The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 7, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Geile moved to approve the minutes of the Board of Social Services meeting
of August 5, 2002, as printed. Commissioner Long seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $18,867.66. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AGREEMENT TO PURCHASE GROUP CARE CENTER SERVICES AND AUTHORIZE
CHAIR TO SIGN - RITE OF PASSAGE, INC.: Judy Griego, Director of Social Services, stated this
agreement includes room, board and treatment care. Commissioner Long moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried
unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL,SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego explained the State has asked
the Department of Social Services to define its process and procedures to provide retroactive payments
for child care services. In response to Commissioner Geile, Ms. Griego stated several Regional
Treatment Centers were criticized in a recent State audit; however, the audit does not specify which
agencies were audited. She stated this matter will be discussed on the State agenda tomorrow in detail.
She stated they have also discussed abolishing profit-making child placement agencies. Commissioner
Geile moved to approve said revisions. Commissioner Long seconded the motion, which carried
unanimously.

There being no further business, this meeting was adjourned at 9:10 a.m.
