FROM: Donald Carroll, Engineering Administrator yY-C
COLORADO
SUBJECT: USR-1377, Gary & Carol VanderWal
The Weld County Public Works Department has reviewed this proposal; this project falls primarily
under the purview of the Use by Special Review Standards, Weld Code, Chapter 23, Article II,
Division 4, Section 23. Our comments and requirements are as follows:
COMMENTS:
The main access to the facility is from US Highway 34. The Colorado Department of
Transportation (CDOT) has jurisdiction over all accesses to the state highways. Please contact
Gloria Hess-Idler or Tess Jones at the Greeley office to verify access permit requirements.
WCR 17 has recently been annexed by the City of Greeley through the Lundvall West Annexation
recorded on 5/21/01. The City of Greeley has jurisdiction over this access point. Please contact
the City to verify any additional requirements.
REQUIREMENTS:
The Weld County Public Works Department recommends approval of this application.
Off Street Parking: The off-street parking spaces including the access drive should be surfaced
with gravel or the equivalent and shall be graded to prevent drainage problems.
Storm Water Drainage: The property has a drainage ditch that runs through the pasture between
the barn and the Quonset and behind the shop from the east to the west. It runs through culverts
located under driveways that flow to the northwest corner of the property. This has been the
drainage pattern for many years. A drainage study will not be required.

following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. The existing septic system for the residence/office shall be reviewed by a Colorado
Registered Professional Engineer. The review shall consist of observation of the system
and a technical review describing the systems ability to handle the proposed hydraulic

Weld County Department of Public Health and Environment. In the event the system is
found to be inadequately sized or constructed the system shall be brought into compliance
with current Regulations.
2. All septic systems located on the property shall have appropriate permits from the Weld

existing septic system(s) which is not currently permitted through the Weld County
Department of Public Health & Environment will require an I.S.D.S. Evaluation prior to the
issuance of the required septic permit(s). In the event the system(s) is found to be
inadequate, the system(s) must be brought into compliance with current I.S.D.S.
regulations.

Subject: Use by Special Review USR-1377 referral
Dear Ms. Angeli:
The Town of Windsor Planning Commission reviewed this referral at its regular meeting of March
20, 2002. The subject property is located within the Town's growth management area(GMA) and is
depicted as Very Low Density Single Family Residential on the Town's Land Use Plan map. The
Windsor Comprehensive Plan states that the Very Low Density Single Family Residential land use
depiction provides for areas of"single-family residential detached homes at very low densities at a
maximum density of one dwelling unit per acre."
r
Since the applicants are not proposing any expansion of the current agriculture-based use, the
Planning Commission forwards a recommendation of approval of the Special Review Permit
subject to the following conditions:
1. All requirements of the Windsor-Severance Fire Protection District shall be addressed to the
District's satisfaction; and
2. All outdoor storage of vehicles, equipment, etc. shall be screened behind privacy fencing
and/or a tight planting screen six feet (6') in height to substantially conceal these items from
view from both WCR 17 and U.S. 34.
Thank you for the opportunity to review this referral.
Sincerely,
Jim Flesher
