(2) 1 ,000 feet for precision instrument runways. 51 . 1 . 16 RUNWAY: A defined area on an airport prepared for landing and takeoff of aircraft along its length. 51 . 1 . 17 STRUCTURE: An object, including a mobile object, constructed or installed by man, including but without limitation, buildings, towers, cranes, smokestacks, earth formation, and overhead transmission lines. 51 . 1 . 18 TRANSITIONAL SURFACES : These surfaces extend outward at 90 degree angles to the runway centerline and the runway centerline extended at rn o rn o a slope of seven feet horizontally for each foot o o u vertically from the sides of the primary and Lo o n o approach surfaces to where they intersect the u u horizontal and conical surfaces . Such zones are shown on a Greeley-Weld County Airport Zoning Map consisting of one NCOC) M sheet, prepared by Isbill Associates , Inc. , Airport OMO O CO Consultants, dated July 1 , 1984 , which is attached to this H o H r+ Ordinance and made a part hereof. An area located in more m w w w than one of the following zones is considered to be only in the zone with the more restrictive height limitation. The various zones are hereby established and defined as follows: 51 .2 . 1 UTILITY RUNWAY VISUAL APPROACH ZONE: The inner edge of this approach zone coincides with the width of the primary surface and is 250 feet wide. The approach zone expands outward uniformly to a width of 1 ,250 feet at a horizontal distance of 5 ,000 feet from the primary surface. Its centerline is the continuation of the centerline of the runway. cn o OU 51 .2 . 2 RUNWAY LARGER THAN UTILITY VISUAL APPROACH ZONE: o - The inner edge of this approach zone coincides 1° o U with the width of the primary surface and is 1 ,000 feet wide . The approach zone expands a outward uniformly to a width of 1 ,500 feet at a 00 z horizontal distance of 5 ,000 feet from the primary surface. Where the precision instrument runway � �o m approach zone projects beyond the conical zone , c.] a there are established height limits sloping seven co w N 5 feet outward for each foot upward beginning at in ow in M the sides of and the same elevation as the w approach surface, and extending a horizontal o ,_ m z distance of 5 ,000 feet measured at 90 degree u z o angles to the extended runway centerline. a ua w 51 .3 .5 HORIZONTAL ZONE: Established at 150 feet above T x the airport elevation or at a height of 4 ,808 o r'' Ln un feet above mean sea level. 0 0o w w " 51 .3 . 6 CONICAL ZONE: Slopes 20 feet outward for each w w foot upward beginning at the periphery of the horizontal zone and at 150 feet above the airport elevation and extending to a height of 350 feet above the airport elevation. 51 .4 USE RESTRICTION: Notwithstanding any other provisions of this Section, no use may be made of land or water within any zone established by this Section in such a manner as to create electrical interference with navigational signals or radio communication between the airport and aircraft, make it difficult for pilots to distinguish between airport lights and others, result in glare in the eyes of pilots using the airport, impair visibility in the vicinity of the airport, create bird strike hazards, or otherwise in any way endanger or interfere with the landing, takeoff, or maneuvering of aircraft intending to use the airport. 51 . 5 NONCONFORMING USES: 51 .5 . 1 REGULATIONS NOT RETROACTIVE: The regulations prescribed in this Section shall not be construed to require the removal , lowering, or other change a, o or alteration of any structure or tree not o u rn o conforming to the regulations as the effective - . o u date of this Section, or otherwise interfere with co U co the continuance of a nonconforming use. Nothing u contained herein shall require any change in the Jo • La construction, alteration, or intended use of any o o z o w structure, the construction or alteration of o• x o g which was begun prior to the effective date of law o x this Section, and is diligently prosecuted. a caw O a 51 .5 . 2 MARKING AND LIGHTING: Notwithstanding the N z o preceding provision of this Section, the owner of ,n w any existing nonconforming structure or tree is •• Q, 0 x hereby required to permit the installation, -i x Lo operation, and maintenance thereon of such w• x markers and lights as shall be deemed necessary d a w by the Greeley-Weld County Airport Authority to i z CO u indicate to the operators of aircraft in the N H vicinity of the airport the presence of such o H O H obstruction. N w co k+ o W co zrn w 51 .6 VARIANCES: Any person desiring to erect or increase the O1z w z height of any structure , or permit the growth of any tree, o • o rtc or use property, not in accordance with the regulations U prescribed in this Section, may apply to the Board of 415 u z Adjustment for a variance from such regulations under a a Section 61 . 3 . Morrison Planning Department Director, Chuck Cunliffe The following business was transacted: I hereby certify that pursuant to a notice dated July 30, 1984, and duly pub- lished in the La Salle Leader on August 2, 1984, a public hearing was con- ducted to consider amending Weld County Zoning Ordinance No. 89. Lee Morrison, Assistant County Attorney, read the request into the record. Chuck Cunliffe, Planning Department Director, read the favorable recommendation of the Planning Commission into the record. (Tape Change #84-79) Mr. Cunliffe stated that one very minor change has been made since the Planning Com- mission's recommendation. Mr. Cunliffe introduced Tim Rogers, Aiiport Mana- ger, who explained Section 51 being added to the Zoning Ordinance and presented the airport overlay map. Mr. Cunliffe stated that Ordinance #89-C incoLporates these changes into the Weld County Zoning Ordinance. Joan Spangler came for- ward and requested a clarification of the amendment to Section 32.7.8 which clarifies the number of animal units permitted per lot in the Residential Zone District. After further discussion, Commissioner Brantner moved to receive the recommendation of the Planning Commission with respect to amending Ordinance #89. Commissioner Martin seconded the motion and it carried with a unanimous vote. Mr. Morrison read Ordinance #89-G into the record. Commissioner Brantner moved to approve the first reading of Ordinance #89-G and direct the Clerk to the Board's Office to publish forthwith.
