March 14, 2002 U° COLORADO, FROM Donald Carroll, Engineering Administrator Sri" SUBJECT: USR-1374,Virtus and Amy Banowetz The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standards,Weld County Code,Chapter 23,Article II, Division IV, Section 23. Our comments and requirements are as follows: COMMENTS: WCR 50 is designated on the Transportation Plan Map as a local gravel road,which requires a 60- foot right-of-way at full build out There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line. Traffic Counts:The average traffic count(ADT)for WCR 50 was 162 vehicles,taken in a 24-hour penod November 17, 1999: WCR 49 has an ADT count of 3100: REQUIREMENTS:. Access: The proposed access should line up with an existing residential access on the south side of WCR 50 to combine access points for turning movements at one location. The applicant indicated that the entrance will be gated and only opened during business hours. Approach Road and Off-Street Parking: The off-street parking spaces, including the access drive, shall be surfaced with gravel or equivalent and shall be graded to prevent drainage problems. Storm Water Drainage: The proposed parking lot and new building will displace storm water runoff.
