BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
APRIL 24, 2002

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, April 24, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of April 22, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $14,166.41. Commissioner Geile moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER FISCAL YEAR 2002-2003 COLORADO WORKS ALLOCATION AND MAINTENANCE OF
EFFORT(MOE)BID AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services,stated
the actual County maintenance of effort amount is$605,422, and said bid will provide funding to maintain
the Colorado Works Program and transfers to child care and child welfare programs. Commissioner Geile
moved to approve said bid and authorize the Chair to sign. The motion, which was seconded by
Commissioner Long, carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 7.000, PERSONNEL POLICIES AND
PROCEDURES: Ms. Griego stated the purpose of the revision is to include policy and procedures
regarding employee sick leave occurrences. Commissioner Masden moved to approve said revisions and
authorize the Chair to sign. Seconded by Commissioner Geile, the motion carried unanimously.

CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 11.000, COMPUTER AND EQUIPMENT
POLICIES AND PROCEDURES: Ms. Griego stated the section being added outlines employee
responsibilities in use of Palm Pilots and Cell Phones, safety policies, Internet access policies, procedures
regarding the loss of equipment, limitations regarding personal use, and policies regarding confidential
information. Commissioner Geile moved to approve said revision and authorize the Chair to sign.
Seconded by Commissioner Long, the motion carried unanimously.
CONSIDER EXPEDITED PERMANENCY PLANNING BUDGET FOR PY2002-2003 AND AUTHORIZE
CHAIR TO SIGN: Ms. Griego stated the term of the budget is June 1, 2002, through May 31, 2003, for
partial funding of a Case Aide IV and Caseworker III, and direct services of family group decision making
services, home studies, adoptive studies, mediation services, and special economic assistance.
Commissioner Long moved to approve said budget and authorize the Chair to sign. Seconded by
Commissioner Jerke, the motion carried unanimously.
CONSIDER CORE SERVICES AND CHAFEE FOSTER CARE INDEPENDENCE PROGRAM PLAN FOR
FY2002-2003 AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the Family Youth and Children
Commission has reviewed the plan and recommend approval. The term of the plan is June 1, 2002,
through May 31, 2003, although it is subject to the Governor's approval of the Long Bill. Commissioner
Masden moved to approve said plan and authorize the Chair to sign. Seconded by Commissioner Long,
the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
