The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld County Centennial Center, 915 10"' Street, Greeley, CO,
Tuesday, December 2, 2002, 9:OO a.m.
ROLL CALL: The meeting was called to order by President Joyce Smock.
Councilwoman Jody Malone, and Councilman Douglas Rademacher were present
constituting a quorum of the members. Vice President Mitchell Martin arrived at 9:15
a.m. Councilman Dwaine Kurtz was excused. Also present: Kevin Darst, Chip Marks,
and the Council secretary, Bev Thomas.
APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to
approve the November 19, 2002 public hearing and regular meeting minutes as
amended to read Kevin Darst rather than Kevin Karst. The motion was seconded and
carried unanimously.
PUBLIC COMMENT: There was no public comment.
UNFINISHED BUSINESS: There was no unfinished business.
NEW BUSINESS:
Discuss Procedure of District 1 Council Member Appointment
President Joyce Smock presented a letter stating that she would continue as the Weld
County Council person for District 1 until a new Council person for District 1 had been
appointed or until February 1, 2003. The Council set a deadline of 5:00 p.m. Friday,
January 10, 2003 to receive letters of applications with resumes from applicants for the
Council vacancy in District 1.
January 2003 Weld County Council Meeting
Council members decided to meet January 21, 2003, 5:30 p.m., at Weld County's
Centennial Center to interview District 1 applicants. The Council's regular-monthly
January 2003 meeting will follow the interviews at 6:30 p.m.
Sign Council Resolution 139
President Joyce Smock and Councilman Douglas Rademacher signed Council's
Resolution 139.
ADDITIONS:
Interview Questions
The Council reviewed questions used to interview applicants for a Council vacancy in
March 2000. President Joyce Smock instructed Bev Thomas to get information from

County Attorney Bruce Barker regarding topics that applicants should disclose before
being appointed as a Council member. -The Council decided to use the March 2000
interview questions, with the deletion of the phrase, "We see that you have served on
boards," for the January 21, 2003 interview process.
APPOINTMENTS AND ANNOUNCEMENTS: The January 2, 2003, 8:30 a.m.
Swearing-In-Ceremony for newly-elected county officials was noted.
CORRESPONDENCE: Council members reviewed the correspondence.
COORDINATOR REPORTS: Councilman Douglas Rademacher reported new signs
had been installed on the service road leading to Weld County's Southwest
Administration Building.
PAYMENT OF THE BILLS:
Councilman Mitchell Martin made a motion to pay the following bills:
Mileage for Councilwoman Jody Malone $26.22
Mileage for Councilman Mitchell Martin $22.08
Mileage for Councilman Douglas Rademacher $19.32
Mileage for Councilwoman Joyce Smock $41.40
The motion was seconded and carried unanimously.
ADJOURNMENT: The meeting was adjourned at 9:45 a.m.
