Enclosed please find two copies of an annexation impact report for the proposed
Hingley Farms annexation to the City of Dacono. Its first City Council hearing is
scheduled for June 10, 2002. You will receive (if you haven't already) notice of that
hearing, the resolution, and the annexation petition under separate cover.

I. Project Description
The proposed Hingley Farms Annexation areas are shown on the attached maps. The
area to be annexed is referred to herein as Hingley Farms consists of approximately 308.2
acres currently zoned A-Agriculture in Weld County. The subject property is located
between Weld County Roads 13 & 15 just south of Weld County Road 10. The 308.2
acres borders the existing City boundary to the west along Weld County Road 13. In
conjunction with the proposed annexation, the zoning is anticipated to change from Weld
County A-Agriculture to City of Dacono C-Commercial and R2-Residential zoning.
II. Municipal Services

Municipal services for the Hingley Farms Development will be provided in the following
manner:
Electricity: United Power
Natural Gas: K-N Energy
Telephone: Qwest
Water: Central Weld County Water District
Sewer: Dacono Sanitation District/Tri-Area Sanitation District
Fire: Mountain View Fire Protection District
Police: Dacono Police Department
School: Weld County School District RE-8 (Fort Lupton School District)
Financing the municipal services within the area to be annexed is addressed in annexation
agreements between the applicant and the City of Dacono.
III. Special Districts
The area to annexed will be included within the following special districts:
Central Weld County Water District
Northern Colorado Water Conservancy District
Fort Lupton School District
Tri-Area Ambulance District
Mountain View Fire Protection District
Carbon Valley Recreational District
~ IV. School District Impact
The proposed annexation is expected to include a mixed-use development with single-
family, multi-family, and patio home amenities. The City of Dacono is pursuing a land
dedication/cash-in-lieu program with the Fort Lupton School District to address any
potential impacts to the district. This program is expected to be similar to the City's
program with the St. Vrain Valley School District.
