RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 11.000, COMPUTER
AND EQUIPMENT POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Social Services has presented revisions to the
Operations Manual, Section 11.000, Computer and Equipment Policies and Procedures, to the
Board of County Commissioners of Weld County, for consideration and approval, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the revisions to the Operations
Manual, Section 11.000, Computer and Equipment Policies and Procedures for the Department
of Social Services be, and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of September, A.D., 2002.

11.200 Policy on Use of E-470 Transponders
Added 9/25/02
The Department's transponders are for the use of Child Welfare caseworkers and
supervisors who need to see clients/providers as required by County and State rules, and
are located in the south regions of Colorado.
11.200.1 Access to Required Procedures in the Use of E-470 Transponders
Added 9/25/02 E-470 transponders will be available in the Business Office for checkout. The transponders
will be used to minimize the use of Interstate 25 and to eliminate the use of the tolls on E-470.
A. Three transponders will be available for checkout.
B. Only three vehicles can be assigned to a transponder.
C. The transponders will be checked out on a first come first serve basis.
D. Purchase of additional transponders may be needed in the future based on Department
usage.
E. All transponders must be returned the following working day after the use of the
transponder is complete.
F. Caseworkers and Child Welfare Supervisors must submit their vehicle information to the
Business Office. The vehicle information will then be submitted to the E-470 Express
Toll Service Center to match the caseworker/supervisor vehicle information with the
corresponding transponder. The information needed from the caseworker/supervisor is
listed below:
a. License Plate number
b. State of Registration
c. Number of axles
d. Make of Vehicle
e. Model of Vehicle
G. Personal use of the transponders needs to be minimal and any expense occurred for
personal use must be paid back to the Business Office.
H. The Business Office will receive monthly summaries of the use of the transponders. The
summaries will be compared to the caseworker/supervisor expense report(Form 5315,
Exhibit A)to verify business use. Any use of the transponder that is not approved by the

supervisor will be considered personal use and must be reimbursed by the individual who
checked the transponder out. Payment for personal use must be made immediately
following the known amount.
I. If the transponder is lost or damaged by the caseworker or supervisor,the cost of the
replacement or repair will be assessed against the caseworker or supervisor.

Operations Manual
Enclosed for Board approval is a revision to Section 11.000, Computer and Equipment
Policies and Procedures, Weld County Department of Social Services Operations
Manual. This policy was reviewed at the Board's Work Session of September 18, 2002.
The major revision is to add a section in reference to a Policy on Use of E-470
Transponders - 11.200 through 11.200.1. The section outlines employee
responsibilities in the use of E-470 Transponders as they conduct child welfare activities
in south Colorado.
