RE: ORGANIZATION OF THE TREASURER'S OFFICE AND APPOINTMENT OF COUNTY
TREASURER EFFECTIVE JANUARY 1, 2003
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Section 6-1 of the Weld County Home Rule Charter was amended by the
Weld County voters on November 8, 2001, making the office of the County Treasurer appointed
by the Board of Weld County Commissioners, effective January 1, 2003, and
WHEREAS, the Weld County Commissioners, in consultation with the County's
auditors, have decided to place the Weld County Treasurer's Office under the Division of the
Finance and Administration, and to combine the position of County Treasurer with the existing
Controller's position, and
WHEREAS, the Weld County Commissioners wish to appoint Claud Hanes to the
position of County Treasurer combined with his responsibilities as Controller, and
WHEREAS, the Weld County Commissioners believe that, in order to fulfill their
fiduciary responsibility concerning the Treasurer's investments, an oversight committee, known
as the Investment Advisory Committee, should be created which includes the Treasurer, Chief
Deputy, Treasurer, Director of Finance and Administration, and Chair and Chair Pro-Tem of the
Board of Weld County Commissioners.
NOW THEREFORE, BE IT RESOLVED that effective January 1, 2003, the County
Treasurer's Office will be placed under the Division of Finance and Administration, and the
County Treasurer's position will be combined with the existing Controller's position, as
diagramed on the organization chart attached and incorporated as part of this Resolution.
BE IT FURTHER RESOLVED that Claud Hanes, the current Controller, shall be
appointed County Treasurer in addition to his duties as Controller, effective January 1, 2003.
BE IT FURTHER RESOLVED by the Board that the Investment Advisory Committee be,
and hereby is, created, effective January 1, 2003, composed of the Treasurer, Chief Deputy
Treasurer, Director of Finance and Administration, and Chair and Chair Pro-Tem of the Board
of Weld County Commissioners.
