RE: APPROVE AMENDMENT TO BYLAWS FOR FAIR BOARD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners has been presented with an
amendment to the Bylaws for the Weld County Fair Board, that amendment being the
modification of the first paragraph under"Members" in Article III to state, "The volunteer
members of the Weld County Fair Board, appointed by the Commissioners, shall number
twenty-one (21), shall serve without compensation and at the pleasure of the Commissioners,
and shall represent all of the geographic areas of Weld County. Of the twenty-one (21) Fair
Board members, one (1) shall be a representative of a Weld County FFA Chapter and one (1)
shall be a representative from the 4-H Youth Executive Council.", and
WHEREAS, after review, the Board deems it advisable to approve said amendment, and
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the amendment to the Bylaws for the Fair Board which is detailed
above, be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of October, A.D., 2002.

Minutes
Members Present:Tom Bledsoe, Diane Carlson, Jane Evans Cornelius, Hannah
Dreiling, Brent Hopkins, Donald Johnston, Carol Karre, Holly Lanning, Randle
Lanning, Gordan Ledall, Jeff Maxey, Ted Morgan, Kenton Ochsner, Ron Pfleiderer,
Kenny Richardson, Kathy Rickert,and Sonny Schneider.
Members absent: Barbara Carter, Tom Holton, Phil Morgan, Scott Pralle, all
excused,
Other Staff Present: Jim Smith, Brad Gilmore, Donna Liess, Keith Maxey, Donna
Leiss, Mark Cronquist, Sandi Meier, & County Commissioner Dave Long.
The meeting was called to order at 7:00 pm by President Tom Bledsoe. Pledge
leader was Diane Carlson and Invocation was given by Gordan Ledall. Roll Call was
taken with 17 members present and 4 members excused absent.
Special Requests/Guest
1. Nicole Pelzer-Advisor from Ft. Lupton FFA and Brent Hopkins advisor
from Roosevelt FFA.
2. Tim Scholfield came before the Fair Board to request adding the Lamb
Carcass contest. Tim has talked with the head lamb buyer at ConAgra and he said
that with the weight changes we have made there would be few light weight carcass'.
He would gladly take the extra lambs. Tim said that him and a few others would help
with the paper work, loading of extra lambs, and where ever they need the help. We
will take this request up in the Fair Book changes.
Minutes/Correspondence
There were two changes in the January 2002 minutes. 1. Donna Liess not
Leiss, and 2. Open Superintendent should read 4-H Home Ec. Over All.
It was moved and seconded to accept the January 2002 minutes as
corrected. Motion passed with a majority vote.
Correspondence: None
Treasures Report- No treasurers report due to Tom being absent.
Coordinator's Update:
1. Fair Book-March 28 & 29 the rough draft will be available to look at to
see if there are any changes or corrections. The premium part of the book will be
done earlier, therefore Sandi will let the Superintendents when they are available.
Committee Reports:
All Around Showmanship-Sonny has talked to a few people about judging.
Antique Tractors-All is going well.
Appreciation Lunches- Barb has 3 business' confirmed as of today.
Awards/Sponsorship- Kathy went around at the Farm Show and personally thanked
those that were in attendance. Kathy needs the names for the Belt Buckles this
month. Enclosed is a formal report from January.
Bylaws- Nothing at this time.
Budget-Tom Holton is now the new chairperson for Budget.

Catch-it Contests- 1. Goats-a letter has been sent out to sponsors and kids. There
will be a Goat Seminar on April 28 6 29 and the goat can be picked on these dates.
2. Lambs-Letter has been sent out to sponsors and kids. Lambs will be handed out on
ID days in May. 3. Dairy-Kids have there animals and all is going well. 4. Pigs-
Nothing at this time. 5. Beef-all seems to be going well all have sent their first
letters.
Fair Dance- Would like to have the dance at either The Bunkhouse or under the
Grandstands.
Family Fun Night-Had a meeting all is going well with the committee Vicki Murray
would like to help with Family Night.
Fun Fair-Don reported that the committee took out "Milk a Dairy Goat' and wanted
to know about the Petting Zoo. It would cost $1400.00 for 3 days. Do we want it
or not. It was moved and seconded to spend $1400.00 for the Petting Zoo
motion passed with majority vote.
Junior Livestock Sale-Minutes of the January meeting are enclosed.
Project Inspection-Tom will get with Brad.
Risk Management-Everything is going good.
Royalty- The girls helped at Stock Show and did a great job and Weld County was
very well represented. Julie is doing a great job working with the girls.
Rule Book-Everyone has a copy of the changes in their mail boxes, will go over all
the changes under new business.
Security/Parking-Everything seems to be going good. Met with the ladies in the
office to go over trailer spaces, etc., will meet with the County 6 City people to go
over the traffic patterns and what they are needing.
Vendors-Jeff met with Mark and Sandi. They came up with a price for the booths
and handed out fliers to people at the Farm Show. They are putting together a
packet to send to people when they call in. Maximum of 2 outside food booths will
be accepted. The location of the other vendors will be in the Community Building and
a pipe and drape company has been contacted to come in and set up booths with a
cost of $65-$80/booth. Hopefully the money generated by the committee can be set
up in a scholarship fund. All applications will be reviewed and will be approved.
Unfinished Business:
There was an introduction of the new livestock Agent Brad Gilmore
1. The Fence Post has received the contract in regards to the 2002 Weld
County Fair Book, Tom is looking over the contract and will get back to Sandi
sometime in the next week.
2. Ron Pfleiderer has been looking into Grandstand entertainment for Friday
and Saturday night. Will have more information at the March meeting.
3. Changed the date of Goat, Lamb and Hog ID in Keenesburg for Saturday,
May 11, 2002 due to getting help.
4. Beef ID day went really well, A special thank you to the Brand Inspectors
for coming out and helping on Saturday. Will plan on having one Saturday in 2003.
Greeley had 141 steers/hfrs and Keenesburg had 105 steers/hfrs,the numbers were
up alittle from last year.

New Business
1. Rocky Mountain Fairs Membership-There was discussion that the
membership dues for this year are half price, do we want to pay for the membership?
It was moved and seconded to pay $62.50 for this year and $_125.00 for
other years for membership. Motion passed with a majority vote.
2. Suggestion for the inside cover of the Fair Book. Since this year is the
Centennial year for 4-H. Why not use the Centennial 4-H Logo. It was moved and
seconded to use the Centennial 4-H Logo for the inside cover. Motion passed
with a majori vote_
3„ Dedication of the Fair Book. It was moved and seconded to dedicate
the 2002 Weld County Fair to Pat Sullivan for all the years of hard work and
dedication to the Weld County Fair. Motion passed with a majority vote.
4. FFA Representation on the Fair Board. Nicole brought before the Fair
Board that in The Bylaws it states a representative from the Cache La Poudre FFA
District must serve on the Fair Board. Since there have been new FFA Chapters in
Weld County that don't belong to the Cache La Poudre District she would like to
have this Bylaw changed. Therefore the Bylaw would Read "Any FFA Advisor in a
Weld County School District could serve on the Weld County Fair Board." We
will vote on this Bylaw change at the March meeting. Brent Hopkins' had his
application available for all to read. This will go before the County Commissioners
for a vote.
5. Approval of Rule Changes for 2002 Weld County Fair Book.
1. IV. Exhibiting: #A-It was moved and seconded to delete this change. Motion did
not carry. A roll call vote was called for 13 no and 3 yes votes. It was moved and
seconded to add after the word Tags, "ear notches, tattoos, scabie tags and
brucellosis tags" Motion passed with a majority vote.
2. VI. General: #A- It was moved and seconded to leave the rule as is. Motion
passed with a majority vote.
3. VI. General: #D Prospective and Overweight Classes. It was moved and
seconded to leave the rule as written. Motion passed with a majority vote.
Junior Livestock Sale Use the rules printed with the thick packet of rule book
do not use the single page of Junior Livestock sale rules.
4. Rule#6 Strike the word "second"and "the Friday following Labor Day".
5. Rule#13 Add the words " for commission, 22.5 percent of the gross selling price
to go back into the catch-it program, plus. .
6. Add Rule#21. It was moved and seconded to add the changes to the Weld County
Junior Livestock Sale rules. Motion passed with a majority vote.
7. Alpacas/Llamas-General Information-Rule #4, It was moved and seconded to
accept Rule #4 as written. Motion passed with a majority vote.
8. Breeding Beef- All new rules and classes. It was moved and seconded to accept
the new rules and class changes as written. Motion passed with a majority vote.
9. Market Beef-Change the numbering to the correct sequence. Add Rule #7.
Exhibitors who do not enter the carcass contest and/or not in the sale are
resoonsible for the removal of their own Market Beef animals. It was moved and

seconded to accept the new rules and changes. Motion passed with a majority vote.
10. Market Beef Carcass Contest-delete the words "and qualify for the Junior
Livestock Sale," and add the words " except for the animals shown in the
Prospective and/or Overweight classes," It was moved and seconded to accept the
changes. Motion passed with a majority vote.
11. Beef Showmanship- It was moved and seconded to accept the changes. Motion
passed with a majority vote.
12, Dairy Cattle-Project Heifer Sale- It was moved and seconded accept this as
written by the Dairy committee. Motion passed with a majority vote,
13. Dairy Cattle Classes- It was moved and seconded accept this as written by the
Dairy committee. Motion passed with a majority vote.
14. Sportsmanship- Add the words (scored by exhibitors) . It was moved and
seconded to accept this change. Motion passed with a majority vote.
15. Colorado Dairy Youth Foundation- Rule#2, It was moved and seconded to add
rule #d as written. Motion passed with a majority vote.
16. Dairy Goat-General Information- #1- It was moved and seconded to delete this
rule. Motion passed with a majority vote.
17. Market Goats- It was moved and seconded to accept all changes under the
Market Goat rules as written. Motion passed with a majority vote.
18. Market Goat Carcass Contest- It was moved and seconded to accept all changes
under the Market Goat Carcass Contest rules as written. Motion passed with a
majority vote.
19. Non-Dairy Goats- #1- It was moved and seconded to delete this rule. Motion
passed with a majority vote.
20. Horses- It was moved and seconded to accept the Horse rules and classes as
written by Deb Warehime and approved by Jim Smith. Motion passed with a
majority vote.
21. Pigeons- New Department- It was moved and seconded to accept these rules as
written, although the numbering sequence needs to be checked. Motion passed with a
majority vote.
22. Poultry- It was moved and seconded to accept these rules as written. Motion
passed with a majority vote.
23. Market Sheep- General Information: rule#3 needs to a changed to Read
"Muzzles and/or any other devises used to prevent animal from eating will not be
permitted in the barn. Veterinarian prescriptions will not be accepted. It was
moved and seconded to accept these changes and and new rules as written. Motion
passed with a majority vote.
24. Market Sheep Carcass Contest- It was moved and seconded to delete the rules
that are written and accept the new rules that are written by the committee
tonight. Motion passed with a majority vote. These rules are under Rules for Weld
County Market Lamb Supreme Champion Program.
25. Market Swine- It was moved and seconded to change the wording on Eligibility
rule #5 to read as is, with the exception of adding "Clipping is prohibited at the
fair." Motion passed with a majority vote.
26. Market Swine Carcass Contest. It was moved and seconded to accept as

written with the changes. Motion passed with a majority vote.
27. Catch-It & Keep-It Contests- It was moved and seconded to add Rule U. under
General Rules and Regulations, to read as follow. U. If member misses one (1)
letter,the member will lose an additional 10% of your proceeds, if a member misses
two (2) letters, the member will will lose an additional 25% of your proceeds, and if
a member misses three (3) letters,the members catch-it project will be picked up by
the Fair Board. This Rule will be enforced in the Catch-It Projects of Beef, Goats,
Swine, and Lambs with NO EXCEPTIONS, Motion passed with a majority vote.
28. It was moved and seconded to accept the Proposed 2002 Fair changes for 4-H
General and Natural Resource Exhibits. Motion passed with a majority vote.
Enclosed is a full list of changes.
29. It was moved and seconded to accept the Proposed 2002 Fair Changes for 4-H
Home Economics. Motion passed with a majority vote.
30. It was moved and seconded to leave the listing of the Antique Tractors As is.
Motion passed with a majority vote.
31. It was moved and seconded to list in the Fair Book Family Night as listed.
Motion passed with a majority vote.
32. It was moved and seconded to list in the Fair Book Grandstand Entertainment
TBA. Motion passed with a majority vote.
33. It was moved and seconded to delete 4-H Talent Show from the Fair and Fair
Book. Motion passed with a majority vote.
34. It was moved and seconded to accept the Entry forms as written by the
Extension Office. Motion passed with a majority vote.
It was moved and seconded to approve all changes as written and/or amended
for the 2002 Weld County Fair Book. Motion passed with a majority vote.
Announcements/Reminders
1. A reminder that at Centennial Village, July 2 thru August 31, 2002 will be the 4-
H Centennial Historical Display. Applications are due March 1, 2002. Applications
can be picked up at the 4-H Extension office.
It was moved and seconded to adjourn the meeting. Meeting adjourned at
9:45 p.m.

Minutes/Correspondence
There was change in the February 2002 minutes. 1. Barbara Carter was
present at the February meeting. It was moved and seconded to accept the
February 2002 minutes as corrected. Motion passed with a majority vote.
Correspondence: None
Treasures Report- No treasurers report due to the process of switching computer
programs.
Coordinator's Update:
1. Concessions at the different events at the Grand Stands. It was moved
and seconded to call the organizations that had the different concessions to
have first priority. Motion passed with a majority vote. Diane Carlson will
contact the groups of last year and report back to the Fair Board.
2. Fair Book-The rough draft is on the back tables plus the final rough draft
will be available on March 28 & 29 to see if there are any other changes or
corrections.
3. Petting Zoo-the cost of the petting zoo is $1800 instead of $1400 and
also could Sandi send out fliers to different preschools and day-care providers. It
was moved and seconded to allocate the extra $400 for the cost of Petting
Zoo and for Sandi to send out fliers to all the day-care providers and
preschools in the area. Motion passed with a majority vote.
4. There was a question under Swine Eligibility, #5 concerning the clipping
rule. The rule will stay as written.
Committee Reports:
All Around Showmanship-Sonny has talked to a few people about judging.
Antique Tractors-All is going well.
Appreciation Lunches- Barb has confirmations on which business will be sponsoring
the different days for providing the meals.
Awards/Sponsorship- Kathy is updating the data base for 2002, letters will be going
out the mid March to past sponsors and the dead line for confirmation is June 1,
2002. Open Class-Centennial Village display applications are due tonight and they
are having some scrape booking demonstrations to promote the classes.
Bylaws- under old business.
Budget-The office is in the process of switching computer programs.
Catch-it Contests- 1. Goats-Nothing. 2. Nothing. 3. Dairy-All Hfrs are bred and
all is going well. 4. Pigs-Nothing at this time it too early to get the pigs. 5.
Beef-all seems to be going well.

Family Fun Night-Had a meeting all is going well with the committee.
Fun Fair-Everything is going good.

Royalty- Agland will donate 500 copies of the pictures of the Royalty for
signatures for the girls to hand out. It was moved and seconded to have the
schedule in a brochure for Royalty to hand out at a reasonable cost. It was
moved and seconded to amend the main motion to allocate $350 as in the past
plus any advertising money that the committee collects to be put towards a
fair brochure to be handed out. Amendment to the Main Motion passed with a
majority vote and the Main motion passes as amended.
Rule Book-Okay
Security/Parking-Everything seems to be going good and will meet with the County &
City people to go over the traffic patterns and what they are needing.
Vendors- Would like to send out packets and then have all applications reviewed and
approved by committee or Fair Board.
Unfinished Business:
1. FFA Representation on the Fair Board. The Bylaws states a representative
from the Cache La Poudre FFA District must serve on the Fair Board. Since there

and 0 votes no. Dave will take before the County Commissioners for a vote.
2. Ron Pfleiderer has been looking into Grandstand entertainment for Friday
and Saturday night. Some information was presented to the Fair Board and prices
were given. It was moved and seconded to table until next meeti g until Ron
could get some more information. Motion passed with a majority vote.
New Business
1. Jim reported that there is a set of new pens coming.
2. Banners need to be found and hung up. It was moved and seconded to

take the signs to the city and have them hang up the banners for the
$125.00. It was moved to amend the main motion to strike the main motion
and have the banners taken to the largest sponsors in town and ask to have
then hung up there. Amendment passed with a majority and the Main motion
as amended passed with a majority vote.Ted Morgan will find out from a company
he know to see if the dates can be changed and Kenton will look into the company
that made signs for Royalty about a discount. Tom and Brad will try to find the
signs to be hung up.
3. A clarification on the over and under weight classes in swine, beef, sheep
and goats, there will be no classes broken down into breeds only weight
classification.
4. What about the new carpet for the show rings? A reminder on who is
checking into this we need cost and where we are getting the carpet.
5. It was moved and seconded to pay Teresa Mercer $3.00/bunny for
the Bunny catch-it-keep-it contest. Motion passed with a majority vote.

It was moved and seconded to adjourn the meeting. Meeting adjourned at
8:20 p.m.
