BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting
in the Weld County Centennial Center, Greeley, Colorado, July 17, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Geile moved to approve the minutes of the Board of Social Services meeting
of July 15, 2002, as printed. Commissioner Long seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $12,581.76. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER TWO (2) AGREEMENTS TO PURCHASE RESIDENTIAL CHILD CARE FACILITIES
SHELTER SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Judy Griego,
Director of Social Services, stated the agreements under this and the following three items of business
are in accordance with the Social Services Operations Manual, with terms beginning July 1, 2002, and
ending June 30, 2003. She stated the Department of Social Services will reimburse the vendors at rates
including room, board, and treatment as described in her memorandums, dated July 12, 2002.
Commissioner Geile moved to approve said agreements and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.
CONSIDER THIRTEEN (13)AGREEMENTS TO PURCHASE RESIDENTIAL CHILD CARE FACILITIES
WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated these agreements
will purchase Residential Child Care Facility Shelter services, with rates including room, board, and
treatment. Commissioner Long moved to approve said agreements and authorize the Chair to sign. The
motion, which was seconded by Commissioner Geile, carried unanimously.

CONSIDER SEVEN (7) AGREEMENTS TO PURCHASE CHILD PLACEMENT AGENCY SERVICES
WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated these agreements
purchase Child Placement Agency services, with rates including room, board, and treatment.
Commissioner Geile moved to approve said agreements and authorize the Chair to sign. The motion was
seconded by Commissioner Long, and it carried unanimously.
CONSIDER THIRTEEN (13) AGREEMENTS TO PURCHASE RESIDENTIAL TREATMENT CENTER
SERVICES WITH VARIOUS PROVIDERS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated these
agreements purchase Residential Treatment Center services, with rates including room and board, and
excluding Medicaid treatment costs. Commissioner Long moved to approve said agreements and
authorize the Chair to sign. Commissioner Jerke seconded the motion. Commissioner Geile commented
the cost for child care is increasing significantly, and he commended the Department of Social Services
for its efforts in negotiating these rates to keep the County's costs as low as possible. There being no
further discussion, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
