April 16, 2002 Tapes 179A02 & 180A02 - The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 101h Street, Greeley, CO, Tuesday, April 16, 2002, 6:30 p.m. ROLL CALL: The meeting was called to order by President Joyce Smock. Vice President Mitchell Martin, Councilman Dwaine Kurtz, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilwoman Jody Malone was excused. Also present: Sergeant Jon Baker, Kevin Darst, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Councilman Douglas Rademacher introduced Greeley Police Department's Sergeant Jon Baker, Supervisor of Weld County Regional Communications. Sergeant Baker gave the history of the Regional Communications Center formed in 1993 by joining the Greeley Police Department and the Weld County Communications Department. He explained that the Center handles emergency communications and provides after 5:00 p.m. answering service for the following: all Weld municipalities, except Ft. Lupton and Erie; Weld County government; twenty- seven fire departments; two ambulance departments; and Northern Colorado's Airlife helicopter. In 2001 a half-million calls were handled by the Communications Center. The Communication Center is reviewing ways to adequately staff the Communications Center and alternative ways to provide non-emergency services due to rapid growth in Weld County. Sergeant Baker explained modes of communications that are changing the Communication Center's operations including mobile data transmitters and the 800 megahertz digital radio band. AGENDA ADDITIONS/APPROVAL: Councilman Dwaine Kurtz asked President Joyce Smock to add to the agenda: Weld County's Comprehensive Plan and Legislative Action Regarding Colorado County Treasurers. APPROVAL OF DOCUMENTATION: March 19, 2002 Council Minutes Councilman Douglas Rademacher made a motion to approve the March 19, 2002 Council minutes. The motion carried. PUBLIC COMMENT: There was no public comment. UNFINISHED BUSINESS: 2002 Salary Setting for Elected Officials Councilman Dwaine Kurtz made a motion to continue the 2002 salary setting for elected officials to the next meeting. The motion carried. Greeley Stampede Parade Councilman Dwaine Kurtz made a motion that the Council not participate in the Greeley Stampede Parade. The motion carried. NEW BUSINESS: Appointments and Announcements President Joyce Smock and Councilman Rademacher are planning to attend the July 8, 2002 Elected Officials Meeting at the North Jail. Department Surveys - Strategic Planning President Joyce Smock advised Council secretary, Bev Thomas, to respond to Mr. Persichino's customer service surveys on behalf of council members. CORRESPONDENCE: Council members reviewed the correspondence. COORDINATOR REPORTS: Special Review Permit 1360 Councilman Douglas Rademacher said that he had conveyed Mr. Koldeway's concerns to Commissioner Vaad regarding Special Review Permit 1360. PAYMENT OF THE BILLS: Councilman Rademacher made a motion to approve the bills as listed: Mileage for Councilman Mitchell Martin $ 22.08 Mileage for Councilman Douglas Rademacher $ 19.32 Mileage for Councilwoman Joyce Smock $ 41.40 Greeley Tribune Subscription $102.00 The motion carried. Weld County Council Minutes April 16,2002 Page 3 of 3 ADDITIONS TO THE AGENDA: Comprehensive Long-Range Planning Councilman Dwaine Kurtz said that he had attended a special meeting of the Planning Commission when the Comprehensive Long-Range Planning Committee (made up of Weld County citizens supported by Planning Commission staff) presented a segment of its recommendations for alterations to the Weld County Planning Comprehensive Plan. This process is on-going and requires much effort and dedication by the citizen members of the committee and the commission. Legislative Action Regarding Colorado County Treasurers Councilman Kurtz reported on a news release that the Colorado Legislature had acted to empower Colorado County Commissioners to require County Treasurers to correct problems disclosed by outside auditors. ADJOURNMENT: Councilman Douglas Rademacher made a motion to adjourn the meeting.
