HomeMy WebLinkAbout20021104.tiff Minutes WELD COUNTY COUNCIL March 19, 2002 Tapes 177A02 &177AB02 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld County's Southwest Administration Building, 4209 WCR 24 '/2, Longmont, CO, March 19, 2002, 6:30 p.m. ROLL CALL: The meeting was called to order by President Joyce Smock. Vice President Mitchell Martin, Councilman Dwaine Kurtz, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilwoman Jody Malone was excused. Also present: Rob Harding, Sharon Hopper, Don Koldeway, Lynn Kramer, Shirley Silver, Haroleen Young, and the Council secretary, Bev Thomas. REVIEW PROGRAM: Haroleen Young, of the Motor Vehicles Department, gave a tour of Weld's Southwest Administration Building where the Weld County Council was meeting for the first time. Councilman Dwaine Kurtz introduced Lynn Kramer, Office Manager of the Weld County Recording Department. She gave an overview of the functions and responsibilities of the Recording Department stating the major responsibility was to put legal documents on public record and to help the public retrieve recorded documents. The office also issues marriage licenses. Ms. Kramer explained the process to record a document, and stated recorded documents are not returned to customers for three weeks because of the tremendous volume of documents. However, title companies, for a fee, can verify the recording of a document in two to three days via compact disc. Records kept in Weld County's Recording Department include: real estate records, marriage records, military discharges, burial permits, corporation papers, maps and plats, livestock brands, and school records until the 1960's. Ms. Kramer's goals for the future of the Recording Department are: to add staff so the recording process can be completed in a more timely manner; to keep up with technology and get records available on the Internet; to convert microfilm to digital images or replace microfilm equipment. o / „ c, is% „4- 2002-1104 Weld County Council Minutes March 19,2002 Page 2 of 3 AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the February 19, 2002 Council minutes. The motion was seconded and the minutes approved. PUBLIC COMMENT: Citizens Concern RE: Special Use Permit 1360 Sharon Hopper, Shirley Silvers, and Don Koldeway presented their concerns about Western Mobile LeFarge filing for Special Use Permit 1360 for their facility at Highway 119 and Weld County Road 7 which was approved by the Weld County Planning Commission. Councilman Douglas Rademacher and Councilman Mitchell Martin both recommended as many protesting citizens as possible go to the Commissioners' hearing on this permit. Ms. Hopper and Silvers, and Mr. Koldeway recognized the Weld County Council is powerless to act on their concerns, but Councilman Rademacher said that he would talk to Commissioner Vaad about Permit 1360. OLD BUSINESS: 2002 Salary Setting for Elected Officials Councilman Dwaine Kurtz suggested Council members individually gather information about community and business salaries of positions comparable to Weld County's elected officials. Elected Officials Meeting Councilman Mitchell Martin will try to attend the April 8, 2002 Elected Officials Meeting at the Weld County Assessor's office. CORRESPONDENCE: Council members reviewed the correspondence. COORDINATOR REPORTS: Weld County's Strategic Planning Session Councilman Dwaine Kurtz reported on Weld County's Strategic Planning Session. He said it was an extremely productive time, and he was very impressed with what the elected officials and department heads were able to accomplish. Weld County Council Minutes March 19,2002 Page 3 of 3 911 Communications in Southwest Weld Councilman Douglas Rademacher had met with Don Warden, Commissioners Vaad and Geile, and 911 representatives regarding service in southwest Weld. Payment of the Bills Councilman Dwaine Kurtz made a motion to approve payment of the bills as listed: Mileage for Councilman Dwaine Kurtz $20.01 Mileage for Councilman Mitchell Martin $ 6.90 Mileage for Councilwoman Joyce Smock $41.40 Subscription to North Weld Herald $26.00 The motion was seconded and carried.
