TO: Lauren Light, Planner DATE: March 11, 2002 COLORADO FROM: Donald Carroll, Engineering Administrator W 'y SUBJECT: USR-1378, Douglas & Kjersten Hobbs The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standards,Weld County Code, Chapter 23,Article II, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: WCR 18 is designated on the Southwest Study Area Capacity Improvement Needs as a collector status road, which require an-80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by the Town of Frederick. Pursuant to the definition of SETBACK in the Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line. REQUIREMENTS: The Town of Frederick has jurisdiction over all access points to WCR 18 at this location. Please contact the Town for requirements to obtain or upgrade the access permit. Off-Street Parking: The off-street parking spaces including the access drive shall be surfaced with gravel, asphalt, concrete or equivalent and shall be graded to prevent drainage problems. All equipment/employee parking shall be indicated on the plat. Storm Water Drainage: The applicant indicated that grass clippings and compost piles would be located at the rear of the site. Refer any type of composting run-off requirements to the Health Department. The remaining portion of the site is adequate to accommodate any run-off that may occur from the existing house or proposed barn area. Circle Drives: Per our access policy, the Weld County Public Works Department discourages circle drives direct access from a public road; only one access is allowed per legal residential parcel. Whenever multiple accesses to a single legal parcel exists, the applicant needs to justify the circle drive. pc: USR-1378 M:\W PFI LES\DON-C\PLAN3USR.W PD Memorandum TO: Lauren Light, Weld County Planning I 9 � CDATE: March 28, 2002 COLORADO FROM: Charlotte Davis, vironmental Health Services CASE: USR-1378 Douglas and Kjersten Hobbs Environmental Health Services has reviewed this proposal for a lawn care company. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Submit a dust abatement plan, to address parking area concerns, to the Environmental Health Services, Weld County Department of Public Health & Environment, for approval prior to operation. 2. The septic system serving the house shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. 3. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 1) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as "development standards": 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. USR-1378 Douglas and Kjersten Hobbs Page 2 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a "solid waste" in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 6. Adequate toilet and handwashing facilities shall be provided for employees. The employees shall be allowed to use the handwashing and toilet facilities located at the applicants' residence. 7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 8. The applicant shall utilize the existing public water supply. (Central Weld County Water District) 9. The facility shall operate in accordance with the approved dust control plan. Plan for closure of the composting site; 8. Contingency plans developed, for the occurrence of nuisance conditions either on-site or off-site. Potential nuisances include flies, dust,and odors; 9. Building permits shall be obtained prior to any construction. 2. A plan review is required for each building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for the permit. 3. Buildings shall conform to the requirements of the 1997 UBC, 1998 IMC, 1997 IPC, 1999 NEC and Chapter 29 of the Weld County Code. 4. Buildings will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer.
