BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
FEBRUARY 27, 2002

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, February 27, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of February 25, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $15,466.96. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER INTERAGENCY AGREEMENT FOR JUVENILE STAFFINGS:Judy Griego, Director of Social
Services, stated this agreement will provide for staffings from the parties involved in the agreement to
assess and develop plans for at-risk youth and those involved in the Juvenile Justice System.
Commissioner Long moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Jerke, the motion carried unanimously.
CONSIDER AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES - LUTHERAN
SOCIAL SERVICES OF COLORADO, DBA LUTHERAN FAMILY SERVICES, INC.: Ms. Griego stated
this amendment will increase the reimbursement level to a maximum of$104,000 to pay for home studies
of relatives and foster care home providers who may become a placement option for children in the
Department's custody. She stated new State rules require the Department to provide home studies for
all placement options. In response to Commissioner Jerke, Ms. Griego stated the funding for the
increased costs will come from Child Welfare Block Grant resources, and if necessary they will rely on
TANF resources. Commissioner Long moved to approve said amendment and authorize the Chair to sign.
Seconded by Commissioner Geile, the motion carried unanimously.

CONSIDER AMENDMENT TO CHILD PROTECTION AGREEMENT FOR SERVICES-NORTH RANGE
BEHAVIORAL HEALTH: Ms. Griego stated this amendment will increase the reimbursement level to a
maximum of$80,000. She stated the increased funding will pay for an increasing demand for foster parent
training. Responding to Chair Vaad, Ms. Griego stated the increase exceeded her expectations based on
the new State rule changes which happened in January of this year. She further stated there is a current
agreement with North Range Behavioral Health for this year; however, next year they will make
arrangements for a less costly way to deliver these services. Commissioner Long moved to approve said
amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Geile
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
