RE: APPROVE AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES
AND AUTHORIZE CHAIR TO SIGN - LUTHERAN SOCIAL SERVICES OF
COLORADO, DBA LUTHERAN FAMILY SERVICES, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Child Protection
Agreement for Services between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and Lutheran Social Services of Colorado, dba Lutheran Family Services, Inc.,
commencing June 1, 2001, and ending May 31, 2002, with further terms and conditions being
as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Amendment to the Child
Protection Agreement for Services between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Social Services, and Lutheran Social Services of Colorado, dba Lutheran Family Services, Inc.,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of February, A.D., 2002, nunc pro tunc June 1, 2001.

RE: Amendment to Child Protection Agreement With Lutheran Family
Services
Enclosed for Board approval is an Amendment to Child Protection Agreement with
Lutheran Family Services.
The Amendment increases the reimbursement level of the Agreement from $38,000 to a
maximum level of$104,000. The Amendment is necessary to pay for home studies of
relatives and foster care home providers who may become a placement option for
children in the Department's custody. New State rules require the Department to provide
home studies for all placement options rather than focusing its home study resources with
those homes that we will place or have a high degree of certainty in placing children in
that home. Funding for these increased costs would be covered by Child Welfare Block
Grant resources, and, if not available, with TANF resources.

AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES
BETWEEN THE WELD COUNTY DEPARTMENT OF LUTHERAN SOCIAL
SERVICES OF COLORADO,DBA, LUTHERAN FAMILY SERVICES, INC.
THIS Amendment modification made and entered into this 25th day of February 2002,
and between the Board of Weld County Commissioners, on behalf of the Weld County
Department of Social Services, hereinafter referred to as"Social Services," and Lutheran Social
Services of Colorado, DBA Lutheran Family Services, hereinafter referred to as "Lutheran
Family Services."
WITNESSETH:
WHEREAS,the parties desire to modify their current Agreement (FY01-CPS-9) in order
to extend the Agreement and its funding; and
WHEREAS, the Colorado Department of Social Services has provided Child Welfare
Regular Administration and Expedited Permanency Planning funds to provide adoption studies
and home studies of eligible clients, and
WHEREAS, required approval, clearance, and coordination have been accomplished
from and with appropriate agencies.
NOW THEREFORE, in consideration of the premises,the parties hereto covenant and
agree as follows:
Exhibit B, Payment Schedule,
1. Funding and Method of Payment will be revised as follows:
Social Services agrees to increase reimbursement to Lutheran Family Services in
consideration for work and services performed, a total amount not to exceed One
Hundred Four Thousand Dollars ($104,000.00), under Funding Codes 4935 and
1850 and Object Code 0550.
2. Fee Schedule will be revised as follows:
Adoptive, Foster Care, and Expedited Permanency Planning (EPP) Home Studies
Social Services agrees to pay Lutheran Family Services $728 plus cost of
background check(s) for each Adoptive, Foster Care and Expedited Permanency
Planning (EPP) home study, and $107.00 per hour for relinquishment counseling,
a total not to exceed One Hundred Four Thousand Dollars ($104,000.00) for the
2001-2002 contract year.
Except as modified herein, the terms and conditions of the original agreement FY 01-CPS-9,
together with all attachments of the original Agreement, remain in full force and effect.
