The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County Centennial Center, 915 10th Street, Greeley, CO, Tuesday, September 17, 2002, 6:30 p.m. ROLL CALL: The meeting was called to order by President Joyce Smock. Vice President Mitchell Martin, Councilman Dwaine Kurtz, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilwoman Jody Malone was excused. Also present: Sheriff Ed Jordan, Julie Brewer, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Sheriff Ed Jordan voiced his appreciation for the honor of serving as Weld County's Sheriff for almost 16 years, noting he had been with the Sheriffs Department for 26 years. Sheriff Jordan highlighted several Sheriff Department programs beginning with the Volunteer Program which has grown from five volunteers in 1987 to a current total of more than 300 volunteers. The consolidation of Sheriff Department services with the Greeley Police Department has streamlined services and has been cost effective. Consolidated services now include: the computer system, the records' department, evidence storage, the criminal lab and the drug task force. Sheriff Jordan also explained the establishment and improvements to these Sheriffs Office programs: traffic enforcement, community policing, the new jail, a new recruiting program, staff development, and the office's credibility. Following a two-minute recess, the meeting was resumed at 7:35 p.m. APPROVAL OF MINUTES: Councilman Mitchell Martin made a motion to approve the August 20, 2002 minutes. The motion was seconded and carried. PUBLIC COMMENT: There was no public comment. UNFINISHED BUSINESS: Salary-Setting Resolutions Councilman Dwaine Kurtz made a motion that the Sheriff and the Assessor and Clerk/Recorder salary-setting resolutions by reconsidered. The motion died for lack of a second. rat 11-25-iD) 2002-3063 Weld County Council Minutes September 17,2002 Page 2 of 3 Council members signed the following resolutions that had been approved by motion at the August 20, 2002 Council meeting: Resolution 136: Salaries of Weld County Commissioners Resolution 137: Salary of Weld County Sheriff Resolution 138: Salaries of Elected Officials-Weld County Assessor & Weld County Clerk/Recorder NEW BUSINESS: Request for Home Rule Information Council members discussed a request for information from Jeff Evans from Mesa County about Weld County's home rule system. Councilwoman Joyce Smock will forward the request to the Weld County Commissioners and other Weld County elected officials. APPOINTMENTS AND ANNOUNCEMENTS: Councilman Dwaine Kurtz and Councilman Mitchell Martin will attend the September 24 Elected Officials and Department Heads meeting and lunch. Councilman Mitchell Martin and Councilman Douglas Rademacher are planning to attend the October 14, 2002 Elected Officials meeting at the Clerk/Recorder's Office. CORRESPONDENCE: Council members reviewed the correspondence. COORDINATOR REPORTS: Social Services Complaint Letter President Joyce Smock reported that she had discussed a complaint letter about Social Services with a Department of Social Services employee. She learned steps had been taken to resolve the citizen's concern. Weld County Tax Rolls in Johnstown A concern regarding a recreation special district not receiving its taxes was discussed by Councilwoman Joyce Smock with Assistant Weld County Assessor Chris Woodruff. Mr. Woodruff said that the Assessor's office did not lose tax money, and checks and balances were in place to assure all special districts receive their taxes in the future. The rapid growth in Weld County has created a challenge for the Assessor's office to keep abreast of an ever-increasing number of special districts. Weld County Council Nomination Process Councilman Dwaine Kurtz reported he had filed to run for the At Large Weld County Council position in the November 2002 election. Weld County Council Minutes September 17,2002 Page 3 of 3 He said that he had discussed the following issues with personnel at Weld County's Election Department: Twenty-five signatures are required to run for a town board, but 200 signatures are required to run for the Weld County Council. Each side of each page of the Council Designation Petition has to be notarized. A historical perspective and understanding of the County's redistricting policy are needed. PAYMENT OF THE BILLS: Councilman Douglas Rademacher made a motion to pay the following bills: Mileage for Councilman Mitchell Martin $22.08 Mileage for Councilman Douglas Rademacher $19.32 Mileage for Councilwoman Joyce Smock $41.10 The motion was seconded and carried. ADDITIONS: 1. Councilman Dwaine Kurtz asked if there were adequate signs to direct drivers to the South West Weld County Administrative Building. The need for signs on Weld County Road 66, Highway 119, and 125 was discussed. Councilman Douglas Rademacher said that he would talk with Public Works Director Frank Hempen about the need for additional signs.
