HomeMy WebLinkAbout20020236.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES AT THE INTERSECTION OF 59TH AVENUE AND "O" STREET WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, at the request of the City of Greeley, the Weld County Department of Public Works has recommended to the Board that Stop signs, advance Stop Ahead signs, Four-Way placards, and a Four-Way red flashing beacon be installed at the intersection of 59th Avenue and "O" Street, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, concurs with the request of the City of Greeley to install Stop signs, advance Stop Ahead signs, Four-Way placards, and a Four-Way red flashing beacon at the intersection of 59th Avenue and "O" Street, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 28th day of January, A.D., 2002. E, GREELEY, COLORADO 80631 • (970)350-935 Greeley January 15, 2002 Drew Scheltinga Weld County Government Department of Public Works Engineering Division 1111 "H" Street Greeley, CO 80631 Subject: Stop Signs at 59th Avenue and"O" Street Dear Mr. Scheltinga: The City of Greeley, Transportation Services Division has received a number of requests to install four way stop control at the intersection of 59th Avenue and"O" Street. The City conducted a traffic engineering study at the intersection October of 2001. Traffic accidents were also evaluated as part of the engineering study. The engineering study was based on the methodology presented in the Manual on Uniform Traffic Control Devices (MUTCD). The traffic counts indicated that the total intersection volume was 6,525 vehicles per average weekday. "O" Street volume was 2,639 vpd and 59th Avenue had 3,886 vpd. The volume requirement warrant was met for 9 hours given the 85t1%ile of speed to be 50.4 MPH eastbound and 48.3 MPH westbound. This warrant was satisfied. There have been a number of accidents in the past 3 years at this intersection. In 1999 there were 5 accidents reported, all were broadside type collisions. In 2000 we had 2 reported crashes, 1 broadside and 1 sideswipe, and in 2001 we had 3 reported crashes. Again all 3 were broadside type crashes. Multi-way stop control is often effective in reducing some of these types of accidents. The City is proposing an MI-Way Stop at this intersection. North and south are required to stop currently, and the city would install additional stop signs, advance stop ahead signs and a 4-way red flashing bacon placed above the center of the intersection. The city would also supplement these signs with pavement markings. (See attached action request) It appears that the majority of this intersection is within the City of Greeley, with the west leg of the intersection being in the County.
