RE: GRANT MOBILE HOME PERMIT NO. 924 - MITCH AND DIANA ROMINE
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, on the 12th day of September, 1984 , considered the
request of Mitch and Diana Romine for a mobile home to be used
temporarily during a medical hardship, and
WHEREAS , said mobile home is to be occupied in an A-Agri-
cultural Zone District on a parcel of land being more particu-
larly described as follows:
Part of the N1/2 NEn NW4 , Section 32 , Township
5 North, Range 65 West of the 6th P.M. , Weld
County, Colorado
WHEREAS , the Board of County Commissioners, having heard
the testimony, finds that said request should be granted sub-
ject to the following conditions: 1) the applicant shall apply
for a building permit for the mobile home within thirty days
from the date of approval by the Board of County Commissioners ;
2) a septic permit shall be obtained and the site shall meet
percolation test requirements prior to the issuance of a build-
ing permit; 3) prior to the issuance of a building permit, the
owner shall submit evidence that the proposed well is supplying
water in such a manner as to be adequate in quality, quantity
and dependability for the proposed use; 4) the applicant shall
apply for and obtain a Flood Hazard Development Permit within
thirty days from the date of approval by the Board of County
Commissioners; 5) the applicant shall remove a stored mobile
home from the property or apply for the appropriate zoning per-
mit within thirty days from the date of approval by the Board of
County Commissioners; and 6) the mobile home shall not be occupied
until such time that the applicant has complied with the above
listed conditions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the request of Mitch
and Diana Romine to place a mobile home to be used temporarily
during a medical hardship on the above described parcel of land,
which was found to be in compliance with Section 43 of the Weld
County Zoning Ordinance, be, and hereby is, granted subject to
the hereinabove listed conditions.

This request is for 1 mobile home to be used as: a temporary use during
a medical hardship.
Legal Description of Parcel: Part of the N1 NEk NWT, Section 32, T5N, R65W
of the 6th P.M. , Weld County, Colorado.
Location: Approximately 3/4 mile northeast of La Salle; North of WCR 54
and west of WCR 41.
The Department of Planning Services staff has reviewed this request and
recommends that the request be approved for the reasons:
WILL WILL NOT
X Be compatible with the Weld County Comprehensive Plan
X Be compatible with the surrounding area
X Be in harmony with the character of the neighborhood
X Adversely affect the immediate area
X Be adequately served by water and sewage disposal
facilities
X Adversely affect the general health, safety and
welfare of the inhabitants of the area and the County
COMMENTS:
This case is a result of Violation #483:84:85. The Department of Planning
Services did receive one complaint which initiated the violation action.
The Department of Planning Services staff recommendation for approval is
conditional upon:
1. The applicant applying for a building permit for the mobile home within
thirty (30) days from the date of approval by the Board of County
Commissioners.
2. A septic permit shall be obtained and the site shall meet percolation
test requirements prior to the issuance of a building permit.
3. Prior to the issuance of a building permit, the owner shall submit
evidence that the proposed well is supplying water in such a manner as
to be adequate in quality, quantity and dependability for the proposed
use.
4. The applicant applying for and obtaining a Flood Hazard Development
Permit within thirty (30) days from the date of approval by the Board
of County Commissioners.
5. The applicant removing a stored mobile home from the property or

building. A looped driveway provides access to WCR 52, a gravel road. The
mobile home under review is currently on the property, and it is situated in the
100 year floodplain of the South Platte River.

Permission is requested to move our mobile home out to my parent's place.
My husband is having considerable difficulty in finding any type of job and
with only one of us working it is impossible to keep up the payments on our
home plus our other necessary expenses such as food and utilities. We are
trying our best to make the most of our impossible circumstances and still
keep our home and maintain our credit.
We have no desire to go on welfare of any kind. We are just a couple of
people trying to be happy and live our lives together.
There would be no charge at my parent's place until our bills are paid and
my husband is able to get a job.
We would appreciate your help in granting permission to move our home.

To Whom It May Concern:
Mr. Mitch Romine has been a client of the Colorado Division
of Rehabilitation in its Greeley office since December 1983.
Because of a rather severe learning disability, present throughout
his educational career, Mr. Romine has found it difficult to
gain the skills necessary for long-term, permanent employment.
Also due to this disability and the resulting employment
problems Mr. Homine has been found eligible for services through
my agency. Beginning in September, 1984, a training program is
planned for him which, it is hoped, will enable him to acquire
the skills necessary for employment in a skilled or semiskilled
trade. At this time it appears that the program could potentially
last two years. Until that time, I am certain that Mr. and Mrs.
Romine will find some rather difficult financial times. If the
County were to allow them permission to park their mobil home
on property where a parking fee was not necessary, I know
that they would be relieved of some financial pressure.
If I can supply further information concerning this man I
would be happy to do so with his permission.
