HomeMy WebLinkAbout20020209.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 23, 2002 TAPE #2002-01 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 23, 2002, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Glenn Vaad, Chair- EXCUSED Commissioner David E. Long, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Masden moved to approve the minutes of the Board of County Commissioners meeting of January 21, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously. ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed. Commissioner Masden seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. PUBLIC INPUT: There was no public input. WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $416,790.38 Electronic Transfers -All Funds $543.78 Commissioner Masden moved to approve the warrants as presented by Mr.Warden. Commissioner Geile seconded the motion, which carried unanimously. 2002-0209 BC0016 BIDS: PRESENT MOTORGRADERS BID - DEPARTMENT OF PUBLIC WORKS: Pat Persichino, Director of General Services, presented the three bids received. Said bids will be considered for approval on Wednesday, February 6, 2002. PRESENT BULLDOZER WITH RIPPER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT FRONT END LOADER BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the five bids received. Said bids will be considered for approval on February 6, 2002. PRESENT SMALL FRONT END LOADER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the eight bids received. Said bids will be considered for approval on February 6, 2002. PRESENT BACKHOE-FRONT WHEEL DRIVE/EXTENDABLE BOOM BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the eight bids received. Said bids will be considered for approval on February 6, 2002. PRESENT 30-TON PNEUMATIC TIRE ROLLER COMPACTOR BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the seven bids received. Said bids will be considered for approval on February 6, 2002. PRESENT ASPHALT PAVER/FINISHER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the six bids received. Said bids will be considered for approval on February 6, 2002. PRESENT PORTABLE ROCK CRUSHING AND SCREENING PLANT WITH BELT FEEDER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT BRUSH CHIPPER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT WATER TRAILER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the four bids received. Said bids will be considered for approval on February 6, 2002. PRESENT TWO-TON CAB AND CHASSIS TRUCK WITH WATER TANK BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the four bids received. Said bids will be considered for approval on February 6,2002. In response to Commissioner Masden, Mr. Persichino stated the presented bid amounts are for trucks with gas motors, not diesel. PRESENT TANDEM TRUCK TRACTOR BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT ONE-HALF TON 4X4 EXTENDED CAB PICKUP AND SHORT BED BID -DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the five bids received. Said bids will be considered for approval on February 6, 2002. PRESENT ONE-HALF TON FOUR-WHEEL DRIVE PICKUP BID - DEPARTMENT OF BUILDING INSPECTION: Mr. Persichino presented the seven bids received. Said bids will be considered for approval on February 6, 2002. PRESENT THREE-QUARTER TON FOUR-WHEEL DRIVE PICKUP WITH UTILITY BOX BID - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Persichino presented the eight bids received. Said bids will be considered for approval on February 6, 2002. PRESENT CAB AND CHASSIS PICKUP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT CARGO VAN BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the five bids received. Said bids will be considered for approval on February 6, 2002. Commissioner Geile commented the low bid is from a company in Wyoming, which does not have a sales tax. Mr. Persichino stated Weld County is tax exempt, so none of the bid amounts reflects sales tax. PRESENT 15 PASSENGER WINDOW VAN BID - SHERIFF'S OFFICE: Mr. Persichino presented the seven bids received. Said bids will be considered for approval on February 6, 2002. PRESENT TRANSPORT MINI VANS BID-SHERIFF'S OFFICE: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT MAXI VANS BID-DEPARTMENT OF HUMAN SERVICES: Mr. Persichino presented the three bids received. Said bids will be considered for approval on February 6, 2002. PRESENT MAXI VAN WITH LIFT BID - DEPARTMENT OF HUMAN SERVICES: Mr. Persichino presented the two bids received. Said bids will be considered for approval on February 6, 2002. PRESENT CIVILIAN VEHICLES BID - SHERIFF'S OFFICE/DISTRICT ATTORNEY'S OFFICE: Mr. Persichino presented the five bids received. Said bids will be considered for approval on February 6,2002. PRESENT ONE-HALF TON FOUR-WHEEL DRIVE PICKUP WITH EXTENDED OR CLUB CAB BID - CORONER'S OFFICE: Mr. Persichino presented the seven bids received. Said bids will be considered for approval on February 6, 2002. PRESENT CONCRETE AND WASHED ROCK ON CALL BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the sole bids received. Said bids will be considered for approval on February 6, 2002. Following presentation of all the bids Mr. Persichino stated any notation indicating that a bid does not meet specifications will be discussed further during a separate work session with the Board. In response to Commissioners Long and Geile, Mr. Warden stated most of the vehicles and equipment are replacements, the County also has the benefit of reselling the existing equipment and vehicles. Minutes, January 23, 2002 2002-0209 Page 3 BC0016 NEW BUSINESS: CONSIDER LICENSE AND EXCHANGE AGREEMENT FOR GEOGRAPHIC DATA AND AUTHORIZE CHAIR TO SIGN - CENTRAL COLORADO WATER CONSERVANCY DISTRICT: Bruce Barker, County Attorney, stated this is a standard License and Exchange Agreement for access to the Weld County Geographic Information System Division data and he recommends approval of this and the following item of business. Commissioner Geile moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. CONSIDER LICENSE AND EXCHANGE AGREEMENT FOR GEOGRAPHIC DATA AND AUTHORIZE CHAIR TO SIGN - JOHNSTOWN FIRE PROTECTION DISTRICT: Commissioner Masden moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Geile, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
