BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
JANUARY 28, 2002

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, January 28, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke - EXCUSED
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of January 23, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $19,989.16. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director of Social Services,
stated this revision will incorporate a previously approved policy to use Colorado Works(TANF)resources
for appropriate child welfare services. Commissioner Masden moved to approve said revisions.
Commissioner Long seconded the motion, which carried unanimously.
CONSIDER 2002 COLORADO WORKS PROGRAM PLAN AND AUTHORIZE CHAIR TO SIGN: Ms.
Griego stated the 2002 Colorado Works Program Plan outlines information requested by the Colorado
Department of Human Services and includes Section 6.000 of the Operations Manual, Colorado Works
and Child Care Policies. Commissioner Geile moved to approve said plan and authorize the Chair to sign.
Seconded by Commissioner Masden, the motion carried unanimously.

CONSIDER MEMORANDUM OF UNDERSTANDING FOR IMPLEMENTING COLORADO WORKS
PROGRAM AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated this Memorandum of Understanding
has been reviewed by various Counties,and will be effective for calendar year 2002. Ms. Griego reviewed
the terms of the Memorandum of Understanding as described in her memorandum, dated January 24,
2002. In response to Commissioner Vaad, Ms. Griego stated the participation rate is set Federally, and
Weld County has consistently met all of the Federal and State standards. Commissioner Long moved to
approve said Memorandum of Understanding and authorize the Chair to sign. The motion, which was
seconded by Commissioner Masden, carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 8.000, BUSINESS OFFICE POLICIES
AND PROCEDURES: Ms. Griego stated the Department of Social Services would like to strengthen
internal controls for the Independent Living Program and she recommends approval. Commissioner
Masden moved to approve said revisions. Commissioner Long seconded the motion, which carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
