RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO FRANK'S RIDE FOR
CHILDREN 2002, C/O DOUG KEIM - MAY 19, 2002
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Frank's Ride for Children 2002, do Doug Keim, 209 Sherman Street,
Longmont, Colorado 80501, has presented to the Board of County Commissioners an
application for a Permit for Temporary Assembly on land within the unincorporated portion of
the County of Weld, State of Colorado, to be held from 6:00 a.m. on May 19, 2002, until 10:00
p.m. on May 19, 2002, on property described as follows:
Dandy Acres Painted Horse Farm, 1763 Weld
County Road 20.5, Longmont, Colorado 80504;
being further described as part of Section 18,
Township 2 North, Range 68 West of the 6th P.M.,
Weld County, Colorado
WHEREAS, said applicant has paid to the Weld County the sum of ONE-HUNDRED
DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant
a Weld County Permit for Temporary Assembly to Frank's Ride for Children 2002, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials and upon the express condition and
agreement that the temporary assemblage will be conducted in strict conformity to all laws of
the State of Colorado, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that said Weld County Permit for Temporary Assembly on May 19,
2002, be, and hereby is, granted to Frank's Ride for Children 2002, c/o Doug Keim, to conduct
a temporary assemblage at the hereinabove described location.

2. Nature and purposes of the assembly:
The mission of Frank's Ride is to help Colorado children who are fighting life-threatening illnesses and
who want to have a wish granted. The children we sponsor participate in our run—riding in our sidecars!
They and their families have a great time and really enjoy seeing all the motorcycles and vehicles
supporting their wishes.
3. Dates and hours during which the assembly is to be held:
Frank's Ride for Children will be celebrating its 16th year on Sunday May 19,2002. This event will start at
6am and last until approximately 10pm on 5-19-2002.
4. Maximum number of persons to be allowed at assembly at any one time:
The total number of participants at the 15ih Annual Frank's Ride held 5-20-01 was 840;therefore,we
expect approximately between 1,000- 1,500 to attend the 2002 event.
5. The maximum number of tickets to be sold,if any:
Not applicable.Participants pay their donation fee on the day of the event at Sign-up/Registration. These
proceeds are then donated directly to the Make-A-Wish Foundation®of Colorado.
6. Identify plans to limit the number of persons to the maximum identified above:
See above—not applicable.
7. Identify plans for supplying potable(drinking)water,including the source,number and location of
facilities:
The Colorado National Guard(located in Longmont,Colorado)donated a 500-gallon potable tank
containing drinking water and has agreed to donate the same for Frank's Ride 2002. They stated that they
would increase the amount of drinking water to donate per our request. McLane Western,Inc. located in
Longmont,Colorado donated 300 bottles of drinking water and also agreed to donate to Frank's Ride 2002.
The bottles of drinking water will be placed in horse troughs(on ice)in various shaded areas of the event
premises.

8. Identify the plans for providing separate toilet facilities for males and females,including the source,
number and location,type and means of disposing of wastes deposited:
Little John's of Northern Colorado provided three(3)regular outhouses,as well as one(1)handicap access
outhouse at this year's event. Frank's Ride also owns three(3)additional outhouses. The total number of
outhouses provided were six(6)regular outhouses and one(1)handicap access outhouse. Little John's
provided delivery,set-up and removal of the outhouses/waste from the property. They have agreed to
provide the same service for Frank's Ride 2002. As we are expecting more people,we will provide
additional outhouses for next year's event—nine(9)regular and two(2)handicap access outhouses. The
outhouses will be clearly marked MALE and FEMALE.
9. Identify the plans for holding,collecting and disposing of solid waste materials:
As mentioned above,Little John's of Northern Colorado will be providing this service for Frank's Ride
2002.
10. Identify the plans to provide for medical facilities,including the location and construction of any
structures,the names,addresses and hours of availability of emergency medical technicians and
nurses and provisions for emergency ambulance service:
Longmont Emergency Unit located in Longmont,Colorado provided emergency ambulance/medical
services at this year's event. The ambulance and medical technicians were located on the property for the
entire duration of the event and have agreed to provide Frank's Ride 2002 with the same service.
11. Identify the plans,if any,to illuminate the location of the assembly,including the source and amount
of power,and the location of lamps:
Sam Jones,Captain of the Electric Department of Maicom Company provided the power for this year's
event and will do so again in 2002.The power pole is located at the right of the Stage Area(see diagram).
A 200amp generator provided the power necessary to run lights to illuminate the Stage,Food and
Bathroom areas.
12. Identify the plans for parking vehicles,including the size and location of lots,points of highway
access and interior roads,including the routes between highway access and parking lots:
See the diagram for Frank's Ride 2002. As this is a private horse farm,there are no parking lots or
highway access:however,the parking areas will be clearly marked and Frank's Ride staff members will
direct participants into the designated parking areas(this was done at this year's event and will be done
again for Frank's Ride 2002).
13. Identify the plans for communications with hospital,police and fire services,including the source,
amount and location of communication equipment.
See questions: 10, 15 and 16.
.• Longmont Emergency Unit personnel will be providing emergency medical services and will be
present on the event premises.
.• Longmont Police Department personnel will be providing police services and will be present on the
event premises.
:• Mountain View Fire Protection District personnel will be providing fire services and will be present on
the event premises.
14. Identify the plans for camping facilities,if any:Not applicable.
15. Identify the plans for fire protection.
Mountain View Fire Protection District located at the intersection of County Road 1 &
W.C.R.20 '/2 provided fire protection at this year's event and will do so again for Frank's Ride 2002.

16. Identify the plans for security,including the number of guards,their deployment,their names,
addresses,credentials and hours of availability and description of peer group control,if any:
The entire volunteer staff of Frank's Ride will provide security for the 2002 event,as it was done at this
year's event. The staff members are identified by wearing"FRANK'S RIDE POKER RUN STAFF"shirts.
Additionally,there will be fifteen(15)staff members designated specifically as"Security"personnel. The
designated"Security"personnel will also wear armbands marked"FRANK'S RIDE SECURITY". The
Colorado National Guard also assisted with security at this year's event and have agreed to do so again at
Frank's Ride 2002.
17. Identify the plans for sound control and sound amplification,if any,including the number,location
and power of amplifiers and speakers:
Joe Cool,a local area rock-n-roll band,provided live entertainment at this year's event. They had three(3)
20amp circuits located at the Stage Area(see diagram)and Nation's Rent provided two(2)200amp
generators for the band's power needs. This will be done again for Frank's Ride 2002.
18. If applicable,identify plans for meeting County health standards for food concessions and
concessionaires who will be allowed to operate on the grounds,including the names and addresses of
all concessionaires and their license permit numbers:
Not applicable—we do not allow food concessions and/or food concessionaires. The volunteer staff of
Frank's Ride prepares and serves the B-B-Q pork/beef,which is roasted in four(4)large cast-iron cookers.
19. Identify the plans,if any,for an electrical system:
See questions: 11 and 17. Maicom Company and Nation's Rent will be providing the set-up and use of
their job-site-sized generators to provide the electricity for the 2002 event.
20. Identify the plans to ensure that trees,underbrush,large rocks and other natural features shall be
left intact and undisturbed,and natural vegetative cover retained,protected and maintained so as to
facilitate drainage,prevent erosion and preserve the scenic attributes;and the plans to abate dust on
the site:
Bill Bowen,owner of Bowen Enterprises DBA Centennial Backhoe located in Longmont,Colorado has
provided personnel and equipment to Frank's Ride for many years. He and his personnel are very
committed to the preservation of all scenic attributes of the event premises and work very hard to maintain
the property's natural state. As mentioned in question 1,the event is being held on the 15-20 acres in the
rear portion of the property. Several staff members of this year's event(Doug Keim,Tracy Wright and Jeff
Rodgers)recently planted 100 pounds of pastureland grass seed at the property to regenerate any grass
damaged by the event participants. This will also assist in abating any dust on the property,as well as,
prevent erosion,while maintaining the property's scenic attributes. The same will be done for and after the
2002 event.
21. Attach a statement by a bonding company licensed to do business in the State of Colorado indicating
its intent to furnish a bond to ensure performance by the applicant of each of the terms and
conditions of the temporary assemblage permit.
FNB located in Longmont, Colorado has agreed to cover Frank's Ride 2002 under its own bond(in the
amount of$3,000). More information will be provided under separate cover.
22. Attach a statement by an insurance company licensed to do business in the State of Colorado
indicating its intent to provide liability insurance to protect against injury to persons or property
occurring as a result of such an assembly.
Make-A-Wish Foundation®of Colorado has agreed to cover Frank's Ride 2002 under their event
insurance policy. More information will be provided under separate cover.

LETTER OF CONSENT
I,Jesse Thomas, do hereby authorize the use of my property for the sole purpose of
hosting the event known as Frank's Ride for Children. This event benefits Make-A-Wish
Foundation®of Colorado and is scheduled for Sunday May 19,2002.
I do understand that there will be approximately 1,000— 1,500 people attending, as
well as, staff members from Frank's Ride and Make-A-Wish Foundation®of Colorado. It
is also my understanding that there will be a pig roast(served with all the trimmings),
alcoholic/non-alcoholic beverages, as well as, live entertainment on the event premises.
My property is completely fenced with one main gate serving as the main entrance
to the event premises.
