The Colorado State Land Board("SLB") is the second largest property owner in Colorado and manages nearly three million acres of surface land across the state. The fires have burned nearly 30,000 acres of our trust lands and we too will rebuild over the coming months and years. Please consider the attached policy an offer of assistance, a temporary location for citizens to set up shelter while they rebuild, a temporary site for emergency crews to gather, a temporary staging area for firefighters to use before they go back into the field. If any of our trust lands can be used for such purposes, please contact the SLB's district manager as listed in the attached information. Our district managers will coordinate temporary uses with our lessees and the emergency personnel. Please do not hesitate to call me if you have any questions about this policy. Castilian COI— Director I. /y� 2002-2029 0-/'00,-d ct n Berg 07 7 .-L COMMISSIONERS:Dennis V.Brinker,Diane Evans,John R.Stulp,Patrick Teegarden,Shirley W.Watson STATE OF COLORADO Department of Natural Resources Board of Land Commissioners Date: June 21,2002 Board Order 2002-036 Board Policy No. 2002-02 TEMPORARY USE OF STATE TRUST LAND IN EMERGENCY SITUATIONS At its meeting of June 21, 2002, the State Board of Land Commissioners adopted the following policy concerning the temporary use of state trust land in emergency situations: WHEREAS,the Constitution of the State of Colorado, Article IX, Section 9, requires the State Board of Land Commissioners to manage lands held by the Board in a manner to produce reasonable and consistent income over time; and WHEREAS, according to 36-1-102 of the Colorado Revised Statutes,the Director shall, subject to the general policies of the State Board of Land Commissioners,have administrative direction over the activities of the State Board of Land Commissioners; and WHEREAS, emergency situations arise from time to time that require the immediate use of state trust land on a temporary basis; and WHEREAS, immediate action in a public meeting that would grant the approval by the State Board of Land Commissioners of such use of state trust land is logistically difficult or impossible due to the public notice period requirements of the Colorado Open Meetings Law (C.R.S. 24-6-402 (2) (c). NOW THEREFORE,the State Board of Land Commissioners hereby delegates to the Director the authority to approve the temporary use of any parcel of state trust land when the Director deems that an emergency situation exists. The Director shall report such approvals to the State Board of Land Commissioners at their next meeting. This policy supersedes all previous policy statements regarding this matter and is effective upon signature. The State Board of Land Commissioners has the discretion to grant exceptions to this policy where circumstances warrant and when in the best interes f he trust.
