Our comments and requirements are as follows: COMMENTS: The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the state highways. Please contact Gloria Hess-Idler or Tess Jones at the Greeley office to verify access permit or other requirements. (State Highway 14) The most current average daily traffic count reflects 3,600 vehicles taken on the State Highway 14 in a 24-hour period in 1995. REQUIREMENTS: Off-Street Parking: The off-street parking and the access alleys shall be surfaced with gravel or the equivalent and shall be graded to prevent drainage problems. An adequate parking area shall be placed on the plat for pickups outfitted with horse trailers and tractor trailers. The public parking area shall also be shown on the plat identified separately. Entrance: The proposed entrance shall be a minimum, of 24 feet wide to accommodate two-way traffic. Vehicle Gates: The vehicle gates identified on the plat drawing should be a minimum width of 20 feet to accommodate any emergency equipment (fire trucks or rescue equipment). Circulation: Throughout the plat drawing, there are several dead end alley/drive areas. A 60'-x60' blocked out area at the end of each alley way should be utilized for turning radiuses for pick-ups or towed horse trailers. No parking shall be allowed in this location. Storm Water Drainage: A storm water drainage report shall be submitted prior to the final plat. The drainage report shall be prepared, certified, and signed by a registered professional engineer licensed in the State of Colorado. Miscellaneous: East of the main arena envelope, the applicant indicates a septic tank in the center of the road/alley. I refer the septic tank requirements to the Weld County Health Department. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: 1. Submit a dust abatement plan to the Environmental Health Services, Weld County Department of Public Health and Environment, for approval prior to operation. 2. An individual sewage disposal system is required for the proposed facilities and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system(s) is/are required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. In the event the septic system(s) requires a design capacity of over 2,000 gallons of sewage per day or serves 20 or more persons per day the applicants shall comply with all requirements of the Water Quality Control Division of the Colorado Department of Public Health and Environment. 3. In the event washing of vehicles will occur on site the applicant shall ensure that any vehicle washing area(s) shall capture all effluent and prevent discharges from the washing of vehicles in accordance with the Weld County Code, the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. I _ 4. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services, Weld County Department of Public Health and Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). 5. The applicant shall submit a manure and stormwater management plan to the Weld County Department of Public Health and Environment for review and approval. The plan should describe how manure generated on the site will be stored, managed, removed, land applied, etc. The plan should also describe the fate of any stormwater that may come into contact with manure. 6. The applicant shall obtain a stormwater discharge permit form the Colorado Department of Public Health and Environment, Water Quality Control Division. We recommend that the following requirement be incorporated into the permit as "development standards": 1. The applicant shall remove, handle and stockpile manure from the livestock area in a manner that will prevent nuisance conditions. The manure piles shall not be allowed to exist or deteriorate to a condition that facilitates excessive odors, flies, insect pests, or pollutant runoff. The manure storage site shall have a water-tight surface which does not permit seepage or percolation of manure pollutants into the ground. 2. The facility shall operate in accordance with the approved dust control plan. 3. The facility shall maintain compliance with the Confined Animal Feeding Operation Regulations. 2 4. Animal and food wastes, bedding, debris and other organic wastes shall be disposed of so that vermin infestation, odors, disease hazards and nuisances are minimized. Such wastes shall be removed at least weekly, or more frequently, from the facility and hauled by a commercial hauler. 5. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 6. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded form the definition of a "solid waste" in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 7. Waste materials shall be handled, stored and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 8. Fugitive dust shall be controlled on this site. 9. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 10. Adequate hand washing and toilet facilities shall be provided for the public. 11. The facility shall utilize the existing public water supply. (North Weld Water District) 12. The applicant shall provide adequate toilet facilities (port-a-potty) during special events. 13. The applicant shall comply with the Colorado Food Establishment Rules and Regulations, 25-4-1601 C.R.S. governing the regulation of retail food service establishments. 14. Any vehicle washing area(s) shall capture all effluent and prevent discharges from the washing of vehicles in accordance with the Weld County Code, the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. 3 ivetrass. USR-1380 1. A separate building permit for each building shall be obtained prior to any construction. 2. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 3. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999 NEC and Chapter 29 of the Weld County Code. 4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. Building height shall be limited to the maximum height allowed per UBC Table 5-B. Wall and opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 1997 Uniform Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Offset and setback requirements are measured to the farthest projection from the building. 7. A Flood Hazard Development Permit shall be submitted for buildings constructed within the 100-year flood plain. The Sheriffs Office would, however, like to have input into safety and security designs of the center to help provide enhanced crime prevention in the area. I Required Access: A fire lane shall be required around the Main Arena going from the west gate around the building to the east gate(both gates are adjacent to the building). A continuation of the Main Arena fire lane shall start from the furthest gate east and go north to the 20-foot roadway between the Hay Barn and the Cattle Shelter and tie into the Fire Lane for the Main Arena.
