Dear Mr. Ogle;
Thank you for forwarding the comments from Weld County Environmental Health Services
dated February 13, 2002. Those comments request that some changes be made to the permit
application for the archery practice facility on the City's former landfill site.
The City of Longmont agrees to incorporate the following changes to the proposal and requests
that you accept this letter as a request to amend this application as follows.
1. An individual sewage disposal system shall be installed according to the Weld County
Individual Sewage Disposal Regulations. The system will be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual Sewage Disposal
Regulations. The system will be a permanent, vaulted restroom facility.
2. An adequate water supply for drinking and sanitary purposes will be provided on-site. At
this time, a bottled water arrangement is planned.
The additional requirements of the memorandum dated February 13, 2002 are also acceptable to
the City as conditions of approval of the permit.

Subject: SVBA Archery Range
As a scout master in a local Boy Scout Troop, I would like to encourage the approval and development of
the SVBA Archery Range. As I understand it,the range would be open to youth groups such as the scouts
free of charge with appointment Further,the SVBA would be available to teach youth proper safety and
procedure for archery shooting. I can't emphasize enough the value of these kinds of programs for our
youth. This kind of service not only gives these youth positive alternatives to some of the negative
influences they see each day,but it lays a foundation for them to grow into responsible adults who will also
be willing to serve others.
Our usage of the facility would probably be limited to a few visits per year,but one of the purposes of Boy
Scouts of America is to introduce these young men to new activities and to broaden their horizons. Some
of the boys may well choose to pursue Archery as a hobby on their own.
I am just one Scout Master speaking on behalf of a single Troop,but I believe that essentially all of the
Scout Masters in the area would feel the same way and not only endorse, but encourage the establishment
of a SVBA Archery Range.

Greetings, I represent the Royal Rangers, a scouting group in the
Longmont area. We would like to express our interest in the recently
proposed archery course at the old Longmont landfill area. It is my
understanding that this facility may be open to the general public and
scouting groups in particular. If possible,we would be very interested
in the opportunity to use the facility when completed. I have been a
scouting leader in the Longmont area for nine years and have been looking
for a local facility of this type for some time.
As I am sure you are aware, many scouting groups do not have the
financial resources or time to travel to facilities far from the area.
The availability of a facility of this type, especially with the
knowledgeable range officers and club members your club will have, will
enable us to accomplish a long term goal our outpost has had, namely the
ability to participate in the sport of archery. We have previously not
had the facilities or ability to participate in this sporting event in
the past.
For your information, the Royal Rangers is an international Christian
scouting group, with 4 outposts in Longmont and 8 outposts in the greater
Longmont/Weld County area. Our four outposts serve approximately 200
boys in Longmont alone and we are most interested in activities to
promote mental, physical, spiritual and social growth among the boys.
This archery range would give us the opportunity to better serve these
boys of the Longmont and Weld County area. .

The Department of Planning Services on the advice of County Attorney's office requests a
continuance of USR 1370, a Site Specific Development Plan and a Special Review Permit for a
Private Recreational Facility (St. Vrain Archers & Bowhunters Association) in the A (Agricultural)
Zone District as the Farmer and Miner Newspaper, the County's official newspaper, incorrectly
identified the proposed application as a Concrete Batch Plant.
The applicant, Brad Schol, Director of Planning for the City of Longmont, respectively requests
this case be continued to a date specific Planning Commission hearing of April 2, 2002, as
stated in his letter dated March 18, 2002.
Given the scheduling of the Comprehensive Plan review with the Planning Commission for
March 30 and April 2, 2002, Staff has scheduled this case to be heard on May 7, 2002.
The applicant is aware of this situation and concurs with this request.

Dear Mr. Ogle;
Thank you for informing me of the publication problem for the notice requirements associated
with the City of Longmont's USR application for the recreational use at the City's former
landfill site. I understand that the County Attorney's Office will request that this item be
continued to a future Planning Commission meeting so that legal publication requirements can
be met.
If the schedule of the Planning Commission could accommodate, I would respectfully request
that this application be placed before the Commission on April 2°d. I understand that this is at
the discretion of the Commission. We have prepared our schedules and the archery group has
been working with the understanding that the hearing on March 19th would he the date to appear
before the Planning Commission. If it would be possible to avoid additional delays, we would
greatly appreciate it.
Thank you for providing preliminary staff review comments and recommendations to us on this
application. I believe that the recommended conditions of approval can be met and extensive
discussion regarding those conditions of approval and the development standards wiII not be
necessary at the Planning Commission meeting. I would note that we will be requesting the
Planning Commission and County Commissioners to accept a vault toilet and bottled water

Gentlemen:
Patina Oil & Gas Corporation ("Patina") has reviewed the plans for an archery facility on the
former City of Longmont municipal landfill property. Patina owns an oil and gas lease covering
the referenced lands and pursuant to the lease Patina has the right to use a reasonable amount of
the surface to develop the oil and gas under the property. The plans for the archery range must
not impair Patina's ability to drill additional wells and construct pipeline and production
facilities.
The plans appear to provide for undeveloped areas where Patina could drill additional wells.
Patina will not oppose the archery facility on the condition that the plans provide for
undeveloped areas from upon which Patina could conduct oil and gas operations. Patina objects
to and is opposed to any county sanctioned use of the surface that would preclude Patina from
producing, operating and maintaining oil and gas wells on the lands. The archery facility must
take into account Patina's real property rights.
Patina requests that these comments be entered in the record for the application and that Patina
continue to be provided with advance notice of all future public hearings affecting the
application. If you have any questions, please contact the undersigned.

Dear Mr. Ogle;
I am enclosing a copy of a fax cover sheet from Mr. Doug lkenberry of the Colorado Department of Health
and a copy of a letter from Mr. Richard Lee to Ms. Cindi Etcheverry and Mr. Ikenberry for your files. In the
draft conditions of approval for the USR application, one condition requests that the City provide Weld
County with evidence from the State of Colorado that a letter from Mr. Richard Lee responding to the
concerns of Cindi Etcheverry was provided to the State. The attached copies provide that documentation.
It appears that the copy of the June 20, 2001 letter originally transmitted to Mr. Ikenberry and Ms.
Etcheverry was not signed, therefore Mr. Lee recreated that correspondence and the signed version of the
letter was subsequently dated July 10, 2001. I have had a telephone conversation with Mr. Ikenberry and we
believe that the fax copy with his notation on the cover sheet would provide suitable documentation that the
concerns of Ms. Etcheverry have been responded to by the City. If Ms. Etcheverry does not have a copy of
this signed letter, would you please forward that letter to her. If this information does not accomplish what
Weld County is looking for regarding documentation on this matter, please inform me.

Subject: Archery Range usage on top of the closed Longmont landfill
Dear Ms. Etcheverry and Mr. Ikenberry:
As per your request, I will address your recent questions regarding the proposed agreement with
the St. Vrain Archery and Bowhunter's Association and.the City of Longmont. hi your email you
addressed four concerns which are listed as follows.
1. Where on top the archery range will be?
2. How we will maintain the cover?
3. Security measures?
4. If structures will be placed?
I will respond starting with some history. The St. Vrain Archery and Bowhunter's Association is
organized and incorporated as a non-profit group. As stated in Article II-A of their by-laws,
which is attached, their purpose is "'To tbst ar, expand end perpetuate the sports of archery and
bowhunting and to promote their education". I feel this is a professional organization and I have
met with the president on several occasions and I trust that they will respect the property. I
believe that they will properly address any issues we have with them using the landfill and will
maintain the area as needed. This is a low impact activity and a good fit for a closed landfill that
has limited usage anyway. They will, upon approval from the City, obtain insurance from the
National Field Archery Association to cover liability issues. They also have extensive safety
rules for range usage which are attached. I have talked with Doug Ikenberry over the phone and
he agrees that this would be a good low-impact usage for the landfill property.

Question one
Attached is a photocopy of the course plan for the top of the property.This is not just a stand and
shoot range as is perceived by most old style ranges. This range has a small practice area,then
becomes a course with up to 22 stations. The circled numbers are the shooter stations and the
square numbers are the target areas. All the targets are free standing or some may have a spike to
push in the ground to prevent the target from blowing over. This course incorporates most of the
top and south area of the landfill away from the new developed area on the north.
Question two,
Where the cover is concerned, I do not feel the course will have much of an impact. If a path
becomes evident, the target location can be changed to change the path wear areas. I will allow
them to do some trimming of tall weeds as needed with a weed trimmer. The president has stated
that this will be rarely needed as the more natural the area, the better the challenge. If this
becomes a permanent range, there has been some discussion of putting in a paved walkway to
allow for handicapped shooters in wheelchairs the ability to use the range. Again, I do not feel
this would have any impact on the landfill.
Ouestion three
As far as security is concerned, the club will have keys to the gate and they will police each
other. I have been assured that the gate will be closed when the range is not in use. This range is
not open to the public and its use is restricted to the membership. Non-members will only be able
to shoot once as guests of members, in order to promote membership. Members are issued pass
cards annually and must be carried visibly at all times on the range (Article VI in the by-laws).
Question four.
I do not believe that they plan to place any structures on the landfill other than the targets and
shooting stands. The shooting stands are small, elevated platforms to simulate shooting at down-
hill targets. With the various elevations on the surface of the landfill now,this may not be
necessary_ In the future, if they would like to refurbish the old pay shack to make a clubhouse or
demolish it to build one in its place, I do not see how it would be a problem.
I believe this answers your concerns regarding the usage on the landfill and would ask you to
take a look at the club by-laws and range rules. Feel free to call me at 303-651-8767 if you have

Dear Mr. Ogle;
Thank you for advising me recently of the rescheduling of this USR hearing before the Weld
County Planning Commission. 1 understand that the hearing for this application will be held on
May 7, 2002 at 1:30 p.m. at the Weld County Planning Department Offices, 1555 N. 17`h
Avenue, Greeley, Colorado. I will be present for this hearing and attending with me will be Dr.
Roger Trudell, who represents the St. Vrain Archers and Bowhunters Association.
Because of the problems associated with the publication notice and the rescheduling of the
original hearing date, you have suggested that for an additional $35, this application can be
scheduled for the Board of County Commissioners approximately seven days after the Planning
Commission meeting. Enclosed is a check to Weld County for the $35 and per this letter I am
formally requesting the advance publication and scheduling.
On related matters. I would like to advise you that both Dr. Trudell and I have had conversations
with Shirli Hayes, the adjacent property owner to the west of the landfill. I believe that many of
Shirli's questions were answered in our conversations. The archery group has agreed to design
the archery course near the Hayes' property to account for Shirli's concerns. Both Dr. Trudell
and I have offered to spend any amount of time needed with Mrs. Hayes to provide further
information or to follow up on concerns about the archery range operation, if Weld County
approves the application.

Also enclosed for your information are communications from several scout troops and one 41-I
organization in support of this application. I would appreciate it if you could make this part of
the record and make sure that both the Planning Commission and Board of County
Commissioners are aware that this facility will serve the recreational needs of nonprofit youth
organizations in the area.
