Dear Commissioners,
o vironmental Services,LLC has only one concern and recommendation for the
fee structure. We request consideration that the fees for a USR for a Confined

ng Operation be capped to a maximum of$5,000 for the following reasons.

5. The Health Department typically does not substantially review Manure Management
Plans or Nuisance Plans until after the hearings because they do not want to spend the
time unless a use is approved.
We respectfully request this adjustment and would be willing to meet to discuss this issue
should you need additional information.

Subject: Follow up information concerning Animal Confinement
Operations
Date: December 10, 2002
ANIMAL UNIT: A term and number used to establish an equivalency for various species of
LIVESTOCK. The number of LIVESTOCK allowed by right is dependent upon bulk
requirements of the Agricultural, Estate or R-1 (Low-Density Residential) Zone Districts.
LIVESTOCK in excess of the bulk requirements for the Agricultural Zone District shall require a
Use by Special Review Permit for a LIVESTOCK CONFINEMENT OPERATION. All
LIVESTOCK shall have the following ANIMAL UNIT equivalents and bulk requirements
contained in Table below:
