RESOLUTION RE: APPROVE AGREEMENT FOR LIVING SNOW FENCE AND AUTHORIZATION FOR CHAIRMAN TO SIGN SAME WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, an agreement between Alvin W. Swink, Producer; Longmont Soil Conservation District; Boulder Valley Soil Conser- vation District; and Weld County, Colorado has been presented to the Board of County Commissioners, and WHEREAS, the terms are as stated in the agreement, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, said living snow fence is for the purpose of aiding to keep the snow off of the roads and shall be of an experimental nature in Weld County, and WHEREAS, after review, the Board deems it advisable to approve said agreement. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the agreement between Alvin W. Swink, Producer; Longmont Soil Conservation District; Boulder Valley Soil Conservation District; and Weld County, Colorado for a living snow fence be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign same. Provide three (3) strips of land approximately 610 feet long by 10 feet wide for a living snow fence which is positioned as indicated on t.1-e. site 2. Prepare the site for the tree planting by discing and maintain the farm- land between the tree rags with his typical crop maintenance for the life of the snow fence. 3. The producer shall make routine checks on the tree area and inform the lcral (S.C.D.) in Longmont or Weld County Engineering Departnent on any visual problems he may perceive in the tree zone. LONGMONT SOIL CONSERVATION DISTRICT AGREES TO: 1. Supervise and help with the layout and planting of the tree rows. 2. Secure fertilizer tablets from the Boulder District. 3. Do spot checks on the site to determine its condition. WELD COUNTY ENGINEERING DEPARTMENT AGREES TO: 1. Draw up a site plan for the planting and a working agreext nt for the main • - tenance of the snow fence site in conjunction with the lcra1 S.C.D. in Longmont. 2. Secure the trees from the nursery and help at the planting. 3. Supply water for the trees when lack of moisture constitutes a danger to the tree life in the fence area for a period of three (3) years. 4. Help with the general upkeep and appearance of the tree rows until they beoone established. SPECIAL PROVISIONS: • The trees planted in the living snow fence shall not be removed for replanting elsewhere, and neither Weld County or the Soil Conservation Service will be liable for any person's accidents or actions in the living snag fence area other than their awn negligent acts. � / 717 075 /973 Pluducer C../�" l/u�/ Date: Longmont S.C.B. Box 758 Greeley, Colorado 80632 Dear Chariman: On June 2, we assisted in the successful planting of Weld County's first "Living Snowfence" on County Road 7, just east of Erie. The road to be protected often has been closed by drifting and blowing snow. The planting is designed to collect blowing snow in between the windbreak rows , thus preventing snow from accumulating on the road. Other benefits of this planting will be better wildlife habitat- especially nesting cover for ringneck pheasents , cottontails, and non- game songbirds- plus the trees will add beauty to the area. We wish to express our appreciation to Weld County for sponsoring this cooperative "Living Snowfence" program and in particular to inform you of the fine manner in which Allan Miller administered the planning and planting of this program. Allan made all contracutal arrangements , obtained the trees and shrubs at the nursery, and supervised county employees during the layout and planting. It was enjoyable to work with Allan and his crew. Thank you again for your support, we hope this program is continued with more living snowfence plantings next year. 7.
