RE: S-609 Moorea Manor Sketch Plan
(Lot A of RE-2812,West'/ Section 2,T2N, R67W,6th P.M.)
Dear Robert:
We have reviewed the information in your letter of April 24, 2002 relating to the Sketch Plan
Review for Moorea Manor (S-609). Please find attached a Change of Zone submittal package and
a summary of responses to concerns as identified in the Sketch Plan Review. Following is a
summary of concems:
1. Water
We have submitted an executed line extension agreement with Central Weld County
Water District. This agreement is necessary to insure the timely extension of water mains
to the property to satisfy domestic and fire needs.
2. School
We have provided a bus stop and modified the cul-de-sac radius to provide for school bus
service. School impact fees will be paid by individual lot owners prior to building permit
issuance. This arrangement has been approved by the School District.
3. Fire
The cul-de-sac layout has been modified to accommodate fire trucks as requested. Fire
hydrants have also been sited as requested.
4. Compatibility Section 22-2-170.C.1.b(R. Policy 3.2)
This project will be compatible with existing adjacent land uses as follows:
1. Structure setbacks will be a minimum of 100 feet. All structures will be confined to
approved building envelopes.
2. Existing irrigation patterns will be maintained. The existing irrigation system will be
used to establish native grasses as were historically grown on the property.

3. Existing drainage patterns will be maintained.
4. No overlot grading will be allowed.
5. Roadway connections will be at existing access points.
6. The lot sizes (4.5 acre minimum)were established above allowed minimums to be
compatible with existing rural residences.
7. The land has not been maintained for several years. The irrigation system has
been left in disrepair and weeds have overgrown the site. The development
activity will insure proper maintenance and conservation of the parcel.
5. Weld County Streets
A forty foot right-of-way for the west one-half of Weld County Road 21.5 was dedicated as
part of Lot A, RE-2812. This right-of-way will be shown on all recorded plats.
6. Drainage
A final drainage report will be prepared and submitted with final construction documents.
7. Interior Streets
The proposed HOA will maintain all streets. Streets will be dedicated to Weld County via
the Final Plat. All interior streets will conform to Weld County Code, Chapter 24, Article
VII, Design Standards. All six lots will access directly to the internal street system.
8. Easements
All easements will be provided as outlined in Chapter 24,Article VII, Design Standards.
9. Open Space/Landscaping
The design of the subdivision was completed to achieve several goals which would
enhance the viability and attractiveness of the site as follows:
1. Existing irrigation patterns would be maintained.
2. Lot views would protected.
3. Minimum lot sizes would be 4.5 acres.

4. Structures would be allowed only in approved building envelopes.
5. No overlot grading or modification to the existing land form will be allowed.
10. Use/Bulk Requirements
All proposed lots shall adhere to the allowed uses in the Estate Zone District. The Right to
Farm Statement will be noted on the Final Plat.
11. Gas I Oil
The owner of this project has an on-going relationship with the owners of the oil and gas
rights for this area. All drilling in this area has been completed. Access to existing wells
and setbacks to existing wells have been approved by the oil and gas leasees.
12. Agreements/Improvements
The owner will comply with Section 24-9-10, Section 24-9-20 and Design Standards for
Minor Subdivisions,Article VII of the Weld County Code.
13. Environmental
No environmental impacts are created by this project. As agriculture property,there are no
existing wetlands on the property.
14. Irrigation
Utility crossings and one vehicular crossing will be requested of the Lupton Bottom Ditch
Company. An agreement will be provided.
15. Sheriff
A bus turnout will be provided at the entrance to the subdivision.
16. Street Names
Street names will be provided so as not to duplicate existing names. All street signs shall
be installed by the developer.

addressed by this zone change submittal. Please review this information at your earliest

Change of Zone Questionnaire
1. The proposed rezoning for Moorea Manor is consistent with the policies outlined in
Chapter 22 of the Weld County Code. The project is a rural scale residential development
consistent with existing land uses in the area. The project will not impact adjacent
agricultural area and will improve existing irrigation systems to enhance ground cover on
the property. The proposed six lots will utilize existing road, water, irrigation and drainage
systems and will not negatively impact other Weld County services.
2. The rural character of Moorea Manor will be consistent with land uses on all sides of the
property. The proposed project will consist of six (6) lots on 35 acres. The anticipated
coverage of structures,roadways and driveways will represent less than 4% of the site and
is similar to existing improvements along the south side of the property.
3. The proposed project will use individual sewage disposal systems (ISDS) for each lot.
Preliminary percolation tests prepared as part of the Engineering Geology Report by
Church &Associates, Inc. indicate that conditions are acceptable for this type of system.
Two locations for ISDS will be identified on each lot. The minimum lot size of 4.5 acres is
well above the minimum size required for ISDS utilization.
4. The Central Weld County Water District will provide domestic and fire protection water for
this project via extension of a 10" water main in Weld County Road 21.5. Irrigation water
will be provided via private laterals for landscape and yard watering. These private laterals
will be supplied with water from the Lupton Bottom Ditch which runs through this site.
5. There are no soils conditions which exhibit moderate or severe construction limitations for
this project based on the Engineering Geology Report provided by Church & Associates,
Inc. It is anticipated that geotechnical evaluations and engineered foundations will be
completed for each residential structure on each lot.
6. Access to this project will be provided by Weld County Road 21.5. The Weld County
Public Works Department has determined that this project will develop minimal traffic
impact, that Weld County Road 21.5, a paved major collector, is adequate to absorb this
impact and that no traffic impact report will be required.

7. The Engineering Geology Report prepared by Church & Associates, Inc. for this project
indicates that there are no viable commercial mineral deposits contained within the limits of
this property. Oil and gas interests have been fully developed in this area. Access and
setbacks from two existing wells along the north boundary of this project have been
approved by the leasees.
8. The proposed change of zone is not located within a Flood Hazard Overlay District.
9. The proposed change of zone area is not located within a Geologic Hazard Overlay
District.
10. The proposed change of zone area is not located within an Airport(AP) Overlay District.

from the cleaning and maintaining of the ditch by Grantor or his assignees.
5.If the irrigation ditch fails as a result of the Grantee's crossing thereof with its
