RE: APPROVE APPLICATION FOR 2002-2003 PREVENTATIVE HEALTH AND HEALTH
SERVICES BLOCK GRANT FOR CREATION OF REGIONAL RESOURCE TEAM
FOR SAFE MANAGEMENT OF SCHOOL CHEMICALS IN WELD COUNTY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2002-2003
Preventive Health and Health Services Block Grant for Creation of Regional Resource Team for
Safe Management of School Chemicals in Weld County from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Public Health and Environment, to the Colorado Department of Public Health
and Environment, with terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the 2002-2003 Preventive Health and Health
Services Block Grant from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Health and
Environment, to the Colorado Department of Public Health and Environment be, and hereby is,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of December, A.D., 2002.

Background: Weld County Schools have approximately 30,000 students, which are potentially exposed
to hazardous chemicals in the school setting through the science, art, and industrial/vocational programs.
It is our intent to create a regional resource team consisting of Weld County personnel, Union Colony
hazardous materials team, school district personnel, and representatives from local city or municipality
law enforcement and fire protection. Along with the development of a regional resource team, we are
planning an educational forum from which science, art, and vocational/industrial instructors can learn
about safe chemical management and small-scale chemistry practices. Dr. Stephen Thompson from
Colorado State University will be providing his expertise on small-scale chemistry for this forum.
Application
1. Proiect Title: Regional Resource Team for the Management of School Chemicals in Weld County.
2. Health Problem Addressed: Reduce the risk to students and staff in Weld County schools from toxic
and hazardous chemicals.
3. Proiect Strateev: This program will develop a regional resource team to assist with chemical
management in schools. A chemical resource team will be set up, which draws on existing expertise
within the region and local communities with assistance from other agencies when specialized skills
or equipment is needed.
4. State Health Objectives: This program will address Health People 2010 Objectives 8-20 by
increasing the proportion of the state's primary and secondary schools that have established,
implemented, and maintained the appropriate chemical management systems, thereby reducing the
hazards associated with potentially dangerous, unstable, and shock-sensitive chemicals, and ensuring
the safety of the students and faculty.
5. Local Health Objectives:
A.)Develop a regional resource team in Weld County consisting of representatives from Weld
County (health department, law enforcement, etc.), Union Colony Hazardous Materials Team,
Colorado Department of Public Health & Environment, and local cities and municipalities to serve
as a resource for Weld County school districts for the proper management and disposal of
chemicals used in school laboratories, by September 30, 2003.
This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issue 2:
Community Partnerships.
Goal: To increase public/private collaboration on projects which affect public health.
Objective 2: A baseline number of public/private collaborations will be established by
December 31, 2001 and increased annually by 1 % until 2005.
B.) Develop and implement an educational training on safe chemical management in schools
(including the introduction of small-scale chemistry), for teachers, curriculum specialists, risk
managers, and purchasing agents, by September 30, 2003.
This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issue 9:
Community Outreach and Education.
Goal: Increase public awareness of environmental issues and promote voluntary compliance.
Objective 3: Outreach to educate citizens on environmental issues and actions, which can
be taken to reduce cumulative impacts on the environment will increase by 3%, by
December 31, 2001.
C.) Assist with school laboratory inventory audits and inspections, by September 30, 2003.
This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issuell:
Waste Generation, Disposal and Diversion.
Goal: Increase environmentally friendly waste handling opportunities for residents and industries.
Objective 2: Increase overall usage of available problems and services by a minimum of
10% from 2000-2001.
6. Essential Service Area: The formation of regional resource teams crosses over several essential
service areas, including: Essential Service 3 — Inform and Educate; Essential Service 6 — Enforce
Laws and Regulations; Essential Service 7 — Link people to service; and Essential Service 4 —
Mobilize Partnerships. Of these four services, Essential Service 4 is the most closely related
service with the other identified services being an outcome of the mobilization efforts.
As outlined in the project objectives, this project encompasses all of these essential service areas.
Within the parameters of the proposed training, we hope to educate the participants of the potential
hazards they may have or may be creating within their own schools, as well as provide them with
the resources and knowledge for possible changes. As participants of the educational training
return back to their schools and discover areas of needed improvement or remediation, we realize
that there will possibly be the need for expert assistance, thus the reason for the development of a
regional resource team to respond to these issues.
7. Local Sunnort: Weld County Board of Commissioners, Weld County School District 6, Colorado
State University/Dr. Stephen Thompson, Weld County (health department and law enforcement),
Union Colony Hazardous Materials Team, and local city and municipality law and fire
enforcement staff
8. Full-time Euuivalent (FTE): The CDPHE Consumer Protection, Hazardous Materials and Waste
Management Divisions, and the Office of Local Liaison will perform oversight activities.
Locally, the responsibilities of this project will fall upon staff of the Weld County Department of
Public Health& Environment within their regularly assigned duties and responsibilities.
9. Role of Funds: These dollars will be utilized in an "incubator role." That is, they will provide
seed money to help establish the regional resource teams and develop the infrastructure needed to
provide directed and expedient responses to requests within their regional area.
Locally, the funds will go towards the development and implementation of an educational training
on safe chemical management in schools (including the introduction of small-scale chemistry), for
teachers, curriculum specialists, risk managers, and purchasing agents, as well as personnel time
to assist schools with inventory audits and inspections.
10. Other Fundine Sources: In-kind funds from the school district, Weld County, Colorado State
University, and local cities and municipalities as involved.

SUBJECT: Grant Application, Creation of Regional

Enclosed for Board review and approval is a grant application to the Colorado
Department of Public Health & Environment for funds to create a regional resource
team for the safe management of schools chemicals in Weld County. The application
also proposes the presentation of an educational forum aimed at safe chemical
management and small-scale chemistry.
The grant request and subsequent activities correlate with Goals defined in the
Departments' Strategic Plan for 2001-2003.
The grant request is $5,000. It provides funding for personnel and training materials.
I recommend approval of this grant request.
