"3 I)apt. 7_, ( L' \ . . r " MEMORANDUM TO: Lauren Light, Planner DATE: Jan. 8, 2002 wilpe, v FROM: Donald Carroll, Engineering Administrator ;4% SUBJECT: USR-1368, Patti & Phil Hiddessen COLORADO The Weld County Public Works Department had reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standard,Weld County Code, Chapter 23, Article 2, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: WCR 43 is designated on the Transportation Plan Map as a collector status road, which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Code, Chapter 23, Article Ill, Section 23-3-50, the required setback is measured from the future right-of- way line. Traffic Counts: The average daily traffic (ADT) count for WCR 43 was 1,027 vehicles taken in a 24-hour period February 31, 1999. WCR 78 has an ADT count of 48 vehicles taken December 21, 1999. The applicant proposes the kennel expansion with a 50' x 60' building. The applicant should be aware of the proper Weld County setback from the north property line prior to construction of this structure. REQUIREMENTS: The Weld County Public Works Department recommends approval of this application. Off Street Parking: The applicant indicated that the off street parking spaces will be adjacent the recorded drive and utility easement. This off street parking, including the access drive, shall be surfaced with gravel,asphalt, concrete or the equivalent, and it shall be graded to prevent drainage problems. Storm Water Drainage: The applicant indicated that water drains normally towards the pasture area. Any proposed structure in the drainage areas shall retain water and disburse on the applicant's property through natural drainage ways or disburse into the field. Access: The applicant indicated that the main access to the facility will be from WCR 43. The access should be located and designed to be safe: ingress and egress shall not present a safety hazard to the traveling public or to the vehicles accessing the property. Future Right-of-Way:The applicant shall reserve an additional 10 feet of property parallel to WCR 43 for future build out. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Submit a dust abatement plan to the Environmental Health Services, Weld County Department of Public Health & Environment, for approval prior to operation. 2. The septic system(s) serving the home or other existing buildings that will be utilized by employees or visitors shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All future buildings with restrooms shall install an individual sewage disposal system and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 2. Animal and food wastes, bedding, debris and other organic wastes shall be disposed of so that vermin infestation, odors, disease hazards and nuisances are minimized. Such wastes shall be removed at least weekly, or more frequently, from the facility and hauled by a commercial hauler. 3. The facility shall operate in accordance with the approved dust control plan. The facility shall have sufficient equipment available to implement appropriate dust control. Additional control measures shall be implemented as required by the Weld County Health Officer. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 5. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a Asolid waste@ in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 6. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 7. Fugitive dust shall be controlled on this site. 8. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 9. Adequate hand-washing and toilet facilities shall be provided for patrons and employees. 10. The facility shall utilize the existing public water supply. (North Weld Water District) 11. USR-1368 1. A separate building permit shall be obtained prior to the construction, alteration or renovation of any building. A separate building permit may be required for any change in the use of any building. 2. Structures shall be separated from each other in accordance with the provisions of Chapter 5 of the 1997 Uniform Building Code. 3. A plan review will be required for all buildings. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for the permit. 4. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999 NEC and Chapter 29 of the Weld County Code. 5. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer.
