Dear Weld County Planning Department, Planning Commission and Board of County
Commissioners:
The City of Longmont has entered into a lease with the St. Vrain Archery and
Bowhunters Association (SVBA) for the old City of Longmont landfill site to be used as
an archery practice facility. The City of Longmont Council approved this lease on
October 9, 2001.
We believe that the use of an archery range at this location is an appropriate after-use
of the landfill given its development and use limitations. The City recommends that
Weld County approve the SVBA application for a Use by Special Review for this activity
at the old landfill site.

This is a response to your June 6, 2001 electronic mail that requests our response to the
proposed archery range to be located at the closed Longmont Landfill. Your typewritten
correspondence, received by our office on June 20, 2001, addresses Cindi Etcheverry's
June 11, 2001 electronic mail that requests pertinent information regarding the proposed
archery range.
Based on the information contained in your typewritten letter(i.e., received by our office
on June 20, 2001) and the accompanying attachments, we believe that the proposed
archery range would be a satisfactory use of the landfill property. However, we request
that you send us an exact duplicate of your aforementioned typewritten letter, but dated

Re: USR application for an Archery Range by the SVBA
Dear Planning Department, County Planning Commission and Board of County
Commissioners;
The St. Vrain Archers and Bowhunters Association (SVBA) respectfully submits this Use by
Special Review application for an archery range on the former landfill site owned by the
City of Longmont south of Hwy 119 in the MUD area. The City has entered into a lease
with the St. Vrain Archers and Bowhunters Association for this use on the landfill.
Included with the application materials is a letter of support from the city regarding this
application.
The St. Vrain Archers and Bowhunters Association feels an archery range at this location
would be an opportunity to allow for recreational use of a property which is otherwise not
suitable for urban use or development. No permanent development is planned in
conjunction with this application. The archery range use should be an ideal buffer
between the more intensive land uses of the MUD area along Hwy 119 and the natural
areas south of the property along the St. Vrain River.
The application materials also include a letter from the state health department that
endorses the use of this property for an archery range.

St. Vrain Archers and Bowhunters Association Application for Use by Special Review
USE BY SPECIAL REVIEW QUESTIONNAIRE
1. Explain, in detail, the proposed use of the property.
The St. Vrain Archers and Bowhunters Association (SVBA) has leased the City of Longmont's
former landfill site located in Weld County south of Hwy 119 in the Weld County MUD area. The
purpose of this application is to obtain approval for the use of the former landfill site as an archery
range for the practice of archery. There will be an occasional archery competition (about twice per
year) at this proposed archery course. The archery range will not be open to the general public but
will be used only by members or guests of the SVBA. A small existing parking area near the
entrance to the property will be used for member parking. An existing structure on the property
will be used for storage of archery targets and associated materials. This existing structure is the
former"pay shack" for the previous landfill site. The archery course itself will consist of a series
of archery targets positioned over the surface of the landfill to provide for archery practice. The
area leased by the SVBA is essentially the surface area of the old landfill. The request for the Use
by Special Review (USR) coincides with the lease area boundaries on the old landfill. A legal
description of the lease area is included as Exhibit A in the USR application materials. Additional
details regarding the archery range are depicted on the plot map for this USR application.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22.
Weld County Code Chapter 22 specifies the comprehensive planning goals of Weld County. The
current landfill sight is zoned Agricultural. The property is located within the MUD and nearby
uses are of a commercial or industrial nature. The property abuts the City of Longmont composting
facility and the Vista Commercial Center.
The property has limited development potential for permanent structures or paving because it is a
former landfill. The site is also limited by the presence of methane gas that precludes impervious
surfaces being placed on the property. Methane vents are in place throughout the surface of the
landfill. Currently the land is idle and the City of Longmont has no designated use for the property.
The proposed archery course will be low impact usage in every area addressed by Weld County
Code, Chapter 22. In fact, the SVBA supports the goals and concepts within the County
comprehensive plan related to recreation as well as rural and agricultural preservation. Although
agriculture cannot be conducted on the landfill site, the land to the south and east of the proposed
archery course will be preserved in natural open space by the City of Longmont. The SVBA
supports and promotes the preservation of the natural areas around the proposed site. Since this
property has very limited development potential, its use as an archery range will act as an
appropriate buffer between the more intense uses of the MUD and the natural areas along the St.
Vrain River corridor.
How the proposed archery course relates to other key areas of Weld County Code, Chapter 22 is
explained in the following paragraphs:
I
Urban Growth: The subject property is located within the MUD area designated in the Weld
County Comprehensive Plan. Consequently this area is planned for future urban development. The
adjacent uses to the north of the property include the City of Longmont composting facility and the
Vista Commercial Center. Both of these properties contain uses of an industrial nature. The
subject property itself cannot be used for permanent development. The site itself could conceivably
be used for commercial or industrial outside storage, but that would require a rezoning from
Agriculture and such a use may not be compatible with either the adjacent urban uses or the natural
areas along the St. Vrain River which are planned to be preserved. Consequently, the use of this
property for an archery range is an appropriate transition between these uses and is also appropriate
for the agricultural zoning.
Commercial and Industrial Development: Commercial and industrial development is not affected
by the proposed archery course. The Vista Commercial Center adjacent to the north side of the
archery course will not be affected any way. Since this site has such limited development or
industrial use potential, it is appropriate that the site remain agriculturally zoned.
Residential Development: The nearest residential area is the Meadow Vale subdivision located
approximately 1500 feet north of the archery course and across Hwy 119. The archery course will
not affect this residential development in any way.
Environmental Resources: The proposed archery course will not affect water quality or availability.
It will not change noise levels. It will not increase waste within the county. There is a limited
amount of wildlife on the property. No hunting, trapping, or shooting of wildlife will be allowed on
the archery course. This will be strictly enforced. The limited human use should not interfere with
wildlife on the landfill site or the surrounding areas. Most of the landfill has a ten-foot fence
around it that prevents some wildlife entry.
Open Space, Parks, and Recreation: The archery range will provide recreational use of a parcel of
land that has no practical urban development or agricultural use potential. The use of the site as an
archery range also provides an ideal transition of land use from the industrial/commercial character
of the composting facility and Vista Commercial Center to the natural riparian areas of the St.
Vrain River.
The archery range will create a needed recreational facility in southwest Weld County. Currently,
citizens who reside in southwest Weld County or near Longmont must drive over an hour to a
facility west Boulder or 40 minutes to Loveland to shoot archery. The archery course will be open
to all citizens of Weld County as members. Furthermore, as stated in Weld County Code, . . . (the
county) "encourages the location of recreation areas in floodplain, seep areas, geological fault areas
and nonproductive agricultural areas." The proposed archery course would be located on a non-
productive agriculturally zoned property—the landfill.
General Resources: There are no minerals (oil, gas, sand or gravel) that can be reasonably extracted
from the landfill site. Some sand and gravel is being extracting from the southern part of this
property, but that location is not included in the area planned for the archery range. Oil and gas

rights are also leased, however there is no viable way that oil or gas extraction will occur in the area
of the archery range that is the former landfill site.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 and the zone district in which it is located.
SECTION 23-2-230 —Specific Items the SVBA will show:
1. That the proposal is consistent with Chapter 22 and any other applicable code
provisions or ordinances in effect. As explained in the prior question, this property is
a former landfill site. Since the property has limited development potential as a
reclaimed landfill site,this property will not reasonably develop with the type of urban
density contemplated by the MUD plan. Consequently, this property's use as a
recreational facility in the MUD is both compatible with the adjacent
commercial/industrial uses as well as the natural areas adjacent to the property to the
south.
2. That the proposal is consistent with the intent of the district in which the USE is
located. The property is zoned Agriculture. The property is also located within the
MUD area that envisions urban level uses along the Hwy 119 corridor. As a former
landfill site with development limitations, the site is not suitable for either urban level
development or crop production. The Agriculture zone in Weld County allows for
recreational facilities as a use by special review. The use of this property as an archery
range (recreational facility) at this location with Agricultural zoning allows for
beneficial use of this property in a manner consistent with both the current zoning and
the adjacent land uses.
3. That the USES which would be permitted will be compatible with the existing
surrounding land USES. The requested use of an archery range is a use by special
review. Because it is much less intensive in use or impact than the adjacent
industrial/commercial uses— it will be compatible with the uses in the Vista
Commercial Center to the north of the property. Since the use of the archery range will
be extremely low impact—the archery range will be compatible with the nearby natural
areas along the St. Vrain River which border the property on the south and east of the
property. The archery range provides and excellent transition between the
industrial/commercial uses along Hwy 119 and the natural areas along the river.
4. That the USES which would be permitted will be compatible with the future
DEVELOPMENT of the surrounding area as permitted by the existing zone and
with future DEVELOPMENT as projected by Chapter 22 of this Code and any
other applicable code provisions or ordinances in effect, or the adopted MASTER
PLANS of affected municipalities. This property is a reclaimed landfill site. Its has
very limited development potential. The future development contemplated by the Weld
County Comprehensive Plan identifies this area for urban level uses in the MUD area.
Urban level development on this property is unlikely given its state as a reclaimed
landfill site. Consequently, this property's use as a recreational facility for an archery
range would be a highly compatible use with both the adjacent industrial uses to the
north as well as with the more natural areas south and east of the property. The property

is not within the master plan area for Longmont, however the City of Longmont
supports the use of this property as an archery range.
5. That the application complies with Article V of this Chapter if the proposal is
located within any Overlay District Area identified by maps officially adopted by
the County. The area requested for the Use by Special Review (USR) as described in
the legal description in Exhibit A is not included within any Overlay District Area. This
is a former landfill site and consequently this property's use as an archery range is
consistent with this site's inherent environmental limitations.
That if the USE is proposed to be located in the A (Agricultural) Zone District,
the applicant has demonstrated a diligent effort has been made to conserve
PRIME FARMLAND in the locations for the proposed use. This site is a
former municipal landfill site. The surface and subsurface soil conditions preclude
this site for agricultural use. The soil conditions and presence of methane gas make
this property unsuitable for agricultural crop production.
6. That there is adequate provision for the protection of the health, safety and welfare
of the inhabitants of the NEIGHBORHOOD and the COUNTY. Safety is the most
important aspect in the design of an archery range. First, the range should be located in
an area which is secluded and has controlled access. The landfill site meets these
qualities along with having a ten-foot fence around most of its perimeter. The range
will be clearly marked with signs. The range will be designed by experienced archers
with safety in mind. The final design of the range will be inspected by a representative
of the National Field Archery Association, for safety, before insurance will be issued for
the range.
SECTION 23-2-240 DESIGN STANDARDS:
1. Adequate water service in terms of quality, quantity and dependability is available
to the site to serve the USES permitted.
No running water will be necessary for the archery course.
2. Adequate sewer service is available to the site to serve the USES permitted.
No sewer service will be needed for the archery course. A port-a-potty will be set up
and maintained by the SVBA for human use.
3. If soil conditions on the site are such that they present moderate or severe
limitations to the construction of STRUCTURES or facilities proposed for the site,
the applicant has demonstrated how such limitations can and will be mitigated.
Since the property is a former landfill site, there are limitations to the construction of
any permanent buildings on this property. Consequently, no buildings will be
constructed at the archery course. The only structures erected will be shade structures
and possibly an elevated-shooting stand. These will be small structures.
4. Adequate fire protection measures are available on the site for the STRUCTURES
and facilities permitted.
Since no habitable structures are planned in conjunction with the operation of this use,
fire protection measures for structures will not needed on this site.
5. USES shall comply with the following stormwater management standards:
a. Stormwater retention facilities shall be provided on site which are designed
to retain the stormwater runoff from the fully developed site from a one-

hundred-year storm or as otherwise required by the Department of Public

Works. In the case of a LIVESTOCK CONFINEMENT OPERATION
(L.C.O.),wastewater collection, conveyance and retention facilities shall be
designed and constructed in accordance with the Confined Animal Feeding
Operation Control Regulations (5 CCR 1002-19).
Surface water drainage and storm water run-off grading has already been
completed at the site by the City of Longmont. The surface of the landfill has
been graded allow for stormwater runoff in several drainage channels on the
property. This final grading of the property is a part of the City of Longmont's
final reclamation work in closing the landfill site. The use of the archery range
will not change or effect the existing stormwater runoff patterns. There will be
no livestock at the range.
b. The drainage facilities shall be designed to release the retained water at a
quantity and rate not to exceed the quantity and rate of a five-year storm
falling on the UNDEVELOPED site.
As above, the City of Longmont has designed the landfill site for proper
drainage. There are no site improvements planned which will effect current
runoff patterns.
6. All parking and vehicle storage shall be provided on the site; parking shall not be
permitted within any public right-of-way. An adequate parking area shall be
provided to meet the parking needs of employees, company vehicles, visitors and
customers.
SVBA members will use the graveled parking area at the northeast side of the property.
Parking will not interfere with any roadways or businesses offsite.
7. The USE shall comply with all the SETBACK and OFFSET requirements of the
zone district.
The archery range will comply with the offset and setback requirements of Section 23-
3-50 of the Weld County Code which specifies bulk requirements for the Agricultural
zone district. Activity areas associated with the use of the site as an archery range will
be setback from adjacent property lines a distance of 20 feet. No permanent new
structures are planned in association with the use of this property as an archery range.
To the extent that any shooting stands or shade structures are constructed, they will
comply with the offset requirements of either a minimum of 3 feet or 1 foot of offset for
every 3 feet of structure height, whichever is greater.
8. The access shall be located and designed to be safe; ingress and egress shall not
present a safety hazard to the traveling public or to the vehicle accessing the
property. For USES generating high traffic volumes and large number of large,
slow-accelerating vehicles, acceleration and deceleration lanes may be required to
mitigate a potential traffic hazard.
The ingress and egress already exists to this property. The archery range will not be a
high volume traffic venture. During weekdays an average of no more than 15 vehicles
per day will visit the site on average. On weekends an average of no more than 30
vehicles per day will access the site. Vehicles will be coming and going at random
times and will cause no traffic congestion or safety hazard. The low traffic-volume
nature of this will use will not create a traffic hazard.
9. New accesses to public rights-of-way shall be constructed using the following as
minimum standards:

No new accesses will be necessary for the archery course.
10. Buffering or SCREENING of the proposed USE from ADJACENT properties may
be required in order to make the determination that the proposed USE is
compatible with the surrounding uses. Buffering or SCREENING may be
accomplished through a combination of berming, landscaping and fencing.
No buffering or screening should be necessary for the archery range. The nearest
building to the archery range is commercial and is 120 feet from the parking area. The
distance from the archery shooting area to the nearest building will be over 300 feet.
11. Uses by Special Review in the A (Agricultural) Zone District shall be located on the
least prime soils on the property in question unless the applicant can demonstrate
why such a location would be impractical or infeasible.
The landfill site is not considered a prime soil property and has no agricultural use
potential.
SECTION 23-2-250. OPERATION STANDARDS
A. The operation of the USES shall comply with the noise standards enumerated in
Section25-12-101, C.R.S.
Archery is a quiet sport. Other than vehicles coming and going, there will be no noise at
the archery course.
B. The operation of the USES shall comply with the air quality regulations
promulgated by the Colorado Air Quality Control Commission.
There will be no activities at the archery course that emit any pollutants or cause any air
quality issues.
C. The operation of the USES shall comply with the water quality regulations
promulgated by the Colorado Water Quality Control Commission.
The archery course will not alter any water flow grading already put in place by the City
of Longmont. The archery range activities will not create additional water runoff.
There will be no wastes produced on the property by the archery range that could enter
water runoff from the property.
D. The USES shall comply with the following lighting standards:
No lighting or electricity is planned for the archery course. Hours of operation are from
first light to last light, which is roughly ''/ hour before sunrise to '/ hour after sunset.
SVBA rules will not permit usage before or after these times.
E. The USES shall not emit heat so as to raise the temperature of the air more than
five degrees (5') Fahrenheit at or beyond the LOT line.
There will be no activities at the archery course that affect temperature in or around the
archery course.
F. Property shall be maintained in such a manner that grasses and weeds are not
permitted to grow taller than twelve (12) inches. In no event shall the property
owner allow the growth of NOXIOUS WEEDS. (Weld County Codification
Ordinance 2000- 1)
Weed control will be provided by the SVBA and is a requirement of the lease with the
City of Longmont. The SVBA must control weeds using methods specified by the City
of Longmont which are in accordance with state health codes for landfill sights. The
City of Longmont has planted natural grasses on top of the landfill.

4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The current City of Longmont Landfill site is completely fenced in. The proposed archery
range is surrounded 300 degrees by land owned by the City of Longmont. Within 500 feet
of the archery course is:
1. The City of Longmont will finalize the purchase of the Boulder Creek Estates property
east of the landfill site in mid December. This property will be preserved as open space
which is compatible with the low impact use of the archery range.
2. Gravel mining activity is within 500 feet east of the entry gate. This mining activity
will be over 1500 feet from the actual location of the archery course.
3. South of the proposed archery course is land owned by the City of Longmont. A
portion of this property is being mined. The reclaimed use of the mining area and other
areas along the St. Vrain River are planned as natural areas in the city's St. Vrain Master
Plan. Parts of the nature preserve will be approximately 400 feet from the proposed
archery course. There is a ten-foot high fence between this area and the nature preserve.
4. The Vista Commercial business park is located north of the proposed archery range.
There are two fences between the business park and range. The nearest building will be
about 300 feet from the proposed range.
5. The portion of the Hayes property located west of the site is also a natural area with
steep slopes and floodplain on part of the property. The archery range would be
compatible with this property as well.
5. Describe, in detail, the following:
a. How many people will use this site?
During weekdays, it is estimated that less than 20 people will visit the range (15
vehicles) on a daily basis. Weekends will have approximately 40 people visiting
the range (30 vehicles.)
b. How many employees are proposed to be employed at this site?
No employees are associated with this use. Volunteers of the SVBA will construct
the archery course and maintain the property.
c. What are the hours of operation?
Hours of operation will be from 30 minutes before sunrise until about 30 minutes
after sunset. This represents the approximate time each day that it is light enough to
shoot archery.
d. What type and how many structures will be erected (built) on this site?
No buildings are planned for the archery course. Structures that may be are:
• Elevated shooting ramps designed to give archers an elevated shooting
position.
• Small shade or umbrella structures designed for shade and sun
protection.
Where building permits are required for the erection of these small structures, the
appropriate building permits will be obtained from Weld County. Approval is also
required from the City of Longmont for any structures erected on the property.
e. What type and how many animals, if any, will be on this site?
No animals will be kept on this site.
f. What kind (type, size, weight) of vehicles will access this site and how often?

Archery course members will drive to a parking area which will be near the entrance
of the landfill site. The only vehicles allowed on the course will be for maintenance
and this will not be necessary more than one time per month. This access will be
limited. During the initial phase of the archery range construction, conventional
automobiles or pick up trucks may be used to transport materials to appropriate
locations on the site. The vehicle types associated with this use will be conventional
personal vehicles such as cars, pick up trucks or sport utility vehicles. No
commercial vehicles or heavy equipment will access this site unless it is for
occasional maintenance purposes.
g. Who will provide fire protection to the site?
This property is located within the Mountain View Fire Protection District. There is
no smoking allowed at the archery range and no fires will be allowed on the
proposed archery course.
h. What is the water source on the property? (Both domestic and irrigation).
No water source is planned for this property or its use.
i. What is the sewage disposal system on the property? (Existing and proposed).
If storage or warehousing is proposed, what type of items will be stored?
There is currently no sewer system on the property. There will be a "port-a-potty"
on the landfill site. There will be no warehousing at the archery course. A small
amount of storage may occur inside the former pay shack. The material stored will
be items associated with the archery range such as targets or materials used to repair
and maintain the archery range.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
The existing surface of the landfill site has been planted in native grasses. There will be minimal
landscaping at the proposed archery range. The soil above the landfill site cannot be dug up. There
may be some small berms to provide arrow backstops and to improve safety. Shade trees and/or
shrubs may be planted, as permitted by the City of Longmont, state and county agencies that
regulate landfill sights. Every design element must be approved by the City of Longmont. Because
the landfill site produces methane gas, there are a limited number of plant species that will survive
on the property. Some landscape materials may be planned in conjunction with the archery course
design.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
The landfill site will be restored to its original condition after the closure of the archery
course. This process should be simple, requiring removal of the targets, target butts, shading
devices, and elevated shooting platforms.
8. Explain how the storm water drainage will be handled on the site.
The use of the property for an archery range will not alter the topography of the landfill site. The
site has been graded for stormwater runoff and detention by the City of Longmont as a part of the
City's post landfill reclamation activities.

9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
It will take approximately 4-5 workdays to complete construction of the archery course. The work
will be completed by volunteer members of the SVBA. The volunteers will set up targets, improve
fencing, build the structures, and plant trees and shrubs where possible. Construction of the archery
course will begin shortly after the USR permit is approved and should be substantially completed
by spring 2002. Some improvements to the course could occur over time as resources to finance
these improvements become available.
10. Explain where storage and/or stockpile of wastes will occur on this site.
No wastes will be produced by this activity with the exception of some small amount of domestic
refuse which will be contained on site in one or more small trash receptacles. The members of the
SVBA will remove this waste material regularly. No litter will be present on the property.

Suggested Action: Recommend Approval of the Ordinance
Attached for Council's review and consideration is an ordinance authorizing the City of Longmont to lease the
top of the city landfill to the Saint Vrain Archery and Bowhunters Association, a non-profit Longmont
organization. The club has submitted a proposal for the use of the closed City of Longmont Municipal Landfill
as an Archery Practice Range for club members and guests. Staff has been working with the club to determine,
review and refine the details of the proposal. Several other locations have been reviewed and deemed unsuitable
for this proposed use. The top of the closed Longmont municipal landfill proved to be a suitable location for the
club and all involved City Departments. Debra Carson, Risk Manager has reviewed the clubs safety rules and
liability issues. Paula Fitzgerald, Parks and Recreation Projects Coordinator, has indicated that the plan will not
have any impact on the Saint Vrain Greenway planning process and is in agreement with the proposed plan. The
Colorado Department of Health and Environment believes this to be a good low impact usage for a closed
landfill and supports the use as proposed. The club still has several steps to complete their process such as
obtaining a special use permit from Weld County that will include input from the City of Longmont Planning
Division and the Division of Wildlife.
Overall, staff believes this is a low impact activity and a good fit for a closed landfill that has limited future
usage options. The club, upon approval from the City, will obtain insurance from the National Field Archery
Association to cover liability issues and satisfy both legal and risk issues. They also have extensive safety rules
for range usage and a proposed course plan,both of which are attached for your review. This course
incorporates most of the top and south area of the landfill away from the newly developed commercial areas on
the north boundary of the landfill.
Staff recommends approval of this ordinance and is available to answer any questions.

7 WHEREAS, Colorado Revised Statutes, § 31-15-713, requires that all leases of
8 municipal property for longer than one year be in the public interest and approved by ordinance;
9 and
10 WHEREAS, the Tenant described above desires to lease the Premises described above,
11 from the City for the following purposes: an archery course for education, practice and
12 competition; and
13 WHEREAS, the Council finds that leasing the Premises for the stated purposes is in the
14 public interest;
15 NOW THEREFORE, THE COUNCIL OF THE CITY OF LONGMONT, COLORADO,
16 ORDAINS:
17 Section 1
18 The Council authorizes the Mayor to sign a lease, in a form substantially as that now
19 before the Council, and approved by the City Attorney, for the Premises, to the Tenant, for an
20 initial period of five years.

22 To the extent only that they conflict with this ordinance, the Council repeals any
— 23 conflicting ordinances or parts of ordinances. The provisions of this ordinance are severable, and
