RESOLUTION 135
RE: Regular 2002 Meetings of the Weld County Council
WHEREAS, Section 13-4-(3) of the Weld County Home Rule Charter specifies
that regular meetings of the Council shall be held at least monthly on a day or days to
be determined by the Council by Resolution:
NOW, THEREFORE, BE IT RESOLVED, that the regular meetings of the Weld
County Council shall be held the third Tuesday of each month during the calendar year
of 2002 unless an appropriate notice of change has been written and posted in the
Board of County Commissioners' offices and notice given to all Council members as
required in the Rules of Procedure for the Weld County Council.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 15th day of January 2002.

REPORT TO THE PEOPLE
January 15, 2002
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the activities of the Weld County
Council during the fourth quarter of the calendar year 2001.
October 2001 - Weld County Centennial Center
• The Council continued its review of the Weld County Treasurer's Office receiving
testimony from the accounting firm, Deloitte and Touche; Weld County Treasurer
Art Willis; Weld County Comptroller Claud Hanes; and Weld County Treasurer's
Office staff.
November 2001 -Weld County Centennial Center
• The Weld County Council adopted and provided to the news media its report on
the Weld County Treasurer's Office. The report is available by contacting the
Council office.
• The Board of County Commissioners, Mike Geile, Chairman, presented a
request for the Council to approve a 2002 increase in tax revenue exceeding the
5% increase limit in the County Charter.
• Commissioner Geile explained the Commissioners' 2002 budget process, and
the Road and Bridge needs caused by the County's aging transportation system
and population growth from123,000 in 1990 to almost 185,000 in the 2000
census. Mr. Geile asked the Council to allow 2002 property tax revenues to
increase more than five percent over 2001 revenues. He introduced the
County's Finance and Administration Director, Mr. Don Warden.
• Mr. Warden explained that if the County Commissioners used the Taxpayers Bill
of Rights Amendment (TABOR) to collect revenue, rather than Weld County's
Home Rule Charter five-percent cap, homeowners would currently be paying
higher taxes. He explained that even if the Council raises the five-percent
revenue cap, property owners will have a County tax levy reduction on their tax
bills in 2002 because of a significant increase in oil and gas tax revenues. In
fact, the County will decrease the 2002 mill levy by 1.49 mills.
• The Commissioners are committed to designating all revenue from the requested
tax-cap increase for road improvement projects. The revenue is needed
because the majority of Weld's roadway system was originally constructed to
provide all weather farm-to-market transportation services in unincorporated
areas. However, residential growth within towns and unincorporated areas has
changed the character of the traffic using these roads. Traffic counts on County

roads have gone up dramatically and some roads now must be considered
urban.
• Transportation needs include upgrading and dust abatement on gravel roads;
upgrading paved roads to function as urban roads; and providing north-south
arterial roads. A transportation-impact-fee study of Windsor and South West
Weld identified $147 million of improvements needed by 2020 in only those
areas of the County.
Mr. Warden confirmed extra monies collected in 2002 would become part of the
• County's future tax base. With the additional monies the County would have two
million dollars for road improvements, after fifty cents of each dollar was given
back to the towns where it was collected, under "municipal share back" law
requirements. The "municipal share back" will provide $650,000 to municipal
governments for road and bridge purposes.
• The Council approved the Commissioners's 2002 budget request for an increase
in tax revenue at a public hearing November 20, 2001.
December 2001 -Weld County Centennial Center
• The Weld County Council met for its regularly-scheduled meeting at the Weld
County Centennial Center. There was no public comment.
During the fourth quarter of 2001, Council members have researched answers to
questions and concerns brought to their attention by citizens of Weld County. In that
process Council members have talked periodically with the Commissioners and various
Elected Officials and Department Heads.
Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in
the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a
time and place to be announced. For information please contact the County Council
office.
