EMPLOYEES-OF-THE-YEAR

Since 1977 Management by Objectives has helped the Department of Highways
focus its efforts on results rather than activities. Under MBO employees
set work priorities, then concentrate on specific objectives.
Each year the agency recognizes employees who have met or exceeded most
successfully the objectives they set for themselves. This year an awards
luncheon was held in Denver on September 5. Highway Department Executive Director
Joe Dolan also recognized managers who have excelled in hiring minority or female
employees.
Three Division of Transportation Planning employees were recognized for
their managerial success. Robert K. Sakaguchi helped develop the Resource
Allocation/Project Prioritization (RAPP) system, which in turn influenced the
Department's five-year construction program. William W. Todd helped set up a
Pavement Management System which improves the way funds are spent for roadway
resurfacing. David L. Ruble, Jr. taught fellow staffers, local officials and
some private consultants how to better use microcomputers to plan and analyze
urban transportation solutions.
Prabhat Padhiar, Staff Bridge branch, was recognized for extra effort in the
timely review and approval of consultant plans. Paul M. Glynn, Staff Construction
branch, helped monitor construction engineering costs and construction quality.
Three employees from the Denver area's Engineering District VI were honored
for work which saved taxpayer money. Sidney Motchan, Materials engineer, saved
Colorado an estimated $807,664 by using a dynamic compaction method to stabilize
land fill areas like those along the Interstate 76 proposed route west of Sheridan
Blvd. Stan Ihlanfeldt, Construction engineer, managed to keep construction
engineering costs at 8.67 percent, well below his MBO goal of ten percent. Tom
Monchak, Pre-Construction engineer, attained similar savings.
Linda B. Waldman, the Department's Legislative Liaison, was honored for her
efforts in mobilizing staff specialists who answered questions from state senators
and representatives.
Two employees were recognized for their successes in hiring minority and
female employees. David N. Fraser, Greeley maintenance superintendent, increased
minority/female hiring without adding to overall staff levels. Al Shablo,
District V Engineer at Durango, increased his minority hiring through coordination
with Southern Ute and Ute Mountain Indian reservations.

Theodore Rutz, head of the accounting branch's Federal Aid section,
exceeded his "projects closed" (paid) goals by 47 percent. Lew Sturm, Glenwood
Canyon engineer, met MBO goals for completing final estimates, reducing con-
struction engineering costs and monitoring Interstate 70 construction.
Three maintenance workers from the Eisenhower Memorial Tunnel were honored
as Employees-of-the-Year, for heroic efforts extinguishing a truck fire in the
eastbound (Edwin C. Johnson) bore. The vehicle was heavily loaded with assorted
belongings, including small ammunition which detonated during the fire. The
three men had put out the blaze under dangerous conditions before damage could
occur to the tunnel. Honored were Dwight H. Graham, John.F. Wilson and Rodney
G. Henderson.

MR 5530(2) 20TH ST. IN GREELEY
The Department's Division of Highways accepted a sole bid at the September
6 opening for a project to reconstruct a mile of 20th Street in Greeley. A
project scheduled for completion within fifty working days extends between
47th Avenue and 59th Avenue.
Included are grading, structures, stabilization, paving, topsoil, seeding
and mulching. The apparently successful bid of $616,647 was received from
Flatiron Paving Company of Greeley.

C 02-0045-12 S.H. 45 IN PUEBLO
Southern Colorado Paving, Inc. of Pueblo submitted an apparently successful
bid of $171,644 at the Division of Highways September 6 opening to resurface
two miles of Pueblo Blvd. in Pueblo. A project which includes hot bituminous
pavement overlay and striping extends from Palmer Avenue to O'Neal Avenue.
Four firms turned in offers on the project, which requires completion
within 30 workable days following the Notice to Proceed. Resident engineer
is L. V. Garton of Pueblo.

BUDGET FACTS: 1984/85
HIGHWAY CONSTRUCTION
BUDGET, $294.3 MILLION
Governor Richard D. Lamm signed the Department of Highways construc-
tion budget August 31 , making official the list of projects the agency
intends to advertise during the current fiscal year which began July 1 .
The new list reflects estimated revenues from increased federal and
state motor fuel taxes, showing that Colorado continues to benefit from the
"federal nickel" increase and Colorado's Highway Users taxes which provide
state matching funds. At $294.3 million, the budget is 160 percent of the
1982/83 budget initially adopted in September 1982.
The budget includes projects totaling $15.4 million in DeBeque Canyon
and $20.3 million in Glenwood Canyon for a series of Interstate 70 projects on
Colorado's western slope; $16.4 million toward the extension of Interstate 76
in Adams and Jefferson counties; and $25.9 million for the C-470 Centennial
Parkway southwest circumferential route around metropolitan Denver. Under a
category called Bridge Discretionary, the budget provides $18.7 million to
replace the Lawrence St. Viaduct west of downtown Denver. Project lists
within the construction budget reflect "category" allocations to Colorado
uesignated by the federal government; state officials may not switch money be-
tween categories.

Budget
The construction budget estimates revenue for the fiscal year, includ-
ing an anticipated $11 million payback of FY 1982/83 Noble Bill funds. The
state legislature had taken these funds to help bail out Colorado's sagging
General Fund. The Noble Bill fund, named for its legislative sponsor Senator
Dan Noble, is a sales and use tax based upon sales of automobiles, parts and
accessories. The tax is expected to generate almost $32 million in revenue
during the current fiscal year, helping to provide state matching money for
available federal funds.
Because fiscal conditions change and construction projects sometimes
call for additional money or offer unspent money, State Highway Commissioners often
fine-tune the budget during their monthly meetings. Construction Budget Supple-
ments adopted throughout the year will accomplish the needed adjustments .
Discretionary funds (Interstate Transfer and Bridge Discretionary categories) are
particularly subject to changes at the federal level .
The list which begins on page 3 shows fiscal year 1984/85 projects ,
most of which are selected from the state's Five Year Highway Program of Projects.
The Program, in turn, is developed on the basis of priorities presented
by local elected officials at Highway Commission hearings and on the basis of
surveys, of the sufficiency and condition of state highways and bridges. This
autumn county hearings are scheduled in Pueblo on October 9, in Denver on
November 16, and in Grand Junction on November 26.
