Re: Concerns with WCR 13 between WCR 68.5 and WCR 74
Dear Mr. Johnson:
Thank you for your letter regarding maintenance concerns on the referenced portion of Weld
County Road (WCR) 13 a.k.a. Larimer County Road (LCR) 1.
Larimer and Weld Counties have an agreement which stipulates the specific portions of roadway
that are to be maintained by each county. Weld County is responsible for the portion of roadway
referenced in your letter.
Your letter inquired whether the agreement stipulated a uniform quality for roadway
maintenance. The agreement does not stipulate maintenance standards which each county must
follow.
Our last series of traffic counts on this roadway were completed May 2002. The counts were 105
vehicles per day north of LCR 36, and 177 vehicles per day south of LCR 36. These counts
were taken over a 72-hour period and adjusted for seasonal usage. These counts are not
sufficient for consideration for dust control on this roadway segment.
You inquired whether certain types of vehicles were considered in mitigating for dust control.
State regulations require the County to control fugitive dust when the adjusted daily vehicle
count average over a 72-hour period exceeds 200 vehicles per day. Those regulations and our
County Policy require we consider the volume, not the types of vehicles, when determining the
need to mitigate for fugitive dust.

We will continue to schedule motor grader maintenance on this roadway on a weekly basis.
Because of the exceptionally dry weather, we have budgeted for overtime to be used by our
motor grader operators when a weekend rain occurs. This allows them an opportunity to utilize
available moisture to better maintain roads. When the occasion arises,we will make every effort
to use that option along your roadway segment.
Finally, this roadway is scheduled for heavy maintenance later this year by our rover maintenance
crews. The maintenance will include new gravel material,which should improve the surface
stability.
As always, you have the option of having a dust suppression chemical applied to the roadway
adjacent to your home at your expense. That activity should be coordinated through the Public
Works Department at (970)356-4000, extension 3750. They will ensure the roadway is well
graded before the chemical is applied.

Subject: The County Line Road (LCR 1/ WCR 13) between WCR 681/2 and WCR 74
It is time for my annual expression of dissatisfaction with the condition and maintenance
of this stretch of road. While I reside in Larimer County and this year paid a grand total
of$4739.3I in taxes, it seems that my county does nothing to provide a safe and healthy
environment associated with my residence road. I do understand that county line roads
are shared for maintenance and upgrades and each county takes their stretch. Is there not
a written agreement that stipulates a uniform quality to the same road?
When we first moved here in 1978, the road was uniformly graveled and I had no
complaint in that the road was what it was and was routinely graded every Monday
morning by an individual that really took pride in doing a good job. Admittedly we still
had some dust problems and by the end of the week, corrugation had returned but now
we are inundated with dust and the corrugations are there by the afternoon after the
occasional grading that does get done. Then (1978), the entire county line road was
graveled while now there are erratic improvements ranging from first class asphalt to
portions that are Envirotech treated.
Note: A very common traffic pattern that is used by vehicles passing our house is to
come from Harmony Rd. near Timnath to follow LCR 3F (paved) to LCR 36
(Enviroteched) to WCR 13 (Graveled and Corrugated) to WCR 68 1/2(Enviroteched)...
or the reverse!
I know that Weld County has done traffic surveys and reports that the road doesn't have
the necessary 200 vehicles /24 hrs. The last survey was done well after the peak
agricultural and construction traffic had subsided. Isn't another important point the type
of traffic as well as speed?We have gravel and sod trucks as well many livestock trucks
and trailers that make incredible noise as they rattle over the corrugations. I only wish
that you would come and experience the dust, noise and speed that we live and cough
with. I have 2 little grandsons that live at 5601 and their respiratory health is in jeopardy
due to the consistent gravel dust in the air. A colleague of mine that lived on WCR 70
informed me that Weld county paved their one mile stretch of road when the 12 residents
along the road agreed to pay $500 each. Can we work on that option?Minimally, can't
we have this stretch of road be Enviroteched?I don't mean just in front of the houses in
that the dust from the skipped stretches drifts.
In return for this memo, I am expecting a written response from each county as to my
expressed concerns. Specifically what is your agreement as to consistent quality of a
county line road and am I all wrong to assume that as a taxpayer in Larimer County that
my Commissioners shouldn't look out for our health and safety?
