RE: APPROVE 2002 COLORADO WORKS PROGRAM PLAN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2002 Colorado Works Program
Plan from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, to the
Colorado Department of Human Services, with terms and conditions being as stated in said
plan, and
WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the 2002 Colorado Works
Program Plan from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, to the
Colorado Department of Human Services be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of January, A.D., 2002.

RE: Colorado Works Program Plan, 2002.
Enclosed for Board approval is the Colorado Works Program Plan, 2002, for Weld
County.
This Plan outlines the information requested by the Colorado Department of Human
Services and includes County policies adopted by the Board. These policies and
procedures of the Colorado Works Program and the Child Care Program are provided
through and referenced of Section 6.000 of the Weld County Department of Social
Services Operations Manual.

Family Violence Option

How will your county create an environment which ensures that victims of domestic violence are
able to voluntarily disclose abuse in a confidential manner?
Each TANF applicant is provided the notification of Domestic Violence form and explained
the Domestic Violence Waiver option. Staff work areas are private. Domestic Violence
literature is available throughout the department that includes where and how professional
staff can be contacted.
How will your county assure that appropriate domestic violence services are available to
participants of the Colorado Works Program?
Domestic.Violence counselors are on sight certain days of the week and on call 24 hours per
day. Domestic Violence literature is available throughout the agency.

What procedures are in place to provide State approved domestic violence training to county
staff and to any entity with which the county has a contract for service?How often is the training

All TANF staff are required to complete state approved Domestic Violence training.

Domestic Violence Training will be provided by state approved staff.
Earned Income Tax Credit
Per Section 26-2-709(2)(b)C.R.S.,please describe how you help participants apply for and receive the federal
earned income tax credit.Please use additional pages as necessary.
Earned Income Tax Credit information will be distributed to public assistance recipients
and available throughout the department.
Staff are aware of the Tax Credit and will be addressing and distributing information on
how and when to apply.
Individual Development Accounts
Per Section 26-2-716 (2) (g) C.R.S.,please describe how you make available opportunities for
Individual Development Accounts (LDAs). Please use additional pages as necessary.
Statutory Rape Prevention
The Personal Responsibility and Work Opportunity Reconciliation Act(PRWORA)requires
each state to "conduct a program designed to reach State and local law enforcement officials, the
education system, and relevant counseling services, that provides education and training on the
problem of statutory rape so that teenage pregnancy prevention programs may be expanded in
scope to include men." While not required by state statute,please provide us any information
you have about any programs in your county designed to implement this federal requirement.

Out-of-Wedlock Birth Prevention
The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA)requires
each state to "establish goals and take action to prevent and reduce the incidence of out-of-
wedlock pregnancies, with special emphasis on teenage pregnancies, and establish numerical
goals for reducing the illegitimacy ratio of the State (as defined in section 403(a)(2)EB)) for
calendar years 1996 through 2005."While not required by state statute, please provide us any
information you have about any programs in your county designed to reduce the incidence of
out-of-wedlock births, and particularly those programs that emphasize reducing the incidence of
teen-age out-of-wedlock births. Please use additional pages as necessary.
Weld County Department of Public Health and Environment has been funded through
Title V for the past four years to provide abstinence only education to youth, ages 10-19.
We have implemented relationship curricula that include skill building on exercises on
refusal skills. The goal of the program is to teach teens the positive results of waiting until
marriage to have sex—no unwanted babies, no disease, and no emotional entanglements.
Teachers, parents, and community members who work with teens teach the program.
The WCDPHE promotes healthy sexual behaviors in the clinical setting by counseling
females 19 and under during family planning visits. They are given the skills and support
to reclaim their virginity and understand their risk for disease and/or pregnancy.
The health department has also established collaboration through the Weld Citizen Action
Network with other community agencies and individuals who want to decrease the number
of teens giving birth or contracting sexually transmitted diseases. During 2001 Community
Renewal Day, sponsored by WeCAN,the committee developed a yearlong plan to provide
education to parents and grandparents on how to communicate with their children about
sexual behavior. A community wide meeting was held in October to present the abstinence
programs and a similar presentation is scheduled for February for the Hispanic
community. In April,the committee will sponsor a community program and training on
male responsibility and sex.
We also provide, on request, information and training on birth control and use of condoms
for pregnancy/STI prevention. This is county funded and not done with Title V funds.
We plan on continuing our abstinence education and relationship program and promoting
this message as the healthiest choice for our children in Weld County.
Other Program Descriptions
If not already addressed previously, for each of the categories listed below, please describe in as
much detail as you would like, the benefits or services provided. Details to consider in your
description(s) could include the purpose(s) of the program; amounts, frequency and duration of
any subsidies; eligibility criteria for receipt of benefits or services; the types of expenditures
covered with TANF funds; additional funding source(s)used, e.g. WtW, WIA, etc. Attach any
program descriptions or other information as appropriate, and any related county policies. Please
use additional pages as necessary.
Subsidized Employment—On the Job Training,Work Supplementation
Work Incentives—Job Retention Package- $105.00 for hair care, food, clothing, gasoline
Education Incentives—No cash incentives however will pay costs of remedial activities and

Housing—Rental assistance and deposits through TANF and Welfare to Work
Transportation—Bus passes, gasoline, auto repair
Postsecondary Education—TANF and Welfare to Work support education through the
provision of tuition assistance, books, fees, etc. Consideration must be given to whether the
educational program will lead to employment. Labor market information is reviewed.
Non-custodial Parents—The Welfare to Work Program provides support for non-custodial
parents to acquire the education and skills necessary to obtain and maintain a job and
improve
marketable skills. Supportive services such as gas vouchers, tuition assistance, housing
assistance, etc., may be available.
Controlled Substance Abuse Policy
Other—All clients are evaluated for enrollment/co-enrollment into WIA and Welfare to
Work Programs to compliment TANF services in order to obtain and maintain
employment.
