Home My WebLink About820740.tiff RESOLUTION RE: JOHNSTOWN MASTER PLAN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has adopted a comprehensive plan covering all of the unincorporated area of Weld County, Colorado, and WHEREAS, The Town of Johnstown, Colorado, has adopted a comprehensive plan to guide the harmonious development of the Town and its environs, and has submitted such plan to the Board for approval, and WHEREAS, the Board has studied said comprehensive plan of the Town of Johnstown and has determined that same appears to be in harmony with and complimentary to the existing Weld County comprehensive plan. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the Town of Johnstown comprehensive plan, as recorded on January 5 , 1982 , Book 958 Reception No. 1879039 , be, and it hereby is approved in accordance with Section 31-23-206, Colorado Revised Statutes 1973 . The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 27th day of January, A. D. , 1982 . The Master Plan's policies and planning area were developed by former members of the Weld County Planning staff in conjunction with the town of Johnstown. 2. It is the policy of the Planning staff to send out referrals when any applications made with the Department of Planning Services would affect an area within a three (3) mile distance from a municipalities corporate limit. The Johnstown Master Plan does not exceed this limit. 3. The Master Plan is only a directional guide to assist the Johnstown officials in making land use decisions. This plan does not increase any power or duties of the town of Johnstown nor does it decrease any power or duties of the County of Weld. rg n1EmORnnDum WIDc. ToWeld County Planning Commission Date January 11, 1982 COLORADO From Greg Oxenfeld, Planner I subject: Approval of the Johnstown Master Plan Weld County Planning Commission Members : The Town of Johnstown Master Plan is a requirement by Colorado State Statutes 31-23-206 for municipalities. The statute states .. ."It is the duty of the Commission to make and adopt a master plan for the physical development of the municipality, including any areas outside its boundaries, subject to the approval of the governmental body having jurisdiction thereof, which in the Commission's judgement bear relation to the planning of such municipality." An ordinance to adopt the Master Plan for the Town of Johnstown was approved by the Johnstown Board of Adjustments November 2, 1981. The Town is now requesting that the Weld County Board of County Commissioners adopt it's master plan by recognizing it as an official document of the Town of Johnstown. To initiate recognition of the master plan, the document is enclosed for the Planning Commission's review and recommendation to the Board of County Commissioners. The Planning Staff has reviewed this document and recommends approval for the adoption of the Johnstown Master Plan for the following reasons : 1. THIS MASTER LAND USE PLAN HAS BEEN APPROVED BY THE BOARD OF ADJUSTMENTS OF THE TOWN OF JOHNSTOWN, COLORADO, AND IS BEING SUBMITTED TO THE BOARD OF TRUSTEES OF THE TOWN OF JOHNSTOWN, COLORADO FOR ADOPTION OF THE MASTER LAND USE PLAN FOR THE TOWN OF JOHNSTOWN , COLORADO. WHEREAS , the Board of Adjustments of the Town of Johnstown , Colorado have approved the proposed Master Land Use Plan and is submitting the Master Land Use Plan to the Board of Trustees for their adoption of a Master Land Use Plan for the Town of Johnstown, Colorado.
