RE: APPROVE INTERAGENCY AGREEMENT FOR JUVENILE STAFFINGS AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld.County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Interagency Agreement for Juvenile
Stafngs among the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, Weld County
School District 6, North Range Behavioral Health, Division of Youth Corrections, 19th Judicial
Probation, Senate Bill 94 and the Island Grove Regional Treatment Center, with terms and
conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Interagency Agreement for
Juvenile Stallings among the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Social Services, Weld
County School District 6, North Range Behavioral Health, Division of Youth Corrections, 19th
Judicial Probation, Senate Bill 94 and the Island Grove Regional Treatment Center, be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of February, A.D., 2002.

RE: Juvenile Service Coordinating Council Inter gency Agreement for UU
Juvenile Staffings
Enclosed for Board approval is a Juvenile Services Coordinating Council Interagency
Agreement for Juvenile Staffings. The agreement is a non-financial agreement. The
Agreement has been reviewed and approved by Bruce Barker, Weld County Attorney.
The major provisions of the agreement are as follows:
1. The Agreement has no ending date.
2. The Agreement provides for staffings to assess and develop plans for at-risk youth
and those involved in the juvenile justice system. These staffings will include
representatives from certain agencies who are parties to the Agreement.
3. Parties to the Agreement include the Department, School District 6, North Range
Behavioral Health, Division of Youth Corrections, 19th Judicial Probation, Senate
Bill 94, and Island Grove Regional Treatment Center.

Attached is the Interagency Agreement for Juvenile Staffmgs. Wade Livingston at the
Attorney General's Office has reviewed the attached agreement. Please follow your
procedures in having the agreement reviewed and signed. If there are changes, please

Interagency Agreement for Juvenile Staffings
This agreement is entered into pursuant to section 19-1-301, et.seq., Colorado Revised
Statutes, to form the Juvenile Services Coordinating Council (JSCC). The mission of the JSCC
is to promote a coordinated effort among agencies and staff to achieve maximum public safety,
reduce duplication and fragmented services, and deliver effective and cost efficient programs to
help children, while at the same time maintaining the appropriate level of confidentiality of
information.
Each of the parties agrees to assign staff, as appropriate, to participate in information
sharing activities during JSCC staffings undertaken pursuant to this agreement, section 19-1-301,
et. seq. Colorado Revised Statutes, arid as outlined in the JSCC Policy and Procedure Manual.
These JSCC staffings will be to assess and develop plans for at-risk youth and those involved in
the juvenile justice system.
Each of the parties agrees to develop internal policies and cooperative procedures, as
needed, to implement this agreement as effectively as possible. These internal policies will also
ensure that confidential information, including education information and juvenile or criminal
justice information, is disseminated only to appropriate and authorized personnel.
The parties will meet periodically to review the JSCC Policy and Procedure Manual
effecting the goals of this agreement, and implement changes as needed. The parties will comply
with all relevant State and Federal laws and other applicable local rules that relate to records use,
security, dissemination of information, and retention/destruction of records, and request and
disseminate information pursuant to this agreement and section 19-1-301, et. seq., Colorado
Revised Statutes., only for purposes authorized by law.
Each of the parties agrees to designate and identify for all parties to this agreement a
person who is ultimately responsible for the execution of this agreement. This specific person or
a designee, will respond to requests for information made pursuant to JSCC staffings, and receive
information for JSCC staffings. The name of the designated personnel will be made available to
all parties to this agreement.
A record of all information exchanged pursuant to this agreement and section 19-1-301
et. seq., will be maintained by the Senate Bill 94 coordinator for the Nineteenth Judicial District
as outlined in the JSCC Policy and Procedure Manual.
Each of the parties agrees to uniformly execute this agreement and staffings with respect
of all persons, without regard to any person's race, color, religion, ancestry or national origin.
