Mr. Cervi,
During a field visit on August 3,1984 to the Brine Water Disposal Facility east of
Roggen I noted the following violation:
1. A small unlined pit on the east side of the receiving tank. This
pit had brine water in it and has been used as a disposal pit.
2. A significant leak in one tank was allowing brine water to run out
and off the site. There was also a leak in a valve allowing brine
water to run out onto the ground.
3. There was no manager on site to check what liquids were being disposed
of at the site and keep the appropriate records.
4. Significant spillage was prevalent around the facility with puddles
of oil and brine visible all around the tanks.
5. There was a site east of the tank battery, across the fence into the
field where significant dumping had been allowed, since there was
no manager on site, who knows what was dumped at this location?
I consider these to be significant violations of your use by Special Review
development standards and a violation of the Solid Waste Disposal Act. You will
have 5 days from the receipt of this letter to either close the facility or to
bring it into compliance as required by State and County Law.
