RE: UPDATE LIST OF ARBITRATORS FOR PROPERTY VALUATION APPEALS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board did, by Resolution dated September 13, 1989, adopt the Weld
County Assessment Arbitration Rules and Procedures, and
WHEREAS, the Board did, by Resolution #930374, dated April 2, 1993, establish a list
of arbitrators for property valuation appeals and has, from time to time, updated said list of
arbitrators, and
WHEREAS, according to said procedures, a list of qualified individuals who shall act as
arbitrators of property valuation appeals shall be maintained, and
WHEREAS, pursuant to SB #92-50 and effective June 1, 1993, arbitrators must be
licensed or certified under the real estate appraisers licensing law, and
WHEREAS, after study and review, the Board deems it advisable to update said list to
include only Christopher Ruff, 301 Habitat Bay, Windsor, Colorado 80550; Edwin H. Schmale,
Jr., 3753 South Quincy Street, Denver, Colorado 80237; Robert J. Mitchell, 4717 West 13th
Street, Greeley, Colorado 80634; and West Foster, do Foster Valuation Company, 1750 25th
Avenue, Greeley, Colorado 80634, to serve as arbitrators for property valuation appeals.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Christopher Ruff, Edwin H. Schmale, Jr., Robert J. Mitchell, and
West Foster be, and hereby are, established as the arbitrators for property valuation appeals.
BE IT FURTHER RESOLVED by the Board that any list of arbitrators previously
adopted be, and hereby by is, nullified.
