screened with an opaque screen that is an integral part of the building architecture. Chain link fencing with slats or pallets are not an acceptable screening material. Plant material shall be used to soften the appearance of the screen. (Department of Planning Services) 7) The applicant shall adhere to the lighting requirements for off-street parking/ loading areas per Chapter 23, Article IV, Division 1 of the Weld County Code. A detailed Lighting Plan shall be delineated on the Plat (Department of Planning Services) 8) The proposed site lies within the Rademacher Master Drainage Plan Area. Each Site Plan Review shall retain and release at the historical rate any runoff from the site to the master drainage system. The applicant will place on the plat flow arrows indicating how the site will drain to the detention area and then disperse at the historical rate to the master drainage system. The applicant shall delineate the location of the detention area and associated easement. (Departments of Planning Services and Public Works) 9) In accordance with Chapter 23, Article III, Division 4 of the Weld County Code, the applicant shall screen all trash receptacles from adjacent rights- of-way and adjacent properties. Further, the areas shall be designed in such a manner that will prevent scattering of trash. The application currently does not comply with this requirement. The applicant shall relocate the trash receptacle and enclosure to the interior of the site or reconfigure the entrance to conceal the trash receptacle and enclosure. (Department of Planning Services) 10) The applicant shall place "screening and plant material" to mitigate the impacts of the facility. The plant material screen shall be placed between the road right-of-way and the buffer strip shall be a minimum of ten (10)feet in width and run the length of the property line that fronts all roads. Further, the applicant shall adhere to all landscape requirements of Chapter 23, Article III, Division 4 of the Weld County Code. The perimeter fence located along the northern and western boundary of the property shall be relocated to the interior of the ten (10) foot proposed landscape buffer area. (Department of Planning Services) 11) Section 26-2-70.6.6 states "fescue, brome/fescue or other turf types shall be used in lieu of bluegrass where heavy foot traffic is not anticipated. Seeding versus sodding of all turf types is preferred when the growing season allows for adequate germination and establishment of the turf to sufficiently control erosion." (Department of Planning Services) 14) The applicant shall provide documentation delineating wheel tracking data, points of conflict and turning radii for towed vehicles of various lengths in the storage areas as well as to and from the public rights-of-way. Internal circulation shall be aligned with ingress and egress points on Camelot Circle. (Department of Planning Services) 15) All access roads shall be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds), and shall have a surface that provides all weather driving capabilities and be free from obstructions that include locked gates. If locked gates are proposed, the gates shall be provided with a Knox brand key switch or Knox brand padlock and access requirements coordinated with the Mountain View Fire Protection District. The applicant shall submit a detailed Landscape/Screening Plan that conforms with the requirements of Chapter 23, Article II, Division 3 of the Weld County Code. The Landscape Plan shall be recorded on the Site Plan or may be recorded as a separate Landscape/Screening Plan. The Landscape/Screening Plan shall address the following information: 1) An installation schedule which specifies when the landscaping and screening will be installed on site. (Department of Planning Services) 2) A Plant Material List specifying the Botanical and Common names of all plant material to be installed; the size of the plant material at installation and whether the plant material is to be containerized or B&B. (Department of Planning Services) 3) A landscape maintenance schedule which specifically states who will perform maintenance and that maintenance is on-going and shall not end upon final acceptance by the Department of Planning Services. (Department of Planning Services) 4) The specific composition, propagation and growth rate data for the proposed "Native Grasses" shall be provided to the Weld County Department of Planning Services for approval. Based upon the proposed use and/or impacts of the leased portion, the Department of Planning Services may require a new Site Plan Review application. A 7-.4 /LC 444/77- _ 10 NARRATIVE FOR SITE PLAN REVIEW Beacon Indoor RV, Boat and Mini Storage will be built primarily for individuals to park RV units/boats and store their personal belongings. The self-storage facility will consist of 7 buildings of various sizes in which to accommodate the objective. This project will be phased most likely in 3 separate intervals over approximately 3 years, depending on the economy and market conditions. I would like to entertain the idea of vested rights and/or get the approval to do the indoor storage facility with a minimum number of units with the flexibility in sizes over each phase and build in period. The water, gas and electricity for the project would only be for the caretakers unit and office, which should be constructed during Phase I. The building themselves are comprised of a steel interior structure with zinc coated beams, R panel roofs, headers, door jams and transoms. The exterior steel panels come in a variety of colors and typically have a 20- year paint warranty. The doors come with zinc-coated guides, zinc coated brackets with bearings and zinc coated locks. All exterior walls and panels come with a non-reflective steel material. These buildings will be anchored to poured concrete slabs most likely with commercial fiber mesh for added strength and stability. The typical building dimensions are from the small size, 10x10x81/2 to 15x50x16. These building structures shall meet all required offset and setbacks required for the use proposed in the Weld County code. The enclosed exhibits will give a better "feel" for the type of product that will be built. The entrance to the facility will be off Camelot Circle and be paved to the county specs. The entrance will also have a coded electronic gate. The driveways in and around the units will be asphalted as well, to county specifications. The office area will be adjacent to the caretakers unit and easily accessible from the entrance parking spots. The size of the office will be 10x30 constructed out of the same material as the storage facility with added windows and doors. The office will house a computer, printer, copier, desk, chairs, typical office supplies and a burglar alarm for added security. (ref.23-3-210). There will be a caretakers unit on the premise for the added security and to house the on-site manager. The approximate size will be 30'x40'. The caretakers unit will be brought to the site either in Phase I or Phase H of the development. The enclosed data shall give an idea of the type of unit to be on the premise. Page 2 Beacon storage units will have 1 full time and 1 part time employee as needed. The employee will live on-site in the caretakers unit. The number of parking spaces next to the office will be 3. Consisting of 1 handicap space, 9x19 with a curb stop and an unloading area of 5x19. The two other spaces will be of standard size. A privacy fence shall screen the parking. Prospective renters coming to sign contracts typically use these parking spaces. The remainder of the parking shall be in the secured area throughout the project and screened by the buildings, as well as the perimeter fencing. The actual stalls themselves will be parking for the RV and boat units and will be panel. Parking will be additional for clients to park as close to their units to load or unload belongings and then exit. These additional parking spaces will be inside the screened and secured area and will number at least 80. The parking spaces will provide more than the adequate number required by code in the Article IV, Div I for the types of use (10% for smaller sizes, the rest being regular size and at least (3) 10O5 spaces for loading and unloading). Each parking space will be well lit by the security lights throughout the project. The spaces will be screened and secured on paved surfaces not encumbering the neighbor's lots. The trash bin will be located just outside the security gate adjacent to the entrance drive. The trash will be collected and disposed of most likely through Waste Management or BFI in one of their metal dumpsters with a lid. Pick up of the trash will occur 1-2 times a week depending on the needs. The dumpster will be made of heavy metal material with a metal lid which will prevent wind or animal damage to it and will be screened by a privacy fence. A privacy fence will surround the entire project with an electronic access security gate at the main entrance. An emergency access will be located at the north end of the project for emergency, fire department use only. A business sign will be located just to the northwest of the entrance. The sign will be 8'x8' structure constructed out of MDO plywood core with a medium density overlay. The sign will be attached to (2) 4'x4' treated posts by trim pieces and galvanized screws and will face Camelot Circle. See the enclosed data for a more descriptive view and information of the sign. The maximum lot coverage requirement by code for the zone district (15% of 203,555 sq.ft.) of 30,533 sq.ft. will be maintained by the landscaping of three general areas. The area of the lot that faces Camelot Circle will have a 25' landscaped area all along the drive. The materials will Page 3 consist of grass, various types of trees and shrub species. The interior portion of the project that will be landscaped is the northern most portion of the lot consisting of a 50' stretch along the northern lot line and will also consist of grass and various tree and shrub species. There also will be a 10' stretch of landscaped area along the western property line running north and south. The total coverage is approximately 40,000 sq.ft. Eventually, there will be a privacy fence that will surround the entire project. The fence height will conform to the code consisting of 7' when located on the property line and 6' when not on the property line. The materials used will most likely be the type of product that is consistent with other lots that are developed and have privacy fences already in place in the Rademacher Business Park. (See enclosed exhibit) Access to the property is from an improved road already in existence running through the Rademacher Business Park. Camelot Circle is approved and already completed drive running throughout the subdivision. Access from the project site will be onto Camelot Circle, which will connect to two different entrances. One entrance will be on the west side from 2 points off from I-25 frontage road(improved and paved) and will provide a safe connection to Camelot Circle. Knights Way which is also an approved and completed road in the subdivision connects to Camelot Circle and is also an access point into the subdivision on the east side to County Road 91/2 (paved and improved). The C.R.S. 25-12-101 requirements for noise(1.c.7) will be maintained by the hours of operations. Monday— Friday, 9:00 a.m. - 5:30 p.m. / Saturday, 9:00 a.m. -4 p.m. with Sundays being closed or by appointments only. The air and water quality standards established by the air pollutions and water quality control commissions, 1.c.s/1.c.3 and 1.c.14 will be maintained and adhered to by restricting the types of personal goods that will be stored in the storage units through the enforceable contract that each individual must sign. No personal belongings will be stored outside on the premise. All items will be in a locked unit with a step up lip for a more complete sealed door closure. The radiation control, 1.c.13 and 1.c.14 will be handled through our enforceable contract. The buildings are made of 26-gage/galvalume R panel construction, which are coil coated siliconized polyester finish. They are well constructed and hold the temperature at a normal rate. There will be no emissions or Page 4 operations in the individual units that could or would produce any temperature variations. This will be a cold storage type of facility. The materials of the buildings are a non-reflective type of material and will pose no problems as far as reflection. The entire complex will be surrounded by a privacy fence, which will keep the adjacent properties from seeing much of the operation. There will be security lights that will be placed on the buildings made to position the light downward, around the doors and surface area preventing it from shining out and upward. The bulbs and fixtures are made to have more of a duller type of light versus those that are of stronger intensity. The lighting, combined with the privacy fence will not affect adjacent properties or roads. The business sign will have a light that reflects onto the sign only and will not produce a glare. The proper maintenance will be controlled by the employee's and/or the owner (1.b.2 and 1.c13+1.c.14) and will consist of watering the trees, shrubs and grasses as needed. Weed control, pruning of trees, mowing and maintaining of the lawn will also be a part of the maintenance plan. The amount of traffic generated by this type of business is very little. Only a small percentage will visit their units once a month to check on their belongings and/or to pay their bill. The majority of people pay bills through the mail and will only come out when it is time to use their unit or move again. SIGN NARRATIVE The business sign will be an 8'x8' structure constructed out of MDO plywood core with a medium density overlay. Robert, I have also talked to two (2) boat dealers, one from Loveland and the other from Ft. Collins. The consensus of boat dealers were that 70% of the boats they sell are 22' long and below. The total length with trailer and extended cab pickup attached would be approximately 44'. With the new alley sizes, this should accommodate for straight in parking. The other 30% of customers buy bigger boats at approximately 26'- 27'. I have talked with the mechanics and sales people and they recommend either getting a "tow goat" or a small tractor to assist my clients in putting their boat into the unit. I feel that this would be a nice amenity and will cut down on potential traffic congestion in the aisles. The first area analyzed was area"C" on the northeast corner of the project. We addressed different layouts of the parking area, trash area, and office area and found two (2)problems that made that spot not feasible. 1) The detention area release point is in that corner and the professional engineer that designed the detention area and out flow will not allow us to locate any pavement, buildings, etc. north of the emergency access road. 2) The leach field is gravity 3'x80' trench type which have to be offset 25' from drainage and utility easements, and cannot be over the N.C.W.C.D. 50' easement creating an impossible layout in the northeast corner. The second area analyzed was on the southwest side, area"A". The planning department for Trachte Building Systems, Sun Prairie, WI. Had some concern of not lining up with other drives, creating more entrances that are offset onto Camelot Circle. They also had some concerns with the traffic coming around the turn heading west and possibly increasing speed due to the straight away, only having 110' of reaction time. The biggest factor however, came when trying to relocate the (2) leach fields. We tried putting them west of the buildings in the 10' setback which would fit(2) 3'x80" fields. But when Mr. Rod Han, from Landmark Engineering looked at it he informed us by code that it does not meet the 10' setback along property lines in Weld County and that he did not want to put it in a drainage swale either. The next area reviewed was area"B". To align it with the business entrance across the street to the east (lot 9b1k1) would make the entrance cross the leach fields, which will not be allowed by the engineer and would have to remove almost the entire building "D". There also was some concern on being on the inside of the turn and located right at the end of the curve going north, a little lower in elevation, than the current entrance. In conclusion: The parties involved felt that there were pro's and con's for all locations but given the fact that the one portion of the fence is being removed by the office, and additional 15' from the curb on the road before my property line starts and being on the high side of the lot would provide for adequate visibility for the traffic. They also noted that most traffic would slow down for curves versus coming out of curves and speeding up for the straight aways. Being aligned with exit across the street should help by not adding too many staggered exits along the road or at ends of curves. Sign posting should help both operations, Home Lumber and Beacon Storage. The leach field locations, setbacks, gravity flows as well as the detention pond played an important role in the decision to keep the entrance located as it is on the site plan. As Ms. Penfold had indicated, all hydrants are sufficient to serve this facility, as will be the main entrance and emergency access road. The emergency access road, which will have little or no use, that is used for a fire access only, will be a road base material which was fine with Ms. Penfold. I will be placing 10 pound fire extinguishers in weather proof cabinets, approximately every 100' along one side of one building which will serve both sides of the alleys as instructed by Ms. Penfold and was also indicated on the SPR map. I will not have any fueling operations conducted on this site. I expressed to him my concerns and reluctance of annexation into the town of Mead, as they proposed on their comment letter. Mr. McDonough understood my concerns and I expressed the fact that at the present time there are no benefits from the economic or services side to do so. He explained to me that some things may change in the future ie: sewer, fire, etc. I told Mr. McDonough that if over time things do change and there is truly a benefit for my business to annex into Mead, that I might take a look at all the options once again. The preliminary site plan indicates that the access dimensions are 40 feet and 20 feet. The diameter of the drain culvert shall be a minimum of 15 inches in diameter and shall have 12 inches of cover. The final diameter and cover will be governed by the final design and drainage requirements. The grade of the accesses and flare radius shall also be determined in the final design and will meet the minimum standards. The depth of surfacing shall be designed based on the existing soil conditions as determined in the geotechnical investigation. A"Site Plan Review Plat"should not be necessary since this lot is in an existing platted business park. The plat was prepared by Landmark Engineering in 1996 in accordance with the Weld County Standards. The final site plan shall include the necessary setback dimensions from the already established lot lines. Camelot Circle is one of the internal roads the business park. Beacon Indoor RV, Boat, and Storage shall access on to Camelot Circle at one main access point 40 feet in width. The applicant identified the second emergency access a minimum of 20 feet in width. REQUIREMENTS: Off-Street Parking: The off-street paring spaces including the access drive shall be surfaced with asphalt, concrete, or equivalent and shall be graded to prevent drainage problems. A building permit shall be obtained prior to any construction. 2. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 1997 Uniform Building Code, 1998 International Mechanical Code, 1997 International Plumbing Code, 1999 National Electrical Code and Chapter 29 of the Weld County Code. 4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. The RV and Boat storage units will probably be classified as type S-3 occupancies. The Mini Storage units will probably be classified as type S-1 occupancies. The caretakers unit, including the office, will probably be classified as a type R-3 occupancy. 6. In areas where motor vehicles or boats are stored, floor surfaces shall be of noncombustible, nonabsorbent materials or may be surfaced or waterproofed with asphaltic paving materials. Floors shall drain to an approved oil separator or trap discharging to sewers in accordance with the Plumbing Code. 7. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and opening protection and limitations shall be in accordance with UBC Table 5-A. (Walls of type S- 3, S-1 and R-3 occupancies shall be protected with one-hour fire resistive construction when walls are less than 20 feet from property lines.) Separation of buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and Chapter 3. The District provides water service within its service area as defined by the District. The provision of water service by extension of existing water lines of the District to the above property and the installation of taps for lots is done under the terms of the Rules and Regulations of the District established by the Board of the District from time to time.You may obtain a copy of the Rules and Regulations from the District. This letter outlines the provisions of the Rules and Regulations, however this letter does not change any provisions of the Rules and Regulations. If a fire hydrant is required for the subdivision there is a$2,000 fire hydrant fee that needs to be paid prior to installation of the fire hydrant.
