1. This subdivision is required to meet our minimum Fire Flow of 500gpm @ 20psi.
The fire flow requirements shall be met in the future as North Weld Water
updates their current facilities.
2. Current District streets standards provide that streets 34' and greater can allow
parking on both sides of the street; streets 28' in width will allow parking on one
side of the street only and "NO PARKING FIRE LANE" signs shall be posted on
one side. All streets less than 28' shall be prohibiting parking on either side and
"NO PARKING FIRE LANE" signs shall be posted on both sides of the street.
3. Cul-de-sacs shall have a minimum 50' turning radius. A B-40 turning template
shall be used to determine adequate turning radius. Required vertical clearance
shall be 13'6". There shall be no grade greater than 6% on open streets and no
grade greater than 4% in intersections. Maximum depth of cul-de-sacs is 600'.
4. Hydrant installation details are required to be submitted to the Fire District prior
to project start up.
5. Hydrant location shall be located no more than 1000' from structures and 1000'
spacing.
6. The entire water system for the fire hydrants shall be installed and designed so as
to accommodate future increases in water flows. Minimum line size shall be 6"
and water service line shall be looped since the fire district does not allow dead
end lines over 600'. This system shall conform to all applicable nationally
recognized standards and sound engineering principles.
7. Fire safety during construction shall comply with section 8704 of the "97' UFC.
8. When construction of new homes starts Addresses, Street Names, and Signs shall
be posted.

9. The Windsor-Severance Fire Protection District requires all buildings be provided
with proper and adequate vehicle access constructed of permanent all-weather
surface, which is capable of supporting the weight of emergency apparatus.
10. The Developer shall provide an original copy of the H.O.A. showing the
maintenance schedule for the accesses.
Each individual residence shall be protected by an approved sprinkler system per
NFPA 13R or NFPA 13D standards; also the level of protection shall apply in attached
garages, all attic space and living areas. This requirement is in effect due to the lack of
water flows and the length of the cul-de-sac. The Fire District shall review and approve
all sprinkler plans prior to the installation of systems.
When structures are sprinklered the Windsor-Severance Fire Protection District will
allow up to a 50% decrease in fire flow which is 500gpm, at this time it is our
understanding that the North Weld Water District is capable of providing 1000 gpm @
60 psi with greater than 20 psi residual pressure. With all of the above mentioned items
being adhered to the Windsor-Severance Fire Protection District has no concerns with the
developer proceeding forward with this project. This is a preliminary review only.

We have reviewed the above referenced proposal to subdivide a 137.5-acre
parcel into 5 single-family residential lots. The proposed water source is the North Weld
County Water District (District) and a letter of commitment was included. The Water
Supply Information Summary lists an estimated annual water demand of 5 acre-feet.
The District will supply treated water to the development, charging fees for the
water supply on a per tap basis payable prior to activation of the tap. Based on current
records on file in this office, the District currently has an adequate uncommitted water
supply to provide the water associated with this project.
Pursuant to Section 30-28-136(1)(h)(II), C.R.S., the State Engineer offers the
opinion that the District has submitted sufficient evidence documenting that the proposed
water supply can be provided without causing material injury to existing water rights and
the supply is expect to be adequate.

1. Building permits shall be obtained prior to any construction.
2. A plan review will be required for each building. Two complete sets of plans are required
when applying for the permit.
3. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999
NEC and Chapter 29 of the Weld County Code.
4. Each building will require an engineered foundation based on a site-specific geotechnical
report or an open hole inspection performed by a Colorado registered engineer. Engineered
foundations shall be designed by a Colorado registered engineer.

Please accept the following comments regarding case number RE-2759, which may also be
known as Coyote Run. After meeting with the developer, the Windsor School District makes the
following changes to its original referral submission dated May 30, 2000.
It appears that the developer will be adding an additional 4 lots on top of the original plan that
included a single additional residence. Given that fact, the District will require a cash-in-lieu of
/' land dedication fee for 5 lots in the amount of$607 for the lot originally requested and an
amount of$1,214.57 for the additional four lots for a total amount of$5,465.28. The District
further agrees that the developer may defer payment until such time as a building permit is
requested. At such time the developer shall pay the unit cost for each permit requested.
It does not appear that there will be additional requirements for off-road busing at this time,
given current traffic conditions.

The Weld County Health Department has reviewed this proposal. The sketch plan application
indicated a minimum proposed lot size of 7 acres. The minimum lot size in the change of zone
application materials is 5.3 acres (lot 2). The overall density is now 27.4 acres, and meets the
current Department policy.
The application has satisfied Chapter 27 of the Weld County Code in regard to water and sewer
service, Water will be provided by North Weld County Water District and sewer will be provided
by individual sewage disposal systems. An agreement from North Weld County Water District
was provided in the application materials.
As stated in the sketch plan comments, a preliminary geotechnical investigation conducted by
Earth Engineering Consultants, Inc., included very minimal data (one percolation test for the
total 137.6 acres). The percolation test supports the use of conventional septic systems on the
lots. There are several irrigation ditches on the site. However, with the large lots there should
be no problem in locating septic systems to meet the 100 foot setback to ditches. Because Lot
2 is now 5.3 acres, and excluding the Oil and Gas well easement from construction of a septic
system, care must be taken in locating the septic system on the lot.
The initial impact plan submitted in the application materials appears to address all the
environmental impacts of Section 27-6-40.
The Department recommends approval with the following conditions:
1. Water service shall be obtained from the North Weld County Water District.
2. A Weld County Septic Permit is required for each proposed septic system and shall
be installed according to the Weld County Individual Sewage Disposal System
Regulations. Each septic system shall be designed for site-specific conditions,
including but not limited to maximum seasonal high groundwater, poor soils, and
shallow bedrock.
3. Stormwater from and/or through the equestrian center must be contained on the
equestrian center lot. Management of manure and stormwater must comply with
Best Management Practices (BMP=s) in the Confined Animal Feeding Operations
Control Regulations.

4. The applicant shall obtain a storm water discharge permit from the Water Quality
Control Division of the Colorado Department of Public Health and the Environment, if
required. Silt fences shall be maintained on the down gradient portion of the site
during all parts of the construction phase of the project.
5. During development of the site, all land disturbance shall be conducted so that
nuisance conditions are not created. If dust emissions create nuisance conditions, at
the request of the Weld County Health Department, a fugitive dust control plan must
be submitted.
6. In accordance with the Regulations of the Colorado Air Quality Control Commission
any development that disturbs more than 5 acres of land must incorporate all
available and practical methods which are technologically feasible and economically
reasonable in order to minimize dust emissions.
7. If land development creates more than a 25 acre contiguous disturbance, or exceeds
6 months induration, the responsible party shall prepare a fugitive dust control plan,
submit an air pollution emissions notice, and apply for a permit from the Colorado
Department of Public Health and Environment.
8. "Weld County's Right to Farm" as provided in Appendix 22-E of the Weld County
Code shall be placed on any recorded plat.

Dear Ms. Ogle:
This is in response to your submission concerning the referenced project on behalf of the
Larimer & Weld Irrigation Company, which owns and operates the Larimer & Weld Canal,
generally known as the Eaton Ditch.

Reference is made to prior correspondence to you dated April 19, 2001 and August 16,
2001 regarding Coyote Run PUD. This correspondence addressed our concern that the plat of the
property should show a 25-foot wide easement running along each side of the ditch to be used
for the operation and maintenance of the ditch. By my letter to you of August 16, I indicated to
you that the applicant had agreed to provide the maintenance and access easements as requested.
From my inspection of the drawings submitted dated 11/12/01, this has not been accomplished.
There is indicated on Tract"A" a"30-foot Eaton Canal Easement"with a sub showing 15 feet on
either side of the centerline of the canal. This is simply not adequate as it would almost require
that we run heavy equipment in the canal itself.
We respectfully request that the applicant designate a 25-foot easement running parallel
to the ditch or perpendicular from its bank from the edge of the bank out along each side of the
ditch. This is simply the minimum that is necessary to operate and maintain the ditch. Sometimes
this necessity is hard for an applicant/developer to comprehend because the easement
(particularly on the high side of the ditch) may not be used for many years. However, there are
plenty of occasions requiring that heavy equipment such as backhoes, draglines, dumptrucks and
e..• sometimes ready-mix trucks use the easement.

COMMENTS:
External Roadways: WCR 21 and 76.5 are designated as local roadways in the Weld County Comprehensive Transportation Plan.
Local roadways require a minimum 60 foot right-of-way. The developer shall dedicate the north and west thirty feet of right-of-way.
Right-of-ways should be dedicated free of encumbrances. Intersection sight distance triangles will be shown on the plat. All
landscaping in the intersection sight distance triangles must be less than 3.5 feet high at maturity.
Internal Roadways: PUD Subdivisions require paved roadways. A cul-de-sac will be required at the end of the internal roadway.
The cul-de-sac shall have a 65-foot right-of-way radius and a 50-foot edge-of-pavement radius. Stop signs and street name signs
will be required at the intersection with WCR 21. The right-of-way for the internal roadway shall be dedicated to the County.
All lots in new subdivisions must access off the internal roadway. Subdivisions of this size should have one access. Due to previous
land divisions this may be very difficult.
Storm Water: A drainage report was submitted. It is acceptable. However,it does not bear the stamp of a professional engineer.
The State of Colorado requires all engineering reports to bear the stamp of a registered professional engineer.
Traffic: This project will add approximately 50 additional vehicle trips per day(vpd)to the nearby roadway system. Several roadways
in this area are near or over the allowable 200 vpd allowed by the Environmental Protection Agency. The developer will need to
provide a traffic study that addresses how they will mitigate their traffic impact.
RECOMMENDATION: Approval
DEVELOPMENT CONDITIONS(If Approved):
O The required right-of-way for the internal and external roadways shall be dedicated to Weld County.
❑ The lots shall be reconfigured to allow the lots to access from the internal road.
O A stop sign and street name sign shall be placed at the intersection with WCR 21.
❑ The internal roadway shall be paved per the County Code. The cul-de-sac shall be built as described above.
❑ Landscaping within the intersection sight distance triangle shall be less than 3.5 feet at maturity.
❑ The drainage report shall be resubmitted bearing the stamp of a professional engineer.
❑ A traffic study addressing the developer's mitigation plan shall be provided for change of zone.

The Town of Windsor Planning Commission reviewed the aforementioned referral at its
regular meeting of December 19, 2001
The Windsor Planning Commission has determined that the proposed PUD change of zone
is in compliance with the Windsor comprehensive plan, and if Weld County approves the
PUD change of zone application, the Windsor Planning Commission is further
recommending that any such approval be subject to the following three (3) conditions being
met by the applicant:
1. The applicant shall dedicate additional right-of-way along Weld County Roads 76'/
and 21 in order to acquire the adequate right-of-way per Weld County standards;
2. The applicant shall provide evidence to the Weld County Department of Planning
Services that all conditions of the Windsor-Severance Fire Protection District have
been addressed to the District's satisfaction;
3. The Windsor/Severance Fire Protection District requires that all conditions of
approval that were outlined in its letter to the applicant and Weld County dated
7/19/2001 shall he met and shall be included as part of the development agreement
for the project.
